Towards a national strategy for local<br />
government procurement<br />
The Government and LGA consider that, taken together, the recommendations <strong>of</strong> the<br />
Taskforce, the work <strong>of</strong> the Strategic Partnering Taskforce, the findings <strong>of</strong> the Review <strong>of</strong><br />
Best Value and the capacity-building proposals in the White Paper Strong Local Leadership<br />
– Quality Public Services constitute the necessary foundations <strong>of</strong> a national strategy to<br />
improve local government procurement.<br />
We have decided jointly to convene a local government procurement forum under the<br />
auspices <strong>of</strong> the Central-Local Partnership to take forward the development <strong>of</strong> a national<br />
strategy. In addition to ODPM and the LGA, the forum will include representatives <strong>of</strong> –<br />
• all government departments with an interest in local government procurement in<br />
England including HMT, the Office <strong>of</strong> Government Commerce, Cabinet Office, DfES,<br />
DoH, DTI, DEFRA, DCMS and Home Office;<br />
• the local government central bodies including the Audit Commission, the IDeA, 4Ps,<br />
Local Government Employers Organisation and the Local Government Taskforce<br />
(Rethinking Construction);<br />
• the supplier community including the Confederation <strong>of</strong> British Industry, the Business<br />
Services Association, the National Council for Voluntary Organisations, the Social<br />
Enterprise Coalition and construction industry trade bodies;<br />
• the pr<strong>of</strong>essional bodies with an interest in procurement including the Chartered<br />
Institute <strong>of</strong> Purchasing and Supply, the Institution <strong>of</strong> Civil Engineers, the Society <strong>of</strong><br />
Procurement Officers, the Society <strong>of</strong> IT Managers, the Association <strong>of</strong> Directors <strong>of</strong><br />
Social Services and the Chartered Institute <strong>of</strong> Public Finance and Accountancy;<br />
• the public sector trades unions including UNISON, TGWU and GMB.<br />
Roles and responsibilities<br />
The ODPM will consult on revised best value guidance consistent with this response<br />
during the summer.<br />
The ODPM and LGA retain overall responsibility for policy and strategy. We will ensure<br />
that the Forum gives early consideration to:<br />
