Will the Minister <strong>of</strong> HOME AFFAIRS <strong>be</strong> pleased <strong>to</strong> state:- 

(a) whether the Rajbhasha Golden jubilee Celebrations are <strong>be</strong>ing observed; 

(b) if so, the details there<strong>of</strong>; 

(c) the details <strong>of</strong> the programmes proposed <strong>to</strong> <strong>be</strong> organised during this 

year; and 

(d) whether any scheme has <strong>be</strong>en formulated <strong>to</strong> promote the use <strong>of</strong> Hindi 

and discourage tendency <strong>of</strong> using English?

(a) whether the Government have chalked out any programme for 

promoting the use <strong>of</strong> Hindi during the Golden Jublee year <strong>of</strong> <strong>of</strong>ficial 

Language in the supreme court and high courts; 


(c) if not, the reasons therefor; and 

(d) the programme <strong>be</strong>ing implemented for promoting use <strong>of</strong> Hindi in all the 

departments ? 

ANSWER 

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI I.D.SWAMI) 

(a)<strong>to</strong>(c) To promote the use <strong>of</strong> Hindi in the Courts during this Golden Jublee Year <strong>of</strong> 

Official Language, efforts are <strong>be</strong>ing made <strong>to</strong> create a conductive atmosphere through 

periodicale and seminars and by translating standarized law books in Hindi. 

(c) It has <strong>be</strong>en a well considered policy <strong>of</strong> the Central Government <strong>to</strong> impart the use <strong>of</strong> 

<strong>of</strong>ficial language Hindi in its <strong>of</strong>fices through motivation, incentives and goodwill. 

Accordingly, following steps have <strong>be</strong>en taken <strong>to</strong> speed up the use <strong>of</strong> <strong>of</strong>ficial language 

Hindi in <strong>of</strong>ficial work:- 

1. To impart training <strong>to</strong> Central Government Employees in Hindi language. Hindi 

Shorthand, Hindi Typing and English-Hindi Translation. 

2. Convening the meetings <strong>of</strong> various committees related <strong>to</strong> <strong>of</strong>ficial language and 

organising workshops, symposium.

3. Production and telecast <strong>of</strong> T.V. and Radio Spots. 

4. Publication and distribution <strong>of</strong> various publications and publicity meterial relating <strong>to</strong> 

<strong>of</strong>ficial language. 

5. To ensure the implementation <strong>of</strong> Annual Programme. 

6. Inspection <strong>of</strong> Ministries/Deptts/Offices. 

7. Implementation <strong>of</strong> various incentives/awards schemes etc.

(a) whether a complaint has <strong>be</strong>en lodged with the Raj Bhasha Wing <strong>of</strong> 

Ministry <strong>of</strong> Home Affairs that NCERT has voilated the <strong>of</strong>ficial language policy 

in its economics and other books by not using the standard Hindi synonims; 

(b) if so, the action taken by the Department <strong>of</strong> Official Language in this 

regard; and 

(c) the steps taken for the implementations <strong>of</strong> <strong>of</strong>ficial language policy 

strictly?

(SHRI I.D. SWAMI) 

(a): Yes Sir, Deptt. Of Official Language has received a complaint on 14th Feb.,2000 

from `Matribhasa Vikas Parishad` New Delhi, in which it has <strong>be</strong>en alleged that 

N.C.E.R.T., New Delhi has not used standard Hindi terms in their books on economic. 

(b): As the work relating <strong>to</strong> standardisation <strong>of</strong> Hindi in Books is moni<strong>to</strong>red by 

N.C.E.R.T. and work relating <strong>to</strong> standardization <strong>of</strong> Hindi is moni<strong>to</strong>red by the 

commission for Scientific and Technical Terminology, the complaint has <strong>be</strong>en sent <strong>to</strong> 

the Direc<strong>to</strong>r, Ministry <strong>of</strong> Human Resources Development, New Delhi for taking 

appropriate action. Both these organisations are under the Ministry <strong>of</strong> Human 

Resources & Development. 

(c): Official Language Policy <strong>of</strong> the Union is based on motivation and incentives. 

Generally the <strong>of</strong>ficers/employees <strong>of</strong> Central Govt. follow the Official Language Policy. It 

is the responsibility <strong>of</strong> the Heads <strong>of</strong> the Deptt./institutions <strong>to</strong> ensure implementation <strong>of</strong> 

Official Language Policy like other rules etc. <strong>of</strong> the Government <strong>of</strong> India.

(a) whether the Department <strong>of</strong> <strong>of</strong>ficial language had published an 

advertisement <strong>to</strong> invite mem<strong>be</strong>rship for Hindi Advisory Committee in 

various Ministries; 

(b) if so, the num<strong>be</strong>r <strong>of</strong> applications received and the Ministries for which 

these are meant for; 

(c) the names <strong>of</strong> the ministries in which the said Committee has <strong>be</strong>en 

constituted alongwith the names <strong>of</strong> the Committee mem<strong>be</strong>rs; 

(d) the ministries in which the said Committee has not yet <strong>be</strong>en constituted 

and the reasons for delay therefor; and 

(e) the steps <strong>be</strong>ing taken by the Government in this regard?

(a) Yes Sir, perhaps the intention <strong>of</strong> the Hon`ble mem<strong>be</strong>r is <strong>to</strong> refer Hindi Salahakar 

Samiti and not <strong>to</strong> Hindi Advisory Committee. 

(b) On the basis <strong>of</strong> application received, a list <strong>of</strong> 448 person has <strong>be</strong>en prepared. While 

considering the proposal received from Ministries/Departments for re-constitution <strong>of</strong> 

their Hindi Salahakar Samities, Department <strong>of</strong> Official Language also considered this 

list for nominating 3 non-<strong>of</strong>ficial mem<strong>be</strong>rs in it. 

(c) A Statement is enclosed. 

(d) and (e) In addition <strong>to</strong> Ministries/Departments mentioned in reply <strong>to</strong> part (c) <strong>of</strong> the 

question, the process for constitution/re-constitution <strong>of</strong> Samities in other 

Ministries/Department is in progress. Concerned Ministries/Departments have <strong>be</strong>en 

requested from time <strong>to</strong> time by the Department <strong>of</strong> Official Language <strong>to</strong> expedite 

constitution/re-constitution <strong>of</strong> these samities as early as possible.

(a) whether Hindi Advisory Committee has <strong>be</strong>en constituted ;

(c) the details <strong>of</strong> programmes for celebrating the Golden Jubilee <strong>of</strong> <strong>of</strong>ficial 

language Hindi ; 

(d) whether non-Government observers have <strong>be</strong>en nominated in the 

committee ; 

(e) if so, the details there<strong>of</strong> ; 

(f) the num<strong>be</strong>r<strong>of</strong> embassies where <strong>of</strong>ficial language implementation 

committee has <strong>be</strong>en constituted ; and (g) the num<strong>be</strong>r <strong>of</strong> countries where 

Golden Jubilee <strong>of</strong> <strong>of</strong>ficial language, Hindi is <strong>be</strong>ing celebrated under the 

auspices <strong>of</strong> Indian embassies ? 

ANSWER 



(a), (b),(d) and (e): Constitution <strong>of</strong> Hindi Salahakar Samiti <strong>of</strong> Ministry <strong>of</strong> Home Affairs is 

under process. There is a provision <strong>to</strong> nominate both <strong>of</strong>ficial and non-<strong>of</strong>ficial mem<strong>be</strong>r in 

it. There is no provision <strong>to</strong> nominate observers in the Hindi Salahakar Samiti. 

(c): The inauguration <strong>of</strong> Official Language Golden Jubilee programmes in the Ministry 

<strong>of</strong> Home <strong>affairs</strong> commenced with the organisation <strong>of</strong> small celebration on 14th 

Septem<strong>be</strong>r 1999, in which an appeal has <strong>be</strong>en made <strong>to</strong> all the <strong>of</strong>ficers/employees <strong>to</strong> 

do more and more <strong>of</strong>ficial work in Hindi. To moni<strong>to</strong>r the use <strong>of</strong> Hindi in <strong>of</strong>ficial work in 

the Ministry <strong>of</strong> Home Affairs closely, Official Language Implementation Committee 

have <strong>be</strong>en set up at the Divisional Levels from the Golden Jubilee year and their

periodical meetings are <strong>be</strong>ing held. Other programmes <strong>be</strong>ing organised during this 

period includes competition on Hindi essay/Hindi typing/Hindi stenography and Hindi 

vayavhar Pratiyogita, lectures <strong>of</strong> Hindi scholars and awarding <strong>of</strong> <strong>of</strong>ficial language 

shield <strong>to</strong> Attached/Subordinate <strong>of</strong>fices. 

(f) As per the information available in the Ministry <strong>of</strong> External Affairs, Official Language 

Implementation Committees have <strong>be</strong>en constituted in 85 Embassies. 

(g) Instructions have <strong>be</strong>en issued <strong>to</strong> all the Embassies <strong>to</strong> organise programmes on the 

occasion <strong>of</strong> Golden Jubilee <strong>of</strong> Official Language Hindi: Accordingly suitable action is 

<strong>be</strong>ing taken by the Indian Embassies.

(a) whether despite the repeated reminders the Parliamentary Committee 

on <strong>of</strong>ficial language, Kendriya Hindi Samiti and departmental Hindi advisory 

committee have not <strong>be</strong>en constituted; and 

(b) if so, the reasons therefor ? 

ANSWER 


( SHRI I.D. SWAMI ) 

(a) and (b) : Parliamentary Committee on Official Language has already <strong>be</strong>en 

constituted. The work relating <strong>to</strong> re-constitution <strong>of</strong> Central Hindi Committee is in an 

advanced stage. The tenure <strong>of</strong> Hindi Salahkar Samiti <strong>of</strong> Ministry <strong>of</strong> Home Affairs is up 

<strong>to</strong> 23.04.2000. Action for its re-constitution has <strong>be</strong>en initiated in advance.

USE OF DEVNAGRI IN GADGETS 



(a) whether the Government have made arrangements for promoting use <strong>of</strong> 

Devnagri in the modern gadgets like computers <strong>be</strong>cause <strong>of</strong> <strong>of</strong>ficial work is 

still <strong>be</strong>ing done in English Roman script; 

(b) if so, the details in this regard; 

(c) whether the Government intend <strong>to</strong> promote the use <strong>of</strong> Rajbhasha Hindi 

during the current year in place <strong>of</strong> use <strong>of</strong> English at the All India level; and 

(d) if so, the action plan worked out for the purpose ?

(a)&(b): Yes Sir. Instructions have <strong>be</strong>en issued <strong>to</strong> all the Offices <strong>of</strong> Central Govt. <strong>to</strong> 

purchase bilingual (Hindi/English) Computers. National Informatics Centre has, in this 

directions, provided Jist Cards/Jist Terminals and other bilingual s<strong>of</strong>tware <strong>to</strong> 

Ministries/Deptts. In addition, training programmes for working in Hindi on computers, 

are <strong>be</strong>ing organised by National Informatics Centre and the Department <strong>of</strong> Official 

Language. Publicity regarding alternative Hindi S<strong>of</strong>tware is done by the Deptt. <strong>of</strong> 

Official Language through its publications multimedia films, seminars and computers 

exhibitions. 

(c)&(d): Yes Sir. Targets have <strong>be</strong>en fixed in the Annual programme 2000-2001 for this 

purpose and sent <strong>to</strong> all Ministries/Deptts.

THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (I.D. SWAMI) 

(a): During the last three years, one short film was got prepared in 1997 regarding 

working in Hindi on computers. 

(b): There is no proposal <strong>to</strong> get prepared any short documentary film/T.V. spot by the 

Department during the current year. 

(c): In the past, 19 documentary films and 4 T.V. spots were got prepared for the 

propagation <strong>of</strong> Official Language. A yearly calendar and various types <strong>of</strong> posters are 

got published from time <strong>to</strong> time for the propagation <strong>of</strong> Official Language Hindi. 

`Rajbhasha Bharati` a quarterly magazine and `Rashtriya Rajbhasha Samachar`, a 

monthly news - letter are also published by the Department. The above mentioned 

material is distributed among the Ministries/Departments/Offices/Institutions <strong>of</strong> the 

Government <strong>of</strong> India throughout the country. For the propagation <strong>of</strong> Official Language 

Hindi, conferences/seminars etc. are also organised throughout the country by the 

Department <strong>of</strong> Official Language and by various Ministries/Department/Undertakings 

and Town Official Language Implementation Committees. For the first time, a stall was 

put up by the Department in the `World Book Fair` organised from 5th February, 2000 

<strong>to</strong> 13th February, 2000 which propagated in a big way the standard magazines brought 

out in Hindi. Writers and Scholars came <strong>to</strong> know about standard magazines <strong>be</strong>ing 

brought out in Hindi at the Government level.

ANSWER 


(a),(b)&(d): No Sir. The fact <strong>of</strong> the matter is that all Ministries/Departments including 

the Department <strong>of</strong> Official Language are making endeavours for the propagation <strong>of</strong> 

<strong>of</strong>ficial language Hindi. For this purpose, Hindi Day and Hindi fortnights are organised 

by all the Ministries/Departments/Offices etc. <strong>of</strong> the Government <strong>of</strong> India. Under these 

programmes various types <strong>of</strong> competitions, workshops, seminars and other types <strong>of</strong> 

programmes are conducted. Money spent on these programmes, helps in generating a 

conducive atmosphere for the propagation <strong>of</strong> <strong>of</strong>ficial language Hindi and for the 

implementation <strong>of</strong> the <strong>of</strong>ficial language policy <strong>of</strong> the Government <strong>of</strong> India. 

For the propagation <strong>of</strong> Official Language Hindi, documentary films and T.V. Spots etc. 

are got prepared by the Department. In addition <strong>to</strong> this, by way <strong>of</strong> publicity material 

annual calendar and various types <strong>of</strong> posters are also got printed. A quarterly 

magazine `Rajbhasha Bharti` and a monthly newsletter `Rashtriya Rajbhasha 

Samachar` are also published by the Department. The above mentioned material is 

distributed among the Ministries/Departments/Offices/Institutions <strong>of</strong> the Government <strong>of</strong>

<strong>of</strong> the country has not <strong>be</strong>en able <strong>to</strong> gain ground; 

(b) if so, the reasons therefor; and 

(c) the steps proposed <strong>to</strong> <strong>be</strong> taken <strong>to</strong> popularise Hindi as the <strong>of</strong>ficial 

language <strong>of</strong> the country? 

ANSWER 


(a)<strong>to</strong>(c):- It would not <strong>be</strong> correct <strong>to</strong> say that Hindi is not <strong>be</strong>ing used extensively despite 

<strong>be</strong>ing declared the Official Language. It can not <strong>be</strong> denied that there has <strong>be</strong>en an 

exponential growth in the use <strong>of</strong> Hindi in <strong>of</strong>ficial work since its declaration as the 

Official Language <strong>of</strong> the Union. All Government resolutions, general orders, rules, 

notifications, reports <strong>to</strong> <strong>be</strong> laid on the Table <strong>of</strong> both the Houses <strong>of</strong> Parliament as also 

<strong>of</strong>ficial papers, contracts, agreements, licences, permits and tenders, etc., are issued 

in Hindi. Bills etc. introduced in Parliament are presented in Hindi also. Notings on files 

and original correspondence are <strong>be</strong>ing done in Hindi. Letters received in Hindi are 

<strong>be</strong>ing replied <strong>to</strong> in Hindi. 

However, this has <strong>to</strong> <strong>be</strong> accepted that the progress achieved in the use <strong>of</strong> Hindi has 

not met the expectations. Government are fully conscious <strong>of</strong> this and are taking 

necessary action in this regard on a continuing basis. Based on the policy <strong>of</strong> 

popularising Hindi through inspiration, motivation and goodwill, Government are 

implementing several incentive schemes aimed at propagating Hindi. For the purpose 

<strong>of</strong> propagating use <strong>of</strong> Hindi, Government are making use <strong>of</strong> all available forms <strong>of</strong> the 

media. 

Training in Hindi language, Hindi typing, Hindi stenography and translation is <strong>be</strong>ing 

imparted <strong>to</strong> employees <strong>to</strong> make them pr<strong>of</strong>icient. Also a drive has <strong>be</strong>en launched <strong>to</strong> 

promote use <strong>of</strong> computers in <strong>of</strong>ficial work in Hindi. 

Government are fully conscious <strong>of</strong> their constitutional obligations <strong>to</strong>wards Official 

Language Hindi and are committed <strong>to</strong> discharging those obligations.

(a) & (b): Orders have <strong>be</strong>en issued that only bilingual (Hindi/English) electronic 

equipments should <strong>be</strong> purchased in all Central Government Offices and maximum 

work in Hindi <strong>be</strong> done on them. In this direction, Gist Card/Gist Terminal and other 

bilingual s<strong>of</strong>tware have <strong>be</strong>en made available by National Informatics Centre <strong>to</strong> the 

Ministries/Departments. Training programmes are <strong>be</strong>ing organised from time <strong>to</strong> time by 

National Informatics Centre and Department <strong>of</strong> Official Language for working in Hindi 

on computers.

(a) <strong>to</strong> (d): In a meeting <strong>of</strong> the Kendriya Hindi Samiti held under the Chairmanship <strong>of</strong> 

Hon`ble Prime Minister on 22 Sep. 2000, it was decided that two Sub-Committees will 

<strong>be</strong> constituted <strong>to</strong> consider the views <strong>of</strong> the mem<strong>be</strong>rs <strong>of</strong> the Committee. Accordingly, 

two Sub-Committees under the Chairmanship <strong>of</strong> Hon`ble Home Minister and Hon`ble 

Human Resource Minister have since <strong>be</strong>en constituted on 07 Novem<strong>be</strong>r, 2000. These 

Sub-Committees will prepare their reports within six months and submit the same in 

the next meeting <strong>of</strong> the Kendriya Hindi Samiti. The date for the next meeting <strong>of</strong> the 

Kendriya Hindi Samiti has not yet <strong>be</strong>en fixed.

