evaluation is <strong>the</strong> Advanced/Refresher Translation Training Course <strong>of</strong> five<br />

days duration. These are conducted in Delhi and are meant for Hindi<br />

Officers (and above) and for trained translators. The scheme was<br />

introduced during <strong>the</strong> Ninth <strong>Plan</strong> following <strong>the</strong> recommendation <strong>of</strong> <strong>the</strong><br />

Parliamentary Hindi Committee.<br />

The Tenth <strong>Plan</strong> had set a target <strong>of</strong> 30 such short-term courses to train 450<br />

<strong>of</strong>ficials. The required number <strong>of</strong> courses was conducted and <strong>the</strong> target <strong>of</strong><br />

<strong>of</strong>ficials trained was also met. The actual expenditure exceeded <strong>the</strong><br />

allocated amount.<br />

The evaluation team, due to <strong>the</strong> constraint <strong>of</strong> time, requested <strong>the</strong> DOL for<br />

a list <strong>of</strong> participants who had attended <strong>the</strong> course. Random selections <strong>of</strong><br />

participants were interviewed over <strong>the</strong> phone. The feedback showed that it<br />

is a misnomer to call <strong>the</strong>se ‘translation courses’. These are conducted more<br />

like workshops and are <strong>of</strong> a fairly advanced level. They cover administrative<br />

matters and expose <strong>the</strong> participants to new developments. Those<br />

participants who came with an expectation <strong>of</strong> a translation course were<br />

disappointed. But <strong>the</strong> general feedback was that <strong>the</strong> quality <strong>of</strong> <strong>the</strong> course is<br />

<strong>of</strong> high order. The facilities at <strong>the</strong> Bureau were reported to be good. The<br />

faculty consists <strong>of</strong> external experts who are paid an honorarium. Exposure<br />

to s<strong>of</strong>tware was inadequate. But all respondents stated that <strong>the</strong>y are ready<br />

to recommend this course to o<strong>the</strong>rs. A few suggested that <strong>the</strong> course<br />

duration could be increased.<br />
