(a)<str<strong>on</strong>g>to</str<strong>on</strong>g>(c) To promote the use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in the Courts during this Golden Jublee Year <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Official Language, efforts are <str<strong>on</strong>g>be</str<strong>on</strong>g>ing made <str<strong>on</strong>g>to</str<strong>on</strong>g> create a c<strong>on</strong>ductive atmosphere through<br />

periodicale and seminars and by translating standarized law books in Hindi.<br />

(c) It has <str<strong>on</strong>g>be</str<strong>on</strong>g>en a well c<strong>on</strong>sidered policy <str<strong>on</strong>g>of</str<strong>on</strong>g> the Central Government <str<strong>on</strong>g>to</str<strong>on</strong>g> impart the use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language Hindi in its <str<strong>on</strong>g>of</str<strong>on</strong>g>fices through motivati<strong>on</strong>, incentives and goodwill.<br />

Accordingly, following steps have <str<strong>on</strong>g>be</str<strong>on</strong>g>en taken <str<strong>on</strong>g>to</str<strong>on</strong>g> speed up the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language<br />

Hindi in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work:-<br />

1. To impart training <str<strong>on</strong>g>to</str<strong>on</strong>g> Central Government Employees in Hindi language. Hindi<br />

Shorthand, Hindi Typing and English-Hindi Translati<strong>on</strong>.<br />

2. C<strong>on</strong>vening the meetings <str<strong>on</strong>g>of</str<strong>on</strong>g> various committees related <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language and<br />

organising workshops, symposium.<br />

(a): Yes Sir, Deptt. Of Official Language has received a complaint <strong>on</strong> 14th Feb.,2000<br />

from `Matribhasa Vikas Parishad` New Delhi, in which it has <str<strong>on</strong>g>be</str<strong>on</strong>g>en alleged that<br />

N.C.E.R.T., New Delhi has not used standard Hindi terms in their books <strong>on</strong> ec<strong>on</strong>omic.<br />

(b): As the work relating <str<strong>on</strong>g>to</str<strong>on</strong>g> standardisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in Books is m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>red by<br />

N.C.E.R.T. and work relating <str<strong>on</strong>g>to</str<strong>on</strong>g> standardizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi is m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>red by the<br />

commissi<strong>on</strong> for Scientific and Technical Terminology, the complaint has <str<strong>on</strong>g>be</str<strong>on</strong>g>en sent <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>r, Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Human Resources Development, New Delhi for taking<br />

appropriate acti<strong>on</strong>. Both these organisati<strong>on</strong>s are under the Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Human<br />

Resources & Development.<br />

(c): Official Language Policy <str<strong>on</strong>g>of</str<strong>on</strong>g> the Uni<strong>on</strong> is based <strong>on</strong> motivati<strong>on</strong> and incentives.<br />

Generally the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficers/employees <str<strong>on</strong>g>of</str<strong>on</strong>g> Central Govt. follow the Official Language Policy. It<br />

is the resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the Heads <str<strong>on</strong>g>of</str<strong>on</strong>g> the Deptt./instituti<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Official Language Policy like other rules etc. <str<strong>on</strong>g>of</str<strong>on</strong>g> the Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India.

Language Hindi during the last three years;<br />

(a): During the last three years, <strong>on</strong>e short film was got prepared in 1997 regarding<br />

working in Hindi <strong>on</strong> computers.<br />

(b): There is no proposal <str<strong>on</strong>g>to</str<strong>on</strong>g> get prepared any short documentary film/T.V. spot by the<br />

Department during the current year.<br />

(c): In the past, 19 documentary films and 4 T.V. spots were got prepared for the<br />

propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language. A yearly calendar and various types <str<strong>on</strong>g>of</str<strong>on</strong>g> posters are<br />

got published from time <str<strong>on</strong>g>to</str<strong>on</strong>g> time for the propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Hindi.<br />

`Rajbhasha Bharati` a quarterly magazine and `Rashtriya Rajbhasha Samachar`, a<br />

m<strong>on</strong>thly news - letter are also published by the Department. The above menti<strong>on</strong>ed<br />

material is distributed am<strong>on</strong>g the Ministries/Departments/Offices/Instituti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India throughout the country. For the propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language<br />

Hindi, c<strong>on</strong>ferences/seminars etc. are also organised throughout the country by the<br />

Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language and by various Ministries/Department/Undertakings<br />

and Town Official Language Implementati<strong>on</strong> Committees. For the first time, a stall was<br />

put up by the Department in the `World Book Fair` organised from 5th February, 2000<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> 13th February, 2000 which propagated in a big way the standard magazines brought<br />

out in Hindi. Writers and Scholars came <str<strong>on</strong>g>to</str<strong>on</strong>g> know about standard magazines <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

brought out in Hindi at the Government level.