(a): Hindi Salahkar Samitis have <strong>be</strong>en constituted for each Ministry. These are 

presided over by the Ministers concerned. The Samitis comprise <strong>of</strong>ficial and non<strong>of</strong>ficial 

mem<strong>be</strong>rs. The Samiti suggests measures for progressive use <strong>of</strong> Hindi in <strong>of</strong>ficial 

work. The Samiti reviews the implementation <strong>of</strong> Official Language Policy in their 

respective Ministries/Departments. Departmental Official Language Implementation 

Committees have also <strong>be</strong>en set up under the chairmanship <strong>of</strong> Joint Secretary incharge 

<strong>of</strong> Official Language in each Ministry. This committee reviews every quarter the 

progress made and suggests measures for achieving the targets fixed in the Annual 

Programme. Awards and incentives are given for promoting use <strong>of</strong> Hindi in <strong>of</strong>ficial work 

by many Ministries/Departments. 

(b): Implementation <strong>of</strong> Official Language Policy <strong>of</strong> the Union is done through 

motivation, incentives and goodwill. Accordingly, all Ministries/Departments are 

implementing the provisions <strong>of</strong> Official Languages Act and Official Language Rules 

and use <strong>of</strong> Hindi in <strong>of</strong>ficial work is increasing continuously.

HINDI ADVISORY COMMITTEE IN MINISTRIES 



(a) the provisions in regard <strong>to</strong> constituting and reconstituting <strong>of</strong> Hindi 

Advisory Committees in different Ministries and Departments;

constituted alongwith the names <strong>of</strong> those Departments where these have 

not <strong>be</strong>en reconstituted;

(a) Hindi Salahkar Samitis are constituted by the Concerned Ministries/ Departments. 

Minister <strong>of</strong> concerned Ministry is its Chairman. Generally, there are 30 mem<strong>be</strong>rs in the 

Samiti, out <strong>of</strong> which 15 are non-<strong>of</strong>ficial mem<strong>be</strong>rs. The tenure <strong>of</strong> Samiti is normally 3 

years. Thereafter, the process for its reconstitution is initiated. Sometimes, due <strong>to</strong> reorganization 

<strong>of</strong> Ministries, Hindi Salahkar Samitis are also reconstituted. 

(b) Required information in this regard is given in the enclosed annexure. 

(c) For the constitution & reconstitution <strong>of</strong> Hindi Salahkar Samitis nomination <strong>of</strong> non<strong>of</strong>ficial 

mem<strong>be</strong>rs are obtained from Ministry <strong>of</strong> Parliamentary Affairs, Parliamentary 

Committee on Official Language and voluntary organizations etc. It takes time for the 

concerned <strong>ministry</strong>/department <strong>to</strong> complete this process. 

(d) Ministries/ Departments initiate action well <strong>be</strong>fore the expiry <strong>of</strong> tenure <strong>of</strong> Samitis. 

Department <strong>of</strong> Official Language also request them <strong>to</strong> complete the process 

expeditiously.

(a): Yes Sir. 

(b): The relevant instructions are there in the Rules 3 and 4 <strong>of</strong> the Official Languages 

(Use for Official Purposes <strong>of</strong> the Union) Rules, 1976 (as amended, 1987). The 

Department <strong>of</strong> Official Language sets targets by making an Annual Programme in 

compliance <strong>of</strong> the instructions in the Official Language Resolution, 1967 (notified on 

18th January, 1968) passed by the Parliament. In the programme a target <strong>of</strong> bilingual 

working capability <strong>to</strong> <strong>be</strong> made available in all electronic equipment is fixed. Against 

this, achievement is shown in the Annual Assessment Report 1999-2000, which was 

placed on the table <strong>of</strong> Lok Sabha on 16.04.2002. 

(c): This information cannot <strong>be</strong> collected as it is not maintained. 

(d) & (e): In the Annual Programme for transacting the <strong>of</strong>ficial work <strong>of</strong> the Union in

ANSWER 


(a): For implementation <strong>of</strong> the Official Language Hindi in North East Region, one 

Regional Office is functioning at Guwahati. 

(b)&(c): The Office located at Guwahati is a subordinate <strong>of</strong>fice <strong>of</strong> the Department <strong>of</strong> 

Official Language and it moni<strong>to</strong>rs the progress <strong>of</strong> implementation <strong>of</strong> Official Language 

Hindi in all the Central Government <strong>of</strong>fices located in North-East Region. 

(d): The Regional Implementation Offices evaluate the performance <strong>of</strong> the <strong>of</strong>fices on 

the basis <strong>of</strong> Quarterly Progress Reports. The Head Office <strong>of</strong> the Department <strong>of</strong> Official 

Language moni<strong>to</strong>rs the functioning <strong>of</strong> the Regional Implementation Offices.

VIOLATION OF OFFICIAL LANGUAGE ACT

(a) whether any action has <strong>be</strong>en taken for violation <strong>of</strong> the <strong>of</strong>ficial language 

act during the last three years till date; and 

(b) if so, the details there<strong>of</strong> and the num<strong>be</strong>r <strong>of</strong> such cases that came <strong>to</strong> 

notice during the said period?

(a) & (b): Department <strong>of</strong> Official Language prepares an Assessment Report every year, 

in which remedial measures are mentioned for the deficiencies found in the 

implementation <strong>of</strong> Official Language Policy by the Ministries/Deptts. <strong>of</strong> Central Govt. 

