• Facilitate the rationalisation and sharing of facilities for recreation and sport
organisations across all sectors including schools e.g. sporthouses and the
sportville concept.
• Establish a framework for determining national recreation and sport facility
standards, benchmarking and optimum allocation of facilities nation-wide.
• Lead the establishment of a national facilities review team that incorporates
major funding bodies which fund nation-wide recreation and sport facilities.
• Encourage the Department of Conservation to create greater promotional,
interpretative and educational facilities and services to enhance greater
access to, and participation in, safe outdoor pursuits.
Local Government
Active New Zealand will:
• Work closely with Local Government New Zealand, Regional Councils and
Territorial Local Authorities to promote the community, social, and
economic benefits of recreation and sport.
• Participate in relevant government reviews relating to local government
roles, functions, legislative framework and delivery.
• Ensure local and regional authorities work with Regional Trusts to ensure
maximum participation in recreation and sport planning.
• Develop guidelines for the equitable charging by local government in the
provision, operation and maintenance of recreation and sport facilities.
• Encourage local and regional authorities to facilitate the sharing of facilities
for recreation and sport organisations.
6.7.4 Policy and Services Unit
The Taskforce is aware of the desire in some circles for Ministers to receive
policy advice which is independent from the organisation which implements
those policies. The Taskforce is adamant that Active New Zealand must be
able to provide Government, the Minister and the Board with the best policy
advice that advances recreation and sport in New Zealand. While the Taskforce
recognises the Minister’s right to access independent advice, it is confident that
a highly skilled, well-resourced and streamlined policy unit within Active New
Zealand will provide policy advice of the highest quality.
This unit of Active New Zealand will ensure that all policies specifically
recognise needs of population groups in terms of:
