<strong>Public</strong> <strong>Financial</strong> <strong>Management</strong> <strong>for</strong> <strong>PRSP</strong> Implementation in Malawi<br />

expectation that determine what in a given society is regarded as appropriate<br />

social action and decision-making (Hasse / Krücken 1999, 7). 49<br />

In order to understand and explain how actors act and how institutions enable<br />

and restrict them in their social action, the research team identified several<br />

preliminary categories as particularly promising <strong>for</strong> analysis. Be<strong>for</strong>e taking<br />

up with field work in Malawi these were following ones: capacity (human,<br />

technical), resources (financial, material), interests (political, material), <strong>for</strong>mal<br />

institutions and procedures (overlap, lack of coordination), in<strong>for</strong>mation<br />

flows, political commitment, in<strong>for</strong>mal institutions (rules, actors, etc.). However,<br />

as the genuine development of categories from the data is a constitutive<br />

element of the chosen qualitative research style, these categories only provided<br />

some guidance without structuring the process of analysis too strongly.<br />

Most categories identified turned out to be useful <strong>for</strong> analysing the data,<br />

however, not always in the way initially thought of. Nevertheless, new categories<br />

were also developed, based on the data.<br />
