At Jessie Rouse Elementary School we continue to push for increased academic success for all <strong>of</strong> our<br />

students and to create positive changes for our students, staff and parents. We are committed to meeting<br />

<strong>the</strong> high standards <strong>of</strong> No Child Left Behind, and providing each <strong>of</strong> our students with <strong>the</strong> best possible<br />

education.<br />

One component <strong>of</strong> <strong>the</strong> continuous <strong>school</strong> improvement process is Adequate Yearly Progress (AYP). AYP<br />

is part <strong>of</strong> <strong>the</strong> federal law, No Child Left Behind and is a matrix <strong>of</strong> requirements determined mainly by<br />

testing students each year with Michigan Educational Assessment Program tests, commonly called <strong>the</strong><br />

“MEAP” test, or <strong>the</strong> alternate test for Students with Disabilities, “MI-Access”. Standards <strong>of</strong> AYP are<br />

applied to <strong>the</strong> <strong>school</strong> as a whole, and to subgroups within <strong>the</strong> <strong>school</strong>.<br />

We are proud that Rouse Elementary, as a whole, exceeded Adequate Yearly Progress (AYP) targets this<br />

year on MEAP Reading and Ma<strong>the</strong>matics, with 86.7% <strong>of</strong> students scoring "pr<strong>of</strong>icient" or above in<br />

Reading and 94.0% on Ma<strong>the</strong>matics. However, Rouse Elementary has been identified for improvement<br />

because Students with Disabilities did not meet AYP targets in Reading. As a <strong>school</strong> community, we<br />

invite you to work with us at Rouse Elementary to assure <strong>the</strong>se issues are successfully addressed. You<br />

may visit or call <strong>the</strong> <strong>school</strong> <strong>of</strong>fice to learn about <strong>the</strong> many parent involvement and volunteer opportunities<br />

available at Rouse.<br />

Part <strong>of</strong> <strong>the</strong> corrective action prescribed for “Year 1 <strong>of</strong> School Improvement” is to provide parents with <strong>the</strong><br />

option to transfer <strong>the</strong>ir students to ano<strong>the</strong>r <strong>school</strong> that is not identified for improvement, to provide<br />

transportation, and to provide you with information to help you make a decision. The table on page 3<br />

displays Michigan School Report Card data for Jessie Rouse Elementary School, as compared to <strong>school</strong>s<br />

not identified for improvement you may consider. Transportation may be available to your choice <strong>school</strong>,<br />

subject to cost limitations.<br />

<strong>Saginaw</strong> <strong>Public</strong> School’s Department <strong>of</strong> Special Education is working closely with Jessie Rouse’s staff on<br />

Reading achievement for Students with Disabilities. Teachers will implement best practice strategies as<br />

well as differentiated instruction focusing on reading comprehension skills, inquiry based learning<br />

utilizing <strong>the</strong> new <strong>district</strong> curriculum, academic vocabulary and details in writing, as part <strong>of</strong> Jessie Rouse’s<br />

School Improvement Plan.<br />

transfer form and return it to Jessie Rouse Elementary School no later than Wednesday August 31, 2011.<br />
