1. The Particulars <strong>of</strong> its Organization, functions and duties<br />

The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> was set up in 1958 in the wake <strong>of</strong> launching <strong>of</strong> Community<br />

Development Programmes and National <strong>Extension</strong> Service throughout the country in 1953. Apart from<br />

functions <strong>of</strong> dissemination <strong>of</strong> specific knowledge to farmers and supervision <strong>of</strong> the countrywide extension<br />

training infrastructure, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> was also later called upon to implement National<br />

Programmes like Intensive Agricultural District Programme (IADP) and Intensive Agricultural Areas<br />

Programmes (IAAP). However, since 1974 the emphasis was shifted to Training and Visit system <strong>of</strong><br />

<strong>Extension</strong>, which was introduced in 17 major states with the World Bank Assistance.<br />

The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>/<strong>Extension</strong> Division is the nodal agency in the Department <strong>of</strong><br />

Agriculture and Cooperation, Ministry <strong>of</strong> Agriculture for agricultural extension programmes. It assists and<br />

encourages the State Departments in organizing, maintaining and operating pr<strong>of</strong>essional extension services.<br />

The role <strong>of</strong> <strong>Extension</strong> Division/<strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> is essentially collaborative, providing guidance,<br />

technical support to the <strong>Extension</strong> Division.<br />

The <strong>Extension</strong> Division is headed by Joint Secretary (<strong>Extension</strong>)-cum-<strong>Extension</strong> Commissioner<br />

who is assisted by the three Joint Commissioners. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> is a subordinate <strong>of</strong>fice,<br />

provides technical support to the <strong>Extension</strong> Division.<br />

The four principal functional areas <strong>of</strong> the <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> at present are <strong>Extension</strong><br />

Management, <strong>Extension</strong> Training, Farm Information and Farm Women Development. The <strong>Directorate</strong> <strong>of</strong><br />

<strong>Extension</strong> has five units i.e. four units corresponding to those functional areas and the fourth one is<br />

Administration Unit.<br />

Objectives<br />

Agricultural <strong>Extension</strong> promotes agricultural development by providing the extension functionaries and<br />

the farmers with information, training and other extension support on continuous basis regarding<br />

improved production technologies. Major policy guidelines on extension matters are laid down by the<br />

<strong>Extension</strong> Division and specific programs and activities are implemented by the <strong>Directorate</strong> <strong>of</strong><br />

<strong>Extension</strong>, a nodal agency at the national level. The <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> implements these<br />

<strong>Extension</strong> programmes and activities through following four technical Units.<br />

ADMINISTRATION UNIT<br />

Functioning <strong>of</strong> Head <strong>of</strong> Department<br />

1. To oversee the administrative. Personnel and financial Management<br />

including the purchase/procurement proposals and house keeping in<br />

respect <strong>of</strong> <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong>.<br />

2. To oversee the recruitment appointment and promotion in Respect <strong>of</strong><br />

Group B, C & D staff being the appointing Authority.<br />

3. To oversee vigilance and security.<br />

5 Transport management.<br />

6 Coordination with the technical units providing them required<br />

administrative and logistic support to facilitate extension activities and in<br />

organization <strong>of</strong> workshops, seminars, fairs and exhibition etc.<br />

7. Any other duty assigned by Director (<strong>Extension</strong>), and Joint Secretary<br />

(<strong>Extension</strong>) from time to time.<br />

<strong>Extension</strong>.<br />

6. Honorary Secretary <strong>of</strong> the Department Canteen.<br />

<strong>of</strong> GC.<br />

• Preparation <strong>of</strong> Govt. Review and authentication <strong>of</strong> Annual Reports and Annual<br />

Accounts <strong>of</strong> MANAGE for laying in both the Houses <strong>of</strong> Parliament.<br />

• Liaison between MANAGE, State Governments and other Divisions <strong>of</strong> DAC.<br />

