<strong>2008</strong><br />
Since 2006, <strong>South</strong> Africa has recorded significant improvements on aggregate in the capacity of<br />
national, provincial and local governments to spend capital budgets effectively and sustainably.<br />
However, the picture is mixed in the detail.<br />
National department expenditure during 2007/08 on buildings and fixed structures was 76,5%<br />
of budget, mainly due to underexpenditure by the departments of correctional services and<br />
public works. This is lower than the 2006/07 figures of 86,7%. By December <strong>2008</strong> (Quarter 3 of<br />
<strong>2008</strong>/09), 68,7% of budget had been spent, projecting a likely improvement by year end.<br />
Provincial infrastructure responsibilities of roads, transport, education and health showed more<br />
than 91% expenditure of budget, reflecting a deterioration in all cases from the 2006/07 period.<br />
In 2007/08, about 58% of the total provincial infrastructure budget was spent through conditional<br />
grant programmes and this will rise to 60% in <strong>2008</strong>/09. By December <strong>2008</strong> (Quarter 3 of<br />
<strong>2008</strong>/09), 72,9% of budget had been spent.<br />
