CHAPTER V : ANALYSIS & RECOMMENDATIONS<br />

The first problem in analysing <strong>the</strong> impact <strong>of</strong> plan schemes <strong>of</strong> <strong>the</strong> DOL<br />

relates to <strong>the</strong> construct <strong>of</strong> appropriate indicators and measures. The<br />

obvious set <strong>of</strong> indicators relate to <strong>the</strong> extent <strong>of</strong> usage <strong>of</strong> Hindi in <strong>of</strong>ficial work<br />

before and after <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> schemes. This follows from <strong>the</strong><br />

primary objective <strong>of</strong> progressively increasing <strong>the</strong> usage <strong>of</strong> Hindi in <strong>of</strong>ficial<br />

work and documents. The second problem concerns <strong>the</strong> collection <strong>of</strong> data<br />

before and after <strong>the</strong> plan for <strong>the</strong> set <strong>of</strong> measures in a random but reliable<br />

way.<br />

Since <strong>the</strong> evaluation study had to be completed in a very short period, a<br />

survey <strong>of</strong> impact analysis covering <strong>the</strong> entire spectrum <strong>of</strong> central<br />

government, public enterprises and financial institutions could not be<br />

undertaken. Fortunately, however, various statistics are collected by <strong>the</strong><br />

DOL on a regular basis which can be used to estimate <strong>the</strong> impact <strong>of</strong> various<br />

measures undertaken by <strong>the</strong> DOL. The <strong>Department</strong> publishes <strong>the</strong> ‘Annual<br />

Assessment Report’, which provides a set <strong>of</strong> data on <strong>the</strong> usage <strong>of</strong> Hindi in<br />

government departments, banks and enterprises. The data reported cover<br />

<strong>the</strong> following heads & sub-heads.<br />
