<strong>of</strong>ten <strong>the</strong> requisite number <strong>of</strong> books that merit awards are not available and<br />

a number <strong>of</strong> prizes remain undistributed (see Annexure IV). This is one<br />

reason for shortfall in expenditures on this head. Ano<strong>the</strong>r reason is that <strong>the</strong><br />

conferences and award ceremonies are sometimes combined. A decision<br />

was taken in <strong>the</strong> last year <strong>of</strong> <strong>the</strong> plan to increase <strong>the</strong> cash amount <strong>of</strong> <strong>the</strong><br />

Indira Gandhi Awards. Also a new award scheme for in-house journals in<br />

Hindi was introduced from 2006-07.<br />

PRINTING & PUBLICITY<br />

Under this scheme money is made available to <strong>the</strong> Research & Publicity<br />

unit both for maintenance <strong>of</strong> vehicle, photocopiers etc and for printing and<br />

publication <strong>of</strong> posters, calendars and o<strong>the</strong>r material. As seen earlier, <strong>the</strong>re<br />

is considerable shortfall in expenditure under this scheme, partly because <strong>of</strong><br />

some billing problems in <strong>the</strong> early years <strong>of</strong> <strong>the</strong> plan. There are no physical<br />

targets set under <strong>the</strong> scheme and, during <strong>the</strong> last year <strong>of</strong> <strong>the</strong> plan,<br />

expenditure was also incurred on arranging exhibition <strong>of</strong> books, magazines<br />

and journals during <strong>the</strong> <strong>Official</strong> <strong>Language</strong> Conferences, etc.<br />

Under this scheme <strong>the</strong> DOL has printed and distributed posters and<br />

calendars to increase awareness and motivation <strong>of</strong> <strong>of</strong>ficials/employees for<br />

progressive use <strong>of</strong> Hindi. It has also brought out an artistic book, called<br />

Akshar, which links each letter <strong>of</strong> <strong>the</strong> Hindi alphabet with a painting. The<br />

Annual Report <strong>of</strong> <strong>the</strong> DOL for 2005-06 reports that 60,000 posters were<br />

distributed among different <strong>of</strong>fices. Also Manuals regarding <strong>the</strong> use <strong>of</strong><br />

Hindi, Book Lists, Annual Programme, Annual Assessment Report, Annual<br />

Report and Raj Bhasha Bharti were distributed among <strong>the</strong> central<br />

government <strong>of</strong>fices all over <strong>the</strong> country. The Annual Report <strong>of</strong> 2006-07 also<br />

reports <strong>the</strong> distribution <strong>of</strong> 12,000 Raj Bhasha Calendars for <strong>the</strong> year 2007.<br />
