TOWN OFFICIAL LANGUAGE IMPLEMENTAITON COMMITTEES<br />

(TOLICs)<br />

The objective <strong>of</strong> establishing TOLICs in major towns <strong>of</strong> <strong>the</strong> country is to<br />

oversee <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> <strong>Official</strong> <strong>Language</strong> Policy in Central<br />

Government <strong>of</strong>fices and public financial and o<strong>the</strong>r undertakings. The<br />

scheme provides for financial assistance to TOLICs for holding two<br />

meetings annually according to <strong>the</strong> following scale:<br />

AT <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> Tenth <strong>Plan</strong> period <strong>the</strong>re were 233 TOLICs, which<br />

increased to 257 by <strong>the</strong> end <strong>of</strong> <strong>the</strong> plan. The plan had a target <strong>of</strong> holding<br />

2434 meetings <strong>of</strong> <strong>the</strong> TOLICs during <strong>the</strong> five years. Against this target, only<br />

1613 meetings were held during <strong>the</strong> period. The study team studied a<br />

sample <strong>of</strong> minutes <strong>of</strong> meetings <strong>of</strong> TOLICs to obtain a view <strong>of</strong> <strong>the</strong>ir working.<br />

From <strong>the</strong> sample made available to us, <strong>the</strong> TOLIC meetings seemed to be<br />

fairly well attended. The meetings usually begin with confirmation <strong>of</strong> past<br />

minutes and review <strong>of</strong> action taken. Discussions are held on progress and<br />

difficulties <strong>of</strong> implementation <strong>of</strong> <strong>the</strong> <strong>Official</strong> <strong>Language</strong> policy and various<br />

directives. Targets or future activities are decided upon. The members give<br />

<strong>the</strong>ir suggestions for improvement.<br />
