ABOUT SPORT SOUTHLAND<br />

<strong>Sport</strong> <strong>Southland</strong> is a charitable trust formed in 1990 as the <strong>Southland</strong> <strong>Sport</strong>s Foundation.<br />

Derek Turnbull, ‘The World’s Fastest old Man’ was the Settlor and Patron until his death in November 2006.<br />

The original trustees were John Frampton, Tom Pryde, Mike Piper, Robyn Broughton, Mark Winter, Alan Lloyd<br />

and Dave Madden.<br />

<strong>Sport</strong> <strong>Southland</strong> was originally primarily sport-focused, however since the late 1990’s our services have<br />

broadened to better reflect the needs of the communities that we serve.<br />

<strong>Sport</strong> <strong>Southland</strong> receives its funding from charitable grants and donations, contracts and sponsorship<br />

PATRON<br />

Tom Pryde succeeded Derek Turnbull as Patron in October 2007.<br />

Tom was a founding trustee of <strong>Sport</strong> <strong>Southland</strong> in 1990 and has continued to be a strong supporter of our<br />

organisation, our people and the work that we do.<br />

A former senior rugby player, Tom has been at the forefront of Triathlon, Multisport and Adventure Racing in<br />

New Zealand, both as a competitor and as a race organiser.<br />

Tom has served on numerous boards and trusts and was President of Triathlon New Zealand. He<br />

successfully orchestrated the bid for, and helped organise the World Triathlon Championships held in<br />

Queenstown in December 2003 and the ITU Triathlon World Cup in New Plymouth in 2005. The Queenstown<br />

event won a NZ Tourism Award.<br />

Tom is well known in <strong>Southland</strong> as a Trustee of the Halberg Trust, which has dual aims of recognising<br />

sporting excellence through the Westpac Halberg Awards along with assisting young people with a<br />

disability participate in sport and active leisure.<br />

SPARC PARTNERSHIP WITH REGIONAL SPORTS TRUST NETWORK<br />

SPARC (<strong>Sport</strong> and Recreation New Zealand) is the national agency dedicated to getting New Zealanders<br />

moving. That means everything from supporting elite athletes to getting out into local communities and<br />

encouraging people to get active.<br />

SPARC partners with Regional <strong>Sport</strong>s Trusts (RST’s) to get people and programmes moving throughout New<br />

Zealand. Since April 2004, SPARC has formally “recognised” RST’s as key partners and (from July 2004) has<br />

contracted each of the trusts to achieve twin high-level outcomes:<br />

CHAIR’S REPORT<br />

Since last year’s AGM we have appointed a Deputy Chairman - Wayne Evans. Wayne is Business Development Director of<br />

Finance Now, a joint venture subsidiary of the <strong>Southland</strong> Building Society, and has extensive business experience. He is also<br />

a highly competitive Masters swimmer who holds New Zealand and Pan Pacific Games Age Group Records and has a strong<br />

interest in other sports.<br />

Jan Wisely was appointed to the board in January <strong>2008</strong>. Jan is a health promotion advocate and Public Health Dietician at Public<br />

Health South and has played an active role within <strong>Southland</strong> Push Play, Well Child, Health Promotion in Schools and the Healthy<br />

Eating - Healthy Action (HEHA network). Jan also has a background in competitive sport, lives in rural <strong>Southland</strong> and brings a<br />

new dimension to our Board which will be very valuable.<br />

With our other Trustees, Ginge Burnett, well known in triathlons and multisport circles, and Steve Jackson, Physical Education<br />

Teacher, Coach, Fitness Advisor and Video Analyst, we have a particularly strong Board of Trustees and one which is very<br />

motivated to seeing that <strong>Sport</strong> <strong>Southland</strong> progresses and develops in the future.<br />

Financially, <strong>2008</strong> has been a year of consolidation. Our income and expenses are very similar to those of last year with total<br />

income of $1.2 million and a modest surplus of $9,000. We have made significant progress compared to our turnover five years<br />

ago ($700,000). Our accounting systems are improved. Cash flow has improved and Regional <strong>Sport</strong>s Trusts, of which we are one<br />

of 17, have enjoyed the confidence of SPARC and are seen as the vital delivery agent of Government-funded programmes. In<br />

many cases we work at grass roots level, an area in which the National Party has also expressed a strong interest.<br />

In spite of the growth which has occurred, Trustees believe there is considerable scope for further development in Invercargill and<br />

