<strong>Evaluation</strong> <strong>of</strong> <strong>Plan</strong> <strong>Schemes</strong> <strong>of</strong> <strong>the</strong><br />

<strong>Department</strong> <strong>of</strong> <strong>Official</strong> <strong>Language</strong><br />

CHAPTER I: INTRODUCTION<br />

Before evaluating <strong>the</strong> schemes in operation to promote <strong>the</strong><br />

progressive use <strong>of</strong> <strong>the</strong> <strong>Official</strong> <strong>Language</strong> <strong>of</strong> <strong>the</strong> Union <strong>of</strong> India it is<br />

imperative to have a fairly clear idea <strong>of</strong> <strong>the</strong> nature and provisions <strong>of</strong> <strong>the</strong><br />

Policy in this regard. The <strong>Official</strong> <strong>Language</strong> Policy <strong>of</strong> <strong>the</strong> Union is<br />

enunciated in <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> Constitution <strong>of</strong> India, Resolutions passed<br />

by <strong>the</strong> Parliament, Presidential Orders, <strong>the</strong> <strong>Official</strong> <strong>Language</strong>s Act, 1963,<br />

<strong>the</strong> <strong>Official</strong> <strong>Language</strong> (Use for <strong>Official</strong> Purposes <strong>of</strong> <strong>the</strong> Union) Rules, 1976<br />

and orders issued by <strong>the</strong> Government <strong>of</strong> India, <strong>Department</strong> <strong>of</strong> <strong>Official</strong><br />

<strong>Language</strong> from time to time.<br />

CONSTITUTIONAL & LEGAL PROVISIONS<br />

According to <strong>the</strong> Indian Constitution, Hindi in Devanagari script is <strong>the</strong><br />

<strong>of</strong>ficial language <strong>of</strong> <strong>the</strong> Union (Article 343 (1)). Under article 344 <strong>of</strong> <strong>the</strong><br />

Constitution, <strong>the</strong> President <strong>of</strong> India was required to constitute a Commission<br />

to make recommendations on <strong>the</strong> following:<br />

1. <strong>the</strong> progressive use <strong>of</strong> <strong>the</strong> Hindi language for <strong>the</strong> <strong>of</strong>ficial purposes <strong>of</strong> <strong>the</strong><br />

Union;<br />

2. restriction <strong>of</strong> <strong>the</strong> use <strong>of</strong> <strong>the</strong> English language for all or any <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial<br />

purposes <strong>of</strong> <strong>the</strong> Union;<br />