E T Unit<br />

1. Model Training Courses (MTCs):-<br />

a) Seeking thrust areas and training courses for MTC from ICAR/Central<br />

Institutes/ SAUs/ State Deptt. <strong>of</strong> Agri./ Horticulture etc.<br />

b) Preparation <strong>of</strong> Annual Training calendar <strong>of</strong> MTCs.<br />

c) Release <strong>of</strong> On Account Advance to host institute conducting MTC.<br />

d) Settlement <strong>of</strong> OAAs.<br />

e) Monitoring <strong>of</strong> physical progress/outcome achieved.<br />

2. <strong>Extension</strong> Education Institutes Scheme:<br />

a) Compilation <strong>of</strong> Annual training calendar <strong>of</strong> courses to be conducted.<br />

b) Inviting Annual action plan <strong>of</strong> activities and fund requirements.<br />

c) Release <strong>of</strong> funds as per annual action plan.<br />

d) Monitoring <strong>of</strong> progress / preparation <strong>of</strong> QPR/HPR.<br />

3. Kissan Call Centre Scheme:-<br />

a) Selection <strong>of</strong> service provider for establishment <strong>of</strong> call centres at different<br />

locations. Presently 14 locations are functional and 13 are to be operational<br />

soon.<br />

b) Release <strong>of</strong> funds to TCIL, BSNL and Nodal Agencies for various purposes such as<br />

reimbursement <strong>of</strong> call charges, consultant charges etc.<br />

c) Publicity <strong>of</strong> KCC among prospective users/ farmers for better utilization <strong>of</strong> KCC<br />

services.<br />

d) Analysis <strong>of</strong> monthly MIS report received from TCIL and taking <strong>of</strong> issues with<br />

TCIL, if any.<br />

e) Other issues related to KCC including providing the information as and when<br />

asked through VIP reference or parliament question.


4. Training abroad: Since there is ban on foreign visits and there is no budget<br />

allotted for this component, hence it is in dormant stage.<br />

5. Capacity building through distance learning. A one time release <strong>of</strong> Grant <strong>of</strong><br />

Rs.19.68 lakh was made to IGNOU under this scheme. Utilization certificate/monitoring<br />

under this component is being undertaken.<br />

6. Besides above the pending cases <strong>of</strong> adjustment <strong>of</strong> old schemes such as<br />

Exchange visit <strong>of</strong> farmers/ <strong>Extension</strong> functionaries are also dealt in Training Unit.<br />

NGRCA Cell<br />

1. A National Gender Resource Centre in Agriculture (NGRCA) set up in DOE in 2004-05<br />

to act as focal point for the convergence <strong>of</strong> gender related activities and issues in<br />

agriculture and allied areas within and outside DAC; and gender dimension to agriculture<br />

policies and programmes; and to render advocacy/ advisory services to the States / UTs<br />

to internalize gender specific interventions for bringing the farm women in the<br />

mainstream <strong>of</strong> agricultural development.<br />

2. A Gender Budgeting Cell (GBC) has been constituted in the Department <strong>of</strong> Agriculture<br />

and Cooperation (DAC) in 2005 and is located in NGRCA, to look into the budgetary<br />

commitments <strong>of</strong> various schemes <strong>of</strong> DAC and ensure proportionate flow <strong>of</strong> the public<br />

expenditure benefiting women farmers.<br />

3. Major activities / tasks performed by NGRCA and GBC include:-<br />

• Collect, analyse and document information (both from primary and secondary<br />

sources) on women in agriculture.<br />

• Act as a comprehensive data base & a clearing house to women related policies/<br />

issues in agriculture and allied sectors including NRM.<br />

• Revision <strong>of</strong> MIS/ Reporting formats <strong>of</strong> all schemes/ programmes <strong>of</strong> different<br />

Divisions <strong>of</strong> DAC to ensure flow <strong>of</strong> gender disaggregate data/ information.<br />

• Monitor and assess the Gender impact <strong>of</strong> various on going programmes <strong>of</strong> Deptt.<br />

<strong>of</strong> Agri & Coopn., Ministry <strong>of</strong> Agriculture and make recommendation on appropriate<br />

improvements in their design/strategy.<br />

• Identify & float macro/micro level studies to identify the needs, requirements,<br />

potential and constraints faced by women in agriculture sector especially in the areas <strong>of</strong><br />

technological development, access to inputs, credit and other productive resources,<br />

marketing intervention etc.<br />

• Review the existing laws and other Government decisions/ measures relating to<br />

basic production resources such as land, water forest and to examine women’s access<br />

and control over these basic resources.<br />

• Forge effective functional linkage with various departments, agencies and<br />

institutions including non governmental organizations and farm women groups;<br />

document and disseminate lessons and experiences from on going initiatives taken by<br />

these agencies / institutions in sustainable agriculture and NRM.<br />

• Undertake preparation <strong>of</strong> suitable training modules on gender issues in<br />

agriculture and NRM which include gender sensitization modules for policy planners and<br />

development managers.