Assessment Report for the year 1999-2000 has <strong>be</strong>en laid on the table <strong>of</strong> the Lok 

Sabha on 16.4.2002. In addition, deficiencies noticed from time <strong>to</strong> time, through 

Quarterly Progress Reports are brought <strong>to</strong> the notice <strong>of</strong> the concerned Deptts. and 

they are asked <strong>to</strong> take necessary action <strong>to</strong> remove these deficiencies. It is the 

responsibility <strong>of</strong> the Administrative Head <strong>of</strong> each Central Govt. Office <strong>to</strong> ensure 

implementation <strong>of</strong> Official Language Act, provisions <strong>of</strong> Official Language Rules and 

Orders relating <strong>to</strong> Official Language Policy. It is well considered view <strong>of</strong> the Govt. that 

use <strong>of</strong> Official Language Hindi in the Central Govt. Offices <strong>be</strong> accelerated through 

inspiration, motivation and goodwill.

ANSWER 


(a): At present all Assistant Direc<strong>to</strong>rs (Official Language) are in the scale <strong>of</strong> pay <strong>of</strong> 

Rs.6500-10,500/-. The Fifth Pay Commission had recommended a scale <strong>of</strong> pay <strong>of</strong> 

Rs.7500-12000/- for 65 Assistant Direc<strong>to</strong>rs <strong>of</strong> the Central Secretariat Official Language 

Service. This recommendation has <strong>be</strong>en accepted and has also <strong>be</strong>en notified by the 

Government. But this scale has not yet <strong>be</strong>en implemented as the matter regarding 

giving the same scale <strong>to</strong> all the Assistant Direc<strong>to</strong>rs <strong>of</strong> the Central Secretariat Official 

Language service is under consideration. 

The Officers <strong>of</strong> the subordinate <strong>of</strong>fices are not included in the <strong>of</strong>ficial Language 

service. The responsibility <strong>to</strong> take decision regarding their pay scales lies with the 

concerned Ministry/Department. 

(b) & (c): Do not arise.

IMPLEMENTATION OF OFFICIAL LANGUAGE POLICY . 



(a) whether Government are aware <strong>of</strong> the fact that a num<strong>be</strong>r <strong>of</strong> 

Departments and Government Undertakings are printing their forms and 

procedural literature through the private press or in their own departmental 

printing press only in English rather than printing them bilingually ; 

(b) whether this is <strong>be</strong>ing done in accordance with the Government`s <strong>of</strong>ficial 

language policy ; and 

(c) if not, the action taken or <strong>to</strong> <strong>be</strong> taken in this regard ? 

ANSWER 



(a),(b)&(c): Rule 11 <strong>of</strong> the Official Languages Rules, 1976 provides that all forms and 

procedural literature shall <strong>be</strong> printed in diglot form. The responsibility <strong>of</strong> compliance <strong>of</strong> 

these rules is that <strong>of</strong> the administrative head <strong>of</strong> Ministries/Departments etc. Information 

in this regard is sent <strong>to</strong> Department <strong>of</strong> Official Language through quarterly progressive 

reports. No information regarding voilation <strong>of</strong> these provision by Government 

Department and Undertakings has <strong>be</strong>en received.

POLICY FOR LANGUAGE TO BE USED FOR PUBLICATION . 



(a) whether Government have fixed any policy regarding language or 

languages <strong>to</strong> <strong>be</strong> used for publication <strong>of</strong> code, manual and procedural 

literature; 

(b) if so, the details <strong>of</strong> the said policy; 

(c) what arrangements have <strong>be</strong>en made <strong>to</strong> ascertain the enforcement <strong>of</strong> 

the said policy in an appropriate manner; and 

(d) the num<strong>be</strong>r <strong>of</strong> such cases reported <strong>to</strong> Government wherein the said 

policy has <strong>be</strong>en violated during the last two years and the action taken by 

Government thereon ? 

ANSWER 


(a)&(b): Yes Sir. Rule 11 <strong>of</strong> the Official Language Rules (use for <strong>of</strong>ficial purposes <strong>of</strong> the 

Union) provides that all manuals, codes and other procedural literature relating <strong>to</strong> 

Central Government Offices shall <strong>be</strong> printed or cyclostlyed, as the case may <strong>be</strong>, and 

published in Hindi and English in diglot form. 

(c): For compliance <strong>of</strong> this policy, orders were issued by the Government on 31.8.1976 

and 8.9.1978. Its compliance is monitered by obtaining quarterly progress reports 

regarding progressive use <strong>of</strong> Official Language from the Ministries/Departments. Apart 

from this, the administrative head <strong>of</strong> each <strong>of</strong>fice has <strong>be</strong>en made responsible for 

compliance <strong>of</strong> Official Language Policy under Rule 12 <strong>of</strong> the Official Language Rules. 

(d): On the basis <strong>of</strong> the information furnished by the Ministries/Departments in the 

quarterly progress reports for the year 1998-99, the num<strong>be</strong>r <strong>of</strong> codes/manuals still 

pending for Hindi translation and the names <strong>of</strong> the Ministries/Deptts. <strong>to</strong> which they 

relate <strong>to</strong>, are given in the attached statement. In this connection, the 

Ministries/Departments concerned are asked <strong>to</strong> complete the translation work and the 

position is reviewed in the meeting <strong>of</strong> the Central Official Language Implementation 

Committee.

RECOMMENDATIONS OF PARLIAMENTARY COMMITTEE ON OFFICIAL 

LANGUAGE . 



(a) whether Government have accepted the recommendations <strong>of</strong> the 

Parliamentary Committee on Official Language <strong>to</strong> the effect that separate 

cadres should <strong>be</strong> established for <strong>of</strong>ficers and employees <strong>of</strong> translation 

related posts in the subordinate <strong>of</strong>fices so that they may get appropriate 

promotional opportunities; and 

(b) if so, the action taken so far <strong>to</strong> implement the said recommendations 

and the future plans in this regard ? 

ANSWER 



(a) : Govt. has accepted the recommendations <strong>of</strong> the Parliamentary Committee on 

Official language, with the amendment that wherever it is possible, cadre <strong>of</strong> service for 

the employees entrusted with the translation work in subordinate <strong>of</strong>fices should <strong>be</strong> 

constituted and where it is not possible alternative arrangements for their promotion 

should <strong>be</strong> made. 