<strong>Southland</strong>, particularly having regard to the strength of local funders and what we see as the consolidation in the public mind of<br />

the role which <strong>Sport</strong> <strong>Southland</strong> plays.<br />

Event management is one area where <strong>Sport</strong> <strong>Southland</strong> has improved its ability to provide skills. There is a high accountability in<br />

the management of major events like Surf to City and this does need expertise and skill. <strong>Sport</strong> <strong>Southland</strong> has made a very major<br />

contribution in this regard and we hope that there will be ongoing event management opportunities in the years to come.<br />

The role of the Regional <strong>Sport</strong>s Trust is not always easy. Debate over the areas where we should concentrate our effort occurs<br />

frequently at board level. In our forthcoming Strategic Plan, Trustees have decided to try to re-focus more on sport development.<br />

It is an area which requires considerable knowledge, skill and sound communication for successful implementation. We have to<br />

work in a co-ordinated and complementary way with regional sports organisations. CoachForce, a programme which has been<br />

introduced in other regions, has now been approved for <strong>Southland</strong> and we are on the point of appointing a person to head that<br />

programme and this should be of significant benefit to the network of coaches in <strong>Southland</strong>.<br />

Much of the work which <strong>Sport</strong> <strong>Southland</strong> does is humbling. A good example is the Wattie’s Volunteer Coach of the Year Award.<br />

Coaches who have for years encouraged and supported children and young adults sometimes finds themselves almost lost<br />

for words when publicly applauded for their efforts. It means so much to get public recognition and there are so many sport<br />

volunteers who receive little public acknowledgment of what they do. <strong>Sport</strong> <strong>Southland</strong> is pleased to play a role in recognising<br />

these valuable volunteers, this year’s award recipients being Evan Jones, Sid Cummings and Matthew Taylor.<br />

We thank our stakeholders and sponsors. SPARC remains our major stakeholder and is likely to be so for a significant period in<br />

the future. I admire the work which SPARC has done. As a Government Department, it is small yet it seems to move with some<br />

nimbleness. Its national governance training programmes are outstanding. Its insistence on accountability is to be respected. Its<br />

newly-appointed Chief Executive Officer, Peter Miskimmin, has visited <strong>Southland</strong> a number of times and is well-acquainted with<br />

our circumstances, and he has communicates with our organisation in a way which is open and engaging.<br />

We also acknowledge and recognise the major financial contribution made to us by the Community Trust of <strong>Southland</strong>. We want<br />

to develop that relationship and also our relationships with the Invercargill Licensing Trust / ILT Foundation and the Mataura<br />

Licensing Trust by offering programmes which are worthy of their support; programmes which can operate long-term which will<br />

be of benefit to the children, youth and others in <strong>Southland</strong>, and which have criteria by which the success of the programmes<br />

can easily be measured.<br />

We need also to ensure that we are seen by regional sports organisations and recreation agencies as supportive and willing to<br />

offer assistance whenever we can do so. Some of the larger regional sports organisations, such as netball and rugby, are well<br />

supported internally and we may not have a limited role to play but many other regional sports organisations see us as a key<br />

ally. Over the next year, we want to look at the possibility of offering business systems, accounting and computing systems<br />

which may be helpful to the organisations by way of annual reporting and data storage.<br />

One of the major challenges facing the sport and recreation industry is to offer meaningful career pathways, a future which<br />

encourages people to stay in the industry and develop their skills. This challenge is most obvious within national sports<br />

organisations, many of which<br />

SPARC says that this is the basis on which the money is made available to it by Government. Regardless, we need to find ways<br />

of retaining and developing our staff and look to working in a more complementary way with other organisations which offer<br />

similar employment opportunities. We want our staff to stay with us on a long term basis. This is one of our great challenges for<br />

the coming years.<br />

CHIEF EXECUTIVE’S REPORT<br />

I am pleased to present the Chief Executive’s <strong>Annual</strong> <strong>Report</strong> for <strong>Sport</strong> <strong>Southland</strong> for the 2007-<strong>2008</strong> year.<br />

This has been a year measured by continued growth, increased scope and strengthening of key strategic relationships across the<br />

sport and recreation sector. At the same time, we have felt the stresses and strains from the greater demands being placed on<br />

our organisation and while we have worked hard to consolidate our internal systems and processes, we have also identified the<br />

need to consolidate the framework and resources supporting our team of staff and volunteers.<br />