• View the existing policies related to agriculture with respect to their impact on<br />

women farmers and suggest remedial measures to bring about structural changes, if<br />

required to mainstream gender concerns in agriculture.<br />

• Organize national level interactions between policy maker/ administrators and<br />

women farmers to share concerns, issues and perspectives and evolve concrete policy<br />

recommendations.<br />

• Bring out publications on gender related areas/ issues in agriculture & allied<br />

sector focusing the experiences, efforts and the work from on-going initiatives taken up<br />

by NGRCA/ other related agencies/ institutions.<br />

• Develop and insert separate chapter on ‘Gender Perspective in Agriculture’ in the<br />

Performance Budget and the Annual Report <strong>of</strong> the Department.<br />

E M Unit<br />

1. Monitoring <strong>of</strong> Agri-Clinic & Agri- Business Centres Scheme.<br />

F I Unit<br />

Administrative Section (FI):<br />

• Major Civil, Electrical and Maintenance works through CPWD.<br />

• Procurement <strong>of</strong> store items including machinery, technical items, papers,<br />

inks etc. for Printing Press.<br />

• Awarding/ renewal <strong>of</strong> Annual Maintenance Contracts for machines.<br />

• Awarding / renewal <strong>of</strong> Rates Contracts for job works arranged from<br />

outside agencies.<br />

• Disposal <strong>of</strong> obsolete/ surplus/ unserviceable items <strong>of</strong> Exhibition Stores,<br />

Central Store etc. through Public Auction.<br />

• Payment <strong>of</strong> bills related to water charges, electricity charges, pest control<br />

spray, diesel, petrol, printing material, AMC Charges, Scanning Planning<br />

and Pro<strong>of</strong>ing.<br />

• General Administration /supervision <strong>of</strong> <strong>of</strong>ficials posted in CTO campus.<br />

• Arrangement relating to holding <strong>of</strong> meetings in Meeting Hall, KVS.


Press Section<br />

• Printing <strong>of</strong> magazines /ad-hoc publications. Mainly following four magazines are<br />

published by this <strong>Directorate</strong> on six monthly basis.<br />

• In addition to this printing jobs <strong>of</strong> other Divisions/Units <strong>of</strong> DAC are also<br />

undertaken in the Press.<br />

Exhibition Section<br />

• Organizing and participation in various International, National, Regional, State<br />

level, ad-hoc exhibitions and agricultural summits mainly IITF at Pragati Maidan, New<br />

Delhi.<br />

• Processing the requests <strong>of</strong> different private sector agencies for granting them<br />

permission to use logo <strong>of</strong> Ministry <strong>of</strong> Agri.<br />

• VIP references<br />

• Activities related to preparation <strong>of</strong> display material for Exhibtions/Fairs.<br />

• Preparation <strong>of</strong> financial proposals for participation in the events and release <strong>of</strong><br />

funds to SAUs/ICAR institutes.<br />

• Correspondence with SAUs/ICAR institutes, government/private organizations,<br />

Ministries/Departments in connection with organization <strong>of</strong> exhibitions/fairs.<br />

• Settlement <strong>of</strong> accounts, grant –in-aid.<br />

Application on <strong>RTI</strong> addressed to CPIO, <strong>Directorate</strong> <strong>of</strong> <strong>Extension</strong> are sent to the Establishment<br />

Section for necessary Administrative Support viz opening up <strong>of</strong> a new file, Transmitting the<br />

relevant portion <strong>of</strong> <strong>RTI</strong> Question to the concerned Unit Head/ Scheme Officers for providing<br />

relevant informaiton. Applications routed through DAC is also processed in the same manner.<br />

Concerted efforts made to process the application and supply the information within the stipulated<br />

time limit.<br />