(b) : This recommendation <strong>of</strong> the Parliamentary Committee on Official Language was 

circulated by the Deptt. <strong>of</strong> Official Language on 30th Decem<strong>be</strong>r, 1988, in the form <strong>of</strong> a 

resolution. Directions on this subject were issued <strong>to</strong> all the Ministries/Departments by 

the Deptt. <strong>of</strong> Official Language, vide its O.M. dated 13th Nov.,1990. 

In view <strong>of</strong> the above, action in this regard is required <strong>to</strong> <strong>be</strong> taken by the concerned 

Ministries/Departments. For the compliance <strong>of</strong> these directions various 

Ministries/Departments have <strong>be</strong>en reminded by the Deptt. <strong>of</strong> Official Language from 

time <strong>to</strong> time.

TRAINING TO PERSONS ENGAGED IN TRANSLATION WORK . 



(a) whether Government have any scheme for imparting intensive training 

<strong>to</strong> the persons engaged in translation work in various <strong>of</strong>fices so that they 

may perform their duty efficiently; 

(b) the details <strong>of</strong> the said scheme; 

(c) the num<strong>be</strong>r <strong>of</strong> such Central Government employees <strong>of</strong> his Ministry who 

are engaged in translation work at present and they have not got any kind 

<strong>of</strong> training in this regard; and 

(d) by when they are likely <strong>to</strong> <strong>be</strong> imparted training in translation ? 

ANSWER 



(a) and (b): Yes Sir, Central Translation Bureau conducts the quartery translation 

training programme in Delhi, Mumbai, Calcutta and Bangalore for importing extensive 

translation training <strong>to</strong> the working transla<strong>to</strong>rs and employees connected with the 

translation work in Central Govt. Offices. 

(c)&(d): In addition <strong>to</strong> one Direc<strong>to</strong>r and one Deputy Direc<strong>to</strong>r, 5 Officers and 17 

transla<strong>to</strong>rs are engaged in translation work in the Ministry <strong>of</strong> Home Affairs(Proper). All 

the five <strong>of</strong>ficers have undergone training in translation from Central Translation Bureau. 

Similarly 5 transla<strong>to</strong>rs out <strong>of</strong> 17, have undergone training in translation. Efforts will <strong>be</strong> 

made <strong>to</strong> train the remaining Transla<strong>to</strong>rs turn by turn within the next two years.

LOCAL LANGUAGES IN NORMAL GOVERNMENT CORRESPONDENCE .

use <strong>of</strong> local languages in normal Government correspondence and increased 

enrolment <strong>of</strong> students for the study <strong>of</strong> English; 

(b) if not, whether the increased use <strong>of</strong> English among people normally 

using local languages is making local languages nearly obsolete; and 

(c) can this <strong>be</strong> reduced by introducing the use <strong>of</strong> computer multiple 

translation and other modern devices?

Government <strong>of</strong> India is fully alive <strong>to</strong> its responsibilities as laid down in the Constitution

<strong>of</strong> the Parliament in Decem<strong>be</strong>r, 1967. In pursuance <strong>of</strong> its para I, for accelerating the 

propagation and promotion <strong>of</strong> Hindi and its progressive use for the various <strong>of</strong>ficial 

purposes <strong>of</strong> the Union, an intensive and comprehensive Ànnual Programme` is 

prepared by the Central Government and it is send <strong>to</strong> all Ministries, Departments, 

Offices for implementation. An Ànnual Assessment Report` giving details <strong>of</strong> the 

measures taken and progress achieved in this regard is laid down on the Table <strong>of</strong> both 

houses by the Government and takes necessary and required steps constantly in this 

regard. Accordingly, Ànnual Assessment Report` was laid down on the tables <strong>of</strong> Lok

Language Rules and instructions relating <strong>to</strong> Official Language policy and lay down 

appropriate and effective check points for the purpose. 

(b): Under the Official Language Rule 10(4), Govt. <strong>of</strong>fices, where 80 percent or more 

employees have acquired working knowledge <strong>of</strong> Hindi are notified. In accordance with 

the Official Language policy, the employees <strong>of</strong> the notified <strong>of</strong>fices, under the said rule 

are free <strong>to</strong> do their <strong>of</strong>ficial work either in Hindi or in English.

similar <strong>to</strong> pay scales <strong>of</strong> senior Transla<strong>to</strong>rs and Technical assistants <strong>of</strong> 

Central Translation Bureau <strong>be</strong>fore implementation <strong>of</strong> recommendations <strong>of</strong> 

Fifth Pay Commission; 

(b) if so, whether implementation <strong>of</strong> these recommendations have created 

a lot <strong>of</strong> difference <strong>be</strong>tween the pay scales <strong>of</strong> the said posts <strong>of</strong> Central 

Secretariat Official Language Service and Central Translation Bureau;

(a): Prior <strong>to</strong> Fifth Central Pay Commission`s recommendations, Pay scale <strong>of</strong> Senior 

Transla<strong>to</strong>rs <strong>be</strong>longing <strong>to</strong> Central Sectt. Official Language Service and Central 

Translation Bureau was Rs. 1640-2900 and Pay scales <strong>of</strong> Junior Transla<strong>to</strong>rs <strong>of</strong> Service 

Cadre and Technical Assistants in the Central Translation Bureau were Rs. 1400-2600 

and Rs. 1400-2300 respectively. 

(b): Yes Sir. 

(c): The Fifth Central Pay Commission has made this difference in the Pay scale <strong>of</strong> 

Junior and Senior Transla<strong>to</strong>rs <strong>of</strong> the Central Sectt. Official Language Service and <strong>to</strong> 

that <strong>of</strong> equivalent posts in Central Translation Bureau, on the basis <strong>of</strong> prescri<strong>be</strong>d 

qualification i.e. Master Degree for the post <strong>of</strong> Technical Assistants and Master Degree 

alongwith the Diploma in Translation with 3 years experience for the Post <strong>of</strong> Sr. 

Transla<strong>to</strong>r. 