Strong community partnerships are central to our success. Our continued commitment to working collaboratively with others has<br />

resulted in sharing of ideas and resources. This is especially apparent in the development of our relationships with the health<br />

sector, particularly at primary healthcare level with a number of new initiatives based around the Healthy Eating Healthy Action<br />

Strategy.<br />

While our name ‘<strong>Sport</strong> <strong>Southland</strong>’ reflects our proud sporting roots, our organisation is playing an increasing role in supporting the<br />

region’s wellness strategies, both as a service deliverer and in an advocacy role. The ‘Push Play’ campaign underpins everything<br />

that we do and our role as the lead ‘healthy action’ agency is acknowledged across both the health and the sport and recreation<br />

sectors. <strong>Sport</strong> <strong>Southland</strong>’s relationship and partnerships with the health sector are set to continue in light of the worrying<br />

population health trends which see increasing levels of physical inactivity, obesity and related health and medical conditions.<br />

SPARC has now completed a comprehensive “Active New Zealand Survey” on sport and physical activity levels. We are hopeful<br />

that the results, which will finally be available at the end of this year, will provide a reliable measure of our region’s activity<br />

levels and assist us to plan and deliver services in the future.<br />

In the sport development area, we have worked on a number of special projects tailored to our client’s particular needs. The<br />

majority of these projects have focused in improved support functions, such as financial management or financial administration,<br />

information and communications technology and generic professional development. Some of these projects are of a confidential<br />

or commercially sensitive nature, including organisational and operational reviews, advice on governance and constitutional<br />

issues and internal board/committee communication issues.<br />

We have also continued to provide specialist event management support, mainly revolved around signature events of regional<br />

significance such as The Community Trust Surf to City, MLT Moonshine Trail and Ascot Park Hotel Marathon and Half Marathon,<br />

now coming into its 99th year. It is three years since we first established this area of our business and it is likely that we will<br />

undertake a full review within the next eighteen months.<br />

Operations / Management<br />

<strong>Sport</strong> <strong>Southland</strong> recorded a small operational surplus for the financial year. This was a satisfactory result and continues the<br />

steady and quiet improvement to our overall financial position over the past five years. Over the next year, we will be reviewing<br />

and developing programmes (in consultation with our external stakeholders) and will continue to build capability and increase<br />

efficiencies within our organisation.<br />

Major Partners and Funders<br />

<strong>Sport</strong> <strong>Southland</strong> would not be able to operate without ongoing support from our many stakeholders, particularly SPARC, The<br />

Community Trust of <strong>Southland</strong>, Invercargill Licensing Trust and ILT Foundation, Mataura Licensing Trust, <strong>Southland</strong> District Health<br />

Board, Invercargill Te Ara A Kewa Primary Health Organisation, Takitimu Primary Health Organisation and Hokonui Primary Health<br />

Organisation.<br />

For our organisation to prosper, we need to secure more ongoing, equitable funding relationships that recognise the limitations of<br />

population-based funding models and recognise that some of our programmes do not necessarily offer sponsorship opportunities.<br />

<strong>Sport</strong> <strong>Southland</strong> Staff and Volunteers<br />

Thank you to our staff for their professionalism and dedication to their work. Over the past year, we have celebrated a number<br />

of long-service anniversaries, experienced growth through three newly-established positions as well as a number of personnel<br />

changes that reflect the changing face of our organisation and the work that we do. All of this has resulted in increased<br />

workload and responsibilities for our senior staff and their efforts in going over and above the call of duty are much appreciated.<br />

Thank you also to the many dedicated volunteers who work tirelessly to support our many community based programmes and<br />

initiatives, especially our KiwiSeniors Leaders, who lead walkgroups in Invercargill, Eastern <strong>Southland</strong>, Northern <strong>Southland</strong> and<br />

Te Anau; and Movement for Health Leaders, who have assumed responsibility for leading ‘graduate’ classes. And of course the<br />

many, many volunteer sports administrators, coaches, officials, mums, dads, grandparents and support crew who give their time<br />

so generously to community sport.<br />

Our recent focus on improving our communication with our customers and stakeholders has resulted in positive messages and<br />

constructive ideas that we are keen to implement as part of our overall customer service. Ultimately, our energy and effort is<br />

measured by the feedback we receive from the community about our programmes, events and activities.<br />

Board of Trustees<br />

In concluding I thank the Board of Trustees, led by Chairman Roger Eagles, for their contribution throughout the year. The Board’s<br />

efforts is not often publicly acknowledged, yet their leadership and support are key to the success of our organisation. Our<br />

trustees play an important role - always acting in the best interests of, and advocating for, our organisation, our progammes and<br />

our people. They all consistently ‘walk the talk’ and encourage our community to lead physically active, healthy lifestyles.<br />