(a),(b)&(d): No Sir. The fact <str<strong>on</strong>g>of</str<strong>on</strong>g> the matter is that all Ministries/Departments including<br />

the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language are making endeavours for the propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language Hindi. For this purpose, Hindi Day and Hindi fortnights are organised<br />

by all the Ministries/Departments/Offices etc. <str<strong>on</strong>g>of</str<strong>on</strong>g> the Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India. Under these<br />

programmes various types <str<strong>on</strong>g>of</str<strong>on</strong>g> competiti<strong>on</strong>s, workshops, seminars and other types <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

programmes are c<strong>on</strong>ducted. M<strong>on</strong>ey spent <strong>on</strong> these programmes, helps in generating a<br />

c<strong>on</strong>ducive atmosphere for the propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language Hindi and for the<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial language policy <str<strong>on</strong>g>of</str<strong>on</strong>g> the Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India.<br />

For the propagati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Hindi, documentary films and T.V. Spots etc.<br />

are got prepared by the Department. In additi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> this, by way <str<strong>on</strong>g>of</str<strong>on</strong>g> publicity material<br />

(a)<str<strong>on</strong>g>to</str<strong>on</strong>g>(c):- It would not <str<strong>on</strong>g>be</str<strong>on</strong>g> correct <str<strong>on</strong>g>to</str<strong>on</strong>g> say that Hindi is not <str<strong>on</strong>g>be</str<strong>on</strong>g>ing used extensively despite<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>ing declared the Official Language. It can not <str<strong>on</strong>g>be</str<strong>on</strong>g> denied that there has <str<strong>on</strong>g>be</str<strong>on</strong>g>en an<br />

exp<strong>on</strong>ential growth in the use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work since its declarati<strong>on</strong> as the<br />

Official Language <str<strong>on</strong>g>of</str<strong>on</strong>g> the Uni<strong>on</strong>. All Government resoluti<strong>on</strong>s, general orders, rules,<br />

notificati<strong>on</strong>s, reports <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> laid <strong>on</strong> the Table <str<strong>on</strong>g>of</str<strong>on</strong>g> both the Houses <str<strong>on</strong>g>of</str<strong>on</strong>g> Parliament as also<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficial papers, c<strong>on</strong>tracts, agreements, licences, permits and tenders, etc., are issued<br />

in Hindi. Bills etc. introduced in Parliament are presented in Hindi also. Notings <strong>on</strong> files<br />

and original corresp<strong>on</strong>dence are <str<strong>on</strong>g>be</str<strong>on</strong>g>ing d<strong>on</strong>e in Hindi. Letters received in Hindi are<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>ing replied <str<strong>on</strong>g>to</str<strong>on</strong>g> in Hindi.<br />

However, this has <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> accepted that the progress achieved in the use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi has<br />

not met the expectati<strong>on</strong>s. Government are fully c<strong>on</strong>scious <str<strong>on</strong>g>of</str<strong>on</strong>g> this and are taking<br />

necessary acti<strong>on</strong> in this regard <strong>on</strong> a c<strong>on</strong>tinuing basis. Based <strong>on</strong> the policy <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

popularising Hindi through inspirati<strong>on</strong>, motivati<strong>on</strong> and goodwill, Government are<br />

implementing several incentive schemes aimed at propagating Hindi. For the purpose<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> propagating use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi, Government are making use <str<strong>on</strong>g>of</str<strong>on</strong>g> all available forms <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

media.<br />

Training in Hindi language, Hindi typing, Hindi stenography and translati<strong>on</strong> is <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

imparted <str<strong>on</strong>g>to</str<strong>on</strong>g> employees <str<strong>on</strong>g>to</str<strong>on</strong>g> make them pr<str<strong>on</strong>g>of</str<strong>on</strong>g>icient. Also a drive has <str<strong>on</strong>g>be</str<strong>on</strong>g>en launched <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

promote use <str<strong>on</strong>g>of</str<strong>on</strong>g> computers in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work in Hindi.<br />

2000 had <str<strong>on</strong>g>be</str<strong>on</strong>g>en given by a Delhi based N.G.O. namely Bhartiya Sanskriti Sansthan.<br />

(b)and(c): A No Objecti<strong>on</strong> certificate, from the political angle has <str<strong>on</strong>g>be</str<strong>on</strong>g>en issued by<br />

Accordingly,<br />

(a) the arrangements made for effective implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official<br />

Language Act in various Government Departments;<br />

(b) the reas<strong>on</strong>s for failure in the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official Language<br />

Act despite several ambitious programmes;<br />

(c) whether the Government propose <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>stitute Official Languages<br />