(d): The issue <strong>of</strong> upgradation <strong>of</strong> Pay scale <strong>of</strong> Junior and Senior Transla<strong>to</strong>rs <strong>of</strong> Central 

Sectt. Official Language Service at per with the pay scales <strong>of</strong> equivalent posts in

Central Translation Bureau has <strong>be</strong>en taken up with the competent Authoirty but the 

same was not acceded <strong>to</strong>.

(a): Yes Sir. 

(b): Each Ministry/Department and Office have Official Language Implementation 

Committee for moni<strong>to</strong>ring the progressive use <strong>of</strong> Official Language Hindi. The 

Committee meets in every three months, wherein quarterly reports received from all 

sections are discussed. Minitstries/Departments furnish consolidated quarterly reports 

<strong>to</strong> the Department <strong>of</strong> Official Language which in turn after reviewing these reports, 

advise them appropriately. 

(c): In accordance <strong>to</strong> the existing instructions <strong>of</strong> Department <strong>of</strong> Official Language, it is 

expected from all Ministries/Departments that their delegations will make more and 

more use <strong>of</strong> Hindi on <strong>of</strong>ficial occasions abroad or within the country. In this regard 

discussions are also held in the meetings <strong>of</strong> their Official Language Implementation 

Committees. 

(d): Orders for making use <strong>of</strong> Hindi in conversations by the delegations during foreign 

<strong>to</strong>urs are already exists. Recently attention <strong>of</strong> the Hon`ble Ministers have <strong>be</strong>en drawn 

<strong>to</strong>wards this that wherever possible, speeches should <strong>be</strong> made in Hindi on all 

occasions <strong>of</strong> national and international importance. Indian delegation visiting abroad 

should make more and more use <strong>of</strong> Hindi. If needed, services <strong>of</strong> interpreters can <strong>be</strong>

obtained from the Indian Embassy.

States by the Central Government; 

(d) whether Government have taken or proposed <strong>to</strong> take any concrete 

measures in this regard in order <strong>to</strong> avoid such negligence in future; and

(a)&(b): Provision for issuing communications compulsorily in Hindi <strong>to</strong> Hindi speaking 

States already exists in Rule 3 <strong>of</strong> Official Language Rules 1976 and are given in the 

Ànnual Programme` issued by Department <strong>of</strong> Official Language <strong>to</strong> all 

Ministries/Deptts. etc. In this context an Office Memorandum has also <strong>be</strong>en issued <strong>to</strong> 

all the Ministries/Departments by the Department <strong>of</strong> Official Language on 4.10.99. 

(c): Official Language Policy <strong>of</strong> the Government is <strong>to</strong> get the work done in Hindi 

through inspiration, incentives and goodwill. Accordingly the use <strong>of</strong> Hindi in <strong>of</strong>ficial 

work is gradually increasing. 

(d)&(e): Wherever deficiencies are noticed in implementation <strong>of</strong> provisions relating <strong>to</strong> 

Official Language Hindi, necessary action <strong>to</strong>wards adopting suitable measures <strong>to</strong> 

remove the same are taken in Hindi Salahakar Samities <strong>of</strong> all the Ministries. These are 

also reviewed in the meetings <strong>of</strong> Central Official Language Implementation Committee 

<strong>of</strong> Department <strong>of</strong> Official Language and Official Language Implementation Committees 

<strong>of</strong> the <strong>of</strong>fices concerned and also in the Town Official Language Implementation 

Committees. In addition, Parliamentary Committee on Official Language is reviewing

the situation <strong>of</strong> use <strong>of</strong> Official Language Hindi in all the <strong>of</strong>fices <strong>of</strong> Central Government 

on continuing basis.

(b): While issuing directions <strong>to</strong> constitute Hindi Salahkar Samities it has <strong>be</strong>en 

requested that atleast one meeting <strong>of</strong> these samities <strong>be</strong> held in a quarter. Besides, a 

target for organizing four meetings <strong>of</strong> Hindi Salahkar Samities in a year has <strong>be</strong>en fixed 

in the Annual Programme 2002-2003 issued <strong>to</strong> all Ministries/Deptts. 

(c): Performance <strong>of</strong> various Ministries/Deptts. varies so far as the convening <strong>of</strong> the 

meeting <strong>of</strong> the Hindi Salahkar Samities is concerned. 

(d): Ministries/Deptts. are requested, from time <strong>to</strong> time, <strong>to</strong> organize meetings <strong>of</strong> their 

Hindi Salahkar Samities on regular basis. In the meeting <strong>of</strong> Central Official Language 

Implementation Committees held on 31 May, 2002, emphasis has <strong>be</strong>en laid upon 

holding the meetings <strong>of</strong> Hindi Salahkar Samities by Ministries/Deptts. on regular basis.

recommendations <strong>of</strong> the Fifth Pay Commission, has <strong>be</strong>en completed; and

against upgraded posts are not <strong>be</strong>ing promoted and by when the persons

(a) & (b): 20 posts <strong>of</strong> Joint Direc<strong>to</strong>rs in Central Secretariat Official Language Service 

were created on 17.8.2001 by redistribution <strong>of</strong> 49 posts <strong>of</strong> Deputy Direc<strong>to</strong>rs as per the 

recommendations <strong>of</strong> the Fifth Pay Commission. Vide orders dated 18.9.2001, 

Ministries/Departments where these posts were <strong>to</strong> <strong>be</strong> upgraded were identified. 

However, the Central Secretariat Official Language Service Assistant Direc<strong>to</strong>rs 

Association challenged the orders dated 17.8. 2001 in the Hon`ble Central 

Administrative Tribunal, Principal Bench, New Delhi and the operation <strong>of</strong> the order 

dated 17.8.2001 was stayed by the Central Administrative Tribunal on 21.9.2001. The 

Government pursued the case and the Hon`ble Tribunal was pleased <strong>to</strong> dismiss this 

case on 3.10.2002. Thereafter, a proposal for filling up all the newly upgraded posts <strong>of</strong> 

joint Direc<strong>to</strong>r has <strong>be</strong>en sent <strong>to</strong> Union Public Service Commission. Appointments on 

these upgraded posts will <strong>be</strong> made immediately after receipt <strong>of</strong> the recommendations 

<strong>of</strong> the Union Public Service Commission.

