3. <strong>the</strong> language to be used for all or any <strong>of</strong> <strong>the</strong> purposes mentioned in<br />

article 348;<br />

4. <strong>the</strong> form <strong>of</strong> numerals to be used for any one or more specified purposes<br />

<strong>of</strong> <strong>the</strong> Union;<br />

5. any o<strong>the</strong>r matter referred to <strong>the</strong> Commission by <strong>the</strong> President as regards<br />

<strong>the</strong> <strong>Official</strong> <strong>Language</strong> <strong>of</strong> <strong>the</strong> Union and <strong>the</strong> language for communication<br />

between <strong>the</strong> Union and a State or between one State and ano<strong>the</strong>r and<br />

<strong>the</strong>ir use.<br />

The President appointed <strong>the</strong> <strong>Official</strong> <strong>Language</strong> Commission in 1955 and<br />

it submitted its report in 1956. As a follow-up <strong>of</strong> <strong>the</strong> recommendations <strong>of</strong> <strong>the</strong><br />

<strong>Official</strong> <strong>Language</strong> Commission, <strong>the</strong> <strong>Official</strong> <strong>Language</strong> Act 1963 was enacted<br />

by <strong>the</strong> Parliament. The Act envisaged <strong>the</strong> continuance <strong>of</strong> <strong>the</strong> English<br />

language for <strong>of</strong>ficial purposes in addition to Hindi. Specifically, it<br />

recommended that both Hindi & English shall be used for <strong>the</strong> following:<br />

I. Resolutions, general orders, rules notifications, administrative or o<strong>the</strong>r<br />

reports or Press communiqués issued or made by <strong>the</strong> Central<br />

Government or by a Ministry, <strong>Department</strong> or <strong>of</strong>fice <strong>the</strong>re<strong>of</strong> or by a<br />

corporation or company owned or controlled by <strong>the</strong> Central Government or<br />

by any <strong>of</strong>fice <strong>of</strong> such corporation or company.<br />

II. Administrative and o<strong>the</strong>r reports and <strong>of</strong>ficial papers laid before a House or<br />

<strong>the</strong> Houses <strong>of</strong> Parliament.<br />

III. Contracts and agreements executed, and licenses, permits, notices and<br />

forms <strong>of</strong> tender issued by or on behalf <strong>of</strong> <strong>the</strong> Central Government or any<br />

Ministry, <strong>Department</strong> or <strong>of</strong>fice <strong>the</strong>re<strong>of</strong> or by a corporation or company<br />

owned or controlled by <strong>the</strong> Central Government or by any <strong>of</strong>fice <strong>of</strong> such<br />

corporation or company.<br />

The Act also provided for <strong>the</strong> setting up <strong>of</strong> a Committee <strong>of</strong> <strong>Official</strong><br />

<strong>Language</strong> to review <strong>the</strong> progress made in <strong>the</strong> use <strong>of</strong> Hindi for <strong>of</strong>ficial<br />