As always there are challenges ahead, as we continue to do our best to get more people, more active, more often.<br />

GREEN PRESCRIPTION<br />

WHAT WE DO<br />

HEALTH & PHYSICAL ACTIVITY<br />

<strong>Sport</strong> <strong>Southland</strong> is committed to the challenge of encouraging more<br />

people to adopt a healthy physically active lifestyle.<br />

PUSH PLAY<br />

A ‘Green Prescription’ is a health professional’s written advice (or<br />

script) to a patient to be physically active as part of the patient’s<br />

health management. <strong>Sport</strong> <strong>Southland</strong>’s Green Prescription team has<br />

the expertise and experience to support and motivate patients and<br />

help them make physical activity a priority in their lives.<br />

Push Play is about getting New Zealanders off the sofa and into a<br />

more active life. Everyone can benefit from physical activity - just<br />

30 minutes of moderate physical activity a day will put bounce<br />

back into your life. The Push Play campaign underpins the work<br />

that we do and all of our programmes and initiatives.<br />

ACTIVE FAMILIES<br />

This programme is designed for youth (aged 5-11) and their<br />

families to provide opportunities to do physical activity, nutrition<br />

and positive group interaction. Parents and Caregivers are<br />

encouraged to set goals with their children and receive education<br />

about the benefits of physical activity, as well as advice about<br />

nutrition and aspects of their wellbeing.<br />

KIWISENIORS<br />

The KiwiSeniors programme promotes regular physical activity<br />

for the over 50’s. This programme is one of the ‘rocks’ that<br />

<strong>Sport</strong> <strong>Southland</strong> is built upon, and one we are extremely proud<br />

to be associated with. Over 300 members actively participate in<br />

walking groups based in Invercargill, Eastern <strong>Southland</strong>, Te Anau<br />

and Northern <strong>Southland</strong>, ably led by a vibrant and dedicated<br />

group of volunteers leaders ‘walking the talk’.<br />

MOVEMENT FOR HEALTH (MODIFIED TAI CHI)<br />

Movement for Health is an injury prevention initative that is<br />

run in conjunction with the ACC. This programme is specifically<br />

developed and designed for people aged 65 years and over, who<br />

struggle with balance, fitness and muscle strength. It is a 20 week<br />

programme based on 12 movements of Tai Chi (Sun style) and<br />

other seated type exercises where you will receive exercise support<br />

with instruction by a trained, qualified physical activity specialist.<br />

“Netball <strong>Southland</strong> decided to upgrade their regional organisation website in July <strong>2008</strong>. As we are already on the<br />

<strong>Sport</strong> <strong>Southland</strong> server and are serviced by them in many other ways we felt it logical and cost effective to place<br />

the Netball <strong>Southland</strong> website under the <strong>Sport</strong> <strong>Southland</strong> umbrella. We have found the <strong>Sport</strong> <strong>Southland</strong> model to be<br />

efficient and easy to use. It is cost effective and we have all the features and support we would receive under any<br />

other ‘web’ company. We have had many comments from our Clubs, Centres and people in the netball community<br />

how fresh the new website looks and how easy it is to navigate. It has been an easy process for us to swap to the<br />

As part of working towards our Healthy Heart award we have had <strong>Sport</strong> <strong>Southland</strong> visiting. They have run a parent<br />

and staff educator evening. They worked with the children teaching balance, ball skills and brain gym. They have<br />

shown us the important principles of warming up before physical activity and cooling down afterwards. They have<br />

also shared some fun new music and movement songs. We also experienced using the great big parachute, learning<br />

about our space, and how to move in time with others.<br />

recording and collating was the best that the event has had in the 21 years that the event has been running.<br />

The children of Tuatapere hugely enjoyed <strong>Sport</strong> <strong>Southland</strong>’s holiday activities here in Tuatapere... The holiday<br />

programme ran over 2 days with 22 children attending each day... The parents were thrilled that something was<br />

available to Tuatapere. The isolation of a small rural town is a big issue. As one mother said about her daughter,<br />

“It’s good that [<strong>Sport</strong> <strong>Southland</strong>] are coming here, otherwise [my daughter] wouldn’t be able to go”. Please put my<br />

name on your list of delighted consumers of <strong>Sport</strong> <strong>Southland</strong>’s services.<br />