(c): Two Hindi Salahkar Samities under the Chairmanship <strong>of</strong> Finance Minister have 

<strong>be</strong>en constituted in the Ministry <strong>of</strong> Finance. According <strong>to</strong> the information received from 

Ministry <strong>of</strong> Finance, two meetings <strong>of</strong> Hindi Salahkar Samities which were postponed 

due <strong>to</strong> some unavoidable reasons, held later on. The meeting <strong>of</strong> Hindi Salahkar Samiti 

<strong>of</strong> Deptt. Of Economic Affairs was held on 8.3.2003 in Kolkata. Next meeting <strong>of</strong> Hindi 

Salahkar Samiti <strong>of</strong> Deptt <strong>of</strong> Revenue and Expenditure is proposed <strong>to</strong> <strong>be</strong> held after the 

budget session <strong>of</strong> Parliament, 2003.

OBJECTIVES FOR CONSTITUTING HINDI SALAHKAR SAMITIS 



(a) the objectives <strong>be</strong>hind constituting Hindi Salahkar Samitis in various 

Ministries; 

(b) the names <strong>of</strong> Ministries where this samiti has <strong>be</strong>en constituted and the 

names <strong>of</strong> those where it is not constituted or re-constituted indicating the 

reasons therefor; and 

(c) the steps proposed <strong>to</strong> <strong>be</strong> taken by Government <strong>to</strong> ensure the 

constitution <strong>of</strong> samiti and its regular meetings in all Ministries? 

ANSWER 



(a ): With a view <strong>to</strong> render advice for proper implementation <strong>of</strong> Official Language Policy 

<strong>of</strong> the Union, provisions have <strong>be</strong>en made for the constitution <strong>of</strong> Hindi Salahkar 

Samities in various Ministries/Deptts. 

(b): Details <strong>of</strong> Ministries/Deptts. where Hindi Salahkar Samities have <strong>be</strong>en constituted 

are given at Appendix-I. Details <strong>of</strong> Ministries/Deptts. where Hindi Salahkar Samities 

have not <strong>be</strong>en constituted/reconstituted are given at appendix-2. Reason <strong>be</strong>hind not 

<strong>be</strong>ing constituted/reconstituted <strong>of</strong> these Samities is that nomination <strong>of</strong> non-<strong>of</strong>ficial 

mem<strong>be</strong>rs are <strong>to</strong> <strong>be</strong> obtained from Ministry <strong>of</strong> Parliamentary Affairs, Committee <strong>of</strong> 

Parliament on Official Language and voluntary organizations for 

constitution/reconstitution <strong>of</strong> Hindi Salahkar Samities. It takes time <strong>to</strong> complete the 

process by the concerned Ministry/Department. 

(c): Ministries/Deptts. where Hindi Salahkar Samities have not <strong>be</strong>en 

constituted/reconstituted or meeting there<strong>of</strong> are not <strong>be</strong>ing held regularly, are requested 

from time <strong>to</strong> time by issuing communications at various levels for the 

constitution/reconstitution and convening the meetings <strong>of</strong> Hindi Salahkar Samities on 

regular basis.

Decem<strong>be</strong>r, 2002 and state: 

(a) whether the process <strong>to</strong> fill up the 20 posts <strong>of</strong> DD (OL) upgraded as per 

recommendations <strong>of</strong> the Fifth Pay Commission has <strong>be</strong>en completed; and 

(b) if so, the details there<strong>of</strong> and if not, the reasons for which the persons 

against upgraded posts are not <strong>be</strong>ing promoted and by when the persons 

are likely <strong>to</strong> <strong>be</strong> promoted? 

ANSWER 



(a ): No, Sir. 

(b): A proposal <strong>to</strong> fill up upgraded 20 post <strong>of</strong> Deputy Direc<strong>to</strong>r (O.L.) is under 

consideration <strong>of</strong> the U.P.S.C. and appointment against these posts will <strong>be</strong> made on 

receipt <strong>of</strong> recommendation from U.P.S.C.

DECLARATION OF RESULTS IN UPSC 



(a) the procedure adopted <strong>to</strong> declare results <strong>of</strong> the candidates selected 

through interview by UPSC; 

(b) the reasons for not declaring results after the interview by the 

Commission after the pronouncement <strong>of</strong> verdicts in the High Courts; and 

(c) whether suspicion and corruption develop with the delay in declaring 

result and the steps Government would take <strong>to</strong> bring the transparency in 

the same? 

ANSWER 



(a): The procedure adopted by the Commission is <strong>to</strong> declare the results <strong>of</strong> candidates 

selected through interviews through a recommendation letter <strong>to</strong> the concerned 

Department/Ministry giving details <strong>of</strong> the recommended candidate (s) for the specified 

post (s). Normally, such letter is sent within a week <strong>of</strong> conclusion <strong>of</strong> interviews. Besides 

this, the results are also intimated <strong>to</strong> the concerned candidate (s) through registered 

post within a week`s time after the interviews are over. The same are also 

simultaneously put on the Commission`s website and subsequently published in the 

Èmployment News`/`Rozgar Samachar` every 2nd and 4th week <strong>of</strong> the month 

alongwith the Commission`s Advertisement for the direct recruitment cases. 

(b): Where the process <strong>of</strong> filling up <strong>of</strong> any post through interview by the Commission is 

stayed by any Hon. Court/High Court, the same is declared as soon as possible as per 

the verdict <strong>of</strong> the concerned court. 

(c): As there is normally no delay in declaration <strong>of</strong> result, there is no question <strong>of</strong> 

development <strong>of</strong> suspicion or corruption. Moreover, putting the results on the 

Commission`s website as also publising the same in Èmployment News`/`Rozgar 

Samachar` every 2nd and 4th week <strong>of</strong> the month lends a great deal <strong>of</strong> transparency <strong>to</strong> 

the system.