Commissi<strong>on</strong> for m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring the proper implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official<br />

Language Act; and<br />

(a): Hindi Salahkar Samitis have <str<strong>on</strong>g>be</str<strong>on</strong>g>en c<strong>on</strong>stituted for each Ministry. These are<br />

presided over by the Ministers c<strong>on</strong>cerned. The Samitis comprise <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial and n<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g>ficial<br />

mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rs. The Samiti suggests measures for progressive use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial<br />

work. The Samiti reviews the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Policy in their<br />

respective Ministries/Departments. Departmental Official Language Implementati<strong>on</strong><br />

Committees have also <str<strong>on</strong>g>be</str<strong>on</strong>g>en set up under the chairmanship <str<strong>on</strong>g>of</str<strong>on</strong>g> Joint Secretary incharge<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language in each Ministry. This committee reviews every quarter the<br />

progress made and suggests measures for achieving the targets fixed in the Annual<br />

Programme. Awards and incentives are given for promoting use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work<br />

by many Ministries/Departments.<br />

(b): Implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Policy <str<strong>on</strong>g>of</str<strong>on</strong>g> the Uni<strong>on</strong> is d<strong>on</strong>e through<br />

motivati<strong>on</strong>, incentives and goodwill. Accordingly, all Ministries/Departments are<br />

implementing the provisi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Languages Act and Official Language Rules<br />

and use <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi in <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work is increasing c<strong>on</strong>tinuously.<br />

(a) Hindi Salahkar Samitis are c<strong>on</strong>stituted by the C<strong>on</strong>cerned Ministries/ Departments.<br />

Minister <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cerned Ministry is its Chairman. Generally, there are 30 mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rs in the<br />

Samiti, out <str<strong>on</strong>g>of</str<strong>on</strong>g> which 15 are n<strong>on</strong>-<str<strong>on</strong>g>of</str<strong>on</strong>g>ficial mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rs. The tenure <str<strong>on</strong>g>of</str<strong>on</strong>g> Samiti is normally 3<br />

years. Thereafter, the process for its rec<strong>on</strong>stituti<strong>on</strong> is initiated. Sometimes, due <str<strong>on</strong>g>to</str<strong>on</strong>g> reorganizati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Ministries, Hindi Salahkar Samitis are also rec<strong>on</strong>stituted.<br />

(b) Required informati<strong>on</strong> in this regard is given in the enclosed annexure.<br />

(c) For the c<strong>on</strong>stituti<strong>on</strong> & rec<strong>on</strong>stituti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Hindi Salahkar Samitis nominati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g>ficial<br />

(a): Yes Sir.<br />

(b): The relevant instructi<strong>on</strong>s are there in the Rules 3 and 4 <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official Languages<br />

(Use for Official Purposes <str<strong>on</strong>g>of</str<strong>on</strong>g> the Uni<strong>on</strong>) Rules, 1976 (as amended, 1987). The<br />

Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language sets targets by making an Annual Programme in<br />

compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> the instructi<strong>on</strong>s in the Official Language Resoluti<strong>on</strong>, 1967 (notified <strong>on</strong><br />

18th January, 1968) passed by the Parliament. In the programme a target <str<strong>on</strong>g>of</str<strong>on</strong>g> bilingual<br />

working capability <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> made available in all electr<strong>on</strong>ic equipment is fixed. Against<br />

this, achievement is shown in the Annual Assessment Report 1999-2000, which was<br />

placed <strong>on</strong> the table <str<strong>on</strong>g>of</str<strong>on</strong>g> Lok Sabha <strong>on</strong> 16.04.2002.<br />

(c): This informati<strong>on</strong> cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> collected as it is not maintained.<br />

(d) & (e): In the Annual Programme for transacting the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial work <str<strong>on</strong>g>of</str<strong>on</strong>g> the Uni<strong>on</strong> in<br />

Regi<strong>on</strong>al Office is functi<strong>on</strong>ing at Guwahati.<br />

(b)&(c): The Office located at Guwahati is a subordinate <str<strong>on</strong>g>of</str<strong>on</strong>g>fice <str<strong>on</strong>g>of</str<strong>on</strong>g> the Department <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Rs.6500-10,500/-. The Fifth Pay Commissi<strong>on</strong> had recommended a scale <str<strong>on</strong>g>of</str<strong>on</strong>g> pay <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Rs.7500-12000/- for 65 Assistant Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rs <str<strong>on</strong>g>of</str<strong>on</strong>g> the Central Secretariat Official Language<br />

Service. This recommendati<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en accepted and has also <str<strong>on</strong>g>be</str<strong>on</strong>g>en notified by the<br />

Government. But this scale has not yet <str<strong>on</strong>g>be</str<strong>on</strong>g>en implemented as the matter regarding<br />

(a)&(b): Yes Sir. Rule 11 <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official Language Rules (use for <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial purposes <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Uni<strong>on</strong>) provides that all manuals, codes and other procedural literature relating <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

Central Government Offices shall <str<strong>on</strong>g>be</str<strong>on</strong>g> printed or cyclostlyed, as the case may <str<strong>on</strong>g>be</str<strong>on</strong>g>, and<br />

published in Hindi and English in diglot form.<br />

(c): For compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> this policy, orders were issued by the Government <strong>on</strong> 31.8.1976<br />

and 8.9.1978. Its compliance is m<strong>on</strong>itered by obtaining quarterly progress reports<br />

regarding progressive use <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language from the Ministries/Departments. Apart<br />

from this, the administrative head <str<strong>on</strong>g>of</str<strong>on</strong>g> each <str<strong>on</strong>g>of</str<strong>on</strong>g>fice has <str<strong>on</strong>g>be</str<strong>on</strong>g>en made resp<strong>on</strong>sible for<br />

compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Policy under Rule 12 <str<strong>on</strong>g>of</str<strong>on</strong>g> the Official Language Rules.<br />

(d): On the basis <str<strong>on</strong>g>of</str<strong>on</strong>g> the informati<strong>on</strong> furnished by the Ministries/Departments in the<br />

Committee for m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>ring the progressive use <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language Hindi. The<br />

Committee meets in every three m<strong>on</strong>ths, wherein quarterly reports received from all<br />

secti<strong>on</strong>s are discussed. Minitstries/Departments furnish c<strong>on</strong>solidated quarterly reports<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language which in turn after reviewing these reports,<br />

advise them appropriately.<br />

(c): In accordance <str<strong>on</strong>g>to</str<strong>on</strong>g> the existing instructi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Official Language, it is<br />

expected from all Ministries/Departments that their delegati<strong>on</strong>s will make more and<br />

were created <strong>on</strong> 17.8.2001 by redistributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 49 posts <str<strong>on</strong>g>of</str<strong>on</strong>g> Deputy Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rs as per the<br />

recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the Fifth Pay Commissi<strong>on</strong>. Vide orders dated 18.9.2001,<br />

Ministries/Departments where these posts were <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> upgraded were identified.<br />

However, the Central Secretariat Official Language Service Assistant Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rs<br />

Associati<strong>on</strong> challenged the orders dated 17.8. 2001 in the H<strong>on</strong>`ble Central<br />

Administrative Tribunal, Principal Bench, New Delhi and the operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the order<br />

dated 17.8.2001 was stayed by the Central Administrative Tribunal <strong>on</strong> 21.9.2001. The<br />

Government pursued the case and the H<strong>on</strong>`ble Tribunal was pleased <str<strong>on</strong>g>to</str<strong>on</strong>g> dismiss this<br />

case <strong>on</strong> 3.10.2002. Thereafter, a proposal for filling up all the newly upgraded posts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

joint Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>r has <str<strong>on</strong>g>be</str<strong>on</strong>g>en sent <str<strong>on</strong>g>to</str<strong>on</strong>g> Uni<strong>on</strong> Public Service Commissi<strong>on</strong>. Appointments <strong>on</strong><br />

selected through interviews through a recommendati<strong>on</strong> letter <str<strong>on</strong>g>to</str<strong>on</strong>g> the c<strong>on</strong>cerned<br />

Department/Ministry giving details <str<strong>on</strong>g>of</str<strong>on</strong>g> the recommended candidate (s) for the specified<br />

post (s). Normally, such letter is sent within a week <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> interviews. Besides<br />

this, the results are also intimated <str<strong>on</strong>g>to</str<strong>on</strong>g> the c<strong>on</strong>cerned candidate (s) through registered<br />

post within a week`s time after the interviews are over. The same are also<br />

simultaneously put <strong>on</strong> the Commissi<strong>on</strong>`s website and subsequently published in the<br />

`Employment News`/`Rozgar Samachar` every 2nd and 4th week <str<strong>on</strong>g>of</str<strong>on</strong>g> the m<strong>on</strong>th<br />

al<strong>on</strong>gwith the Commissi<strong>on</strong>`s Advertisement for the direct recruitment cases.<br />

(b): Where the process <str<strong>on</strong>g>of</str<strong>on</strong>g> filling up <str<strong>on</strong>g>of</str<strong>on</strong>g> any post through interview by the Commissi<strong>on</strong> is<br />

stayed by any H<strong>on</strong>. Court/High Court, the same is declared as so<strong>on</strong> as possible as per<br />

the verdict <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>cerned court.<br />
