Active New Zealand must provide inspired and expert leadership and advice to support
National Recreation and Sport Organisations and ensure they can provide high quality
services and support to their members. An underlying principle of the support for
national recreation and sport organisations is that these organisations must become
self-managing and secure funding beyond that provided by Active New Zealand.
These organisations must also accept the responsibility for success and failure in their
fields.
6.10.1 National Recreation Organisations
National Recreation Organisations exist in varied forms, ranging from umbrella
organisations to small bodies with specific interests. There must be a closer
coordination and rationalisation of organisations which perform similar
functions. To ensure Active New Zealand’s expectations of National Recreation
Organisations are met there must be a corresponding increase in funding
allocations.
National Recreation Organisations’ key areas of work must include plans and
programmes for:
• participation
• regional development
• volunteer support
• Maori
• ethnic groups
• people with disabilities
• interagency links
• instructor development
• safety and risk management
• environmental stewardship
• facilities development
Active New Zealand’s relationship with National Recreation Organisations will
involve:
• Regular meetings and close liaison.
• An emphasis upon National Recreation Organisations providing vision,
leadership, and robust national structures and programmes. This will
require effective links and support of regional or district delivery structures
which have a working relationship with Regional Trusts.
• Working closely with National Recreation Organisations to identify and
implement opportunities for shared facilities and operations.
• Negotiation of annual funding allocations based on the national recreation
organisation’s clear strategic plan supported by strong governance and
robust management practices.
