Part 3 OVERVIEW OF CURRENT ORGANISATIONS AND STRUCTURES 3.1 Introduction Recreation and sport makes a unique contribution to New Zealand society. A mix of national, regional and local organisations deliver a range of physical activity experiences to millions of New Zealanders the length and breadth of the country, winter and summer, year in and year out. This part of the report describes the current nature and focus of the institutional arrangements that lead and support the recreational and sporting experiences of New Zealanders and outlines the various funding and policy agencies in the year 2000. 3.2 Central Government Agencies for Recreation and Sport Government involvement in recreation and sport is currently provided for under the Sport, Fitness and Leisure Act 1987 (amended 1992) and the New Zealand Sports Drug Agency Act 1994. These two Acts established the most significant government agencies to manage specific aspects, and direct funding and resources in the sport, fitness and leisure sector. 3.2.1 Hillary Commission for Sport, Fitness and Leisure The Sport, Fitness and Leisure Act 1987, established the Hillary Commission for Sport, Fitness and Leisure “to promote and develop sport, fitness and leisure among New Zealanders”. The Act empowers the Minister for Sport, Fitness and Leisure to appoint members to the Board of the Hillary Commission. The Commission employs 36 staff in its Wellington headquarters. The Hillary Commission is funded by the New Zealand Lottery Grants Board, receiving 20% of annual Lotto profits, which granted $27.08 million in the 1999/00 year to the Commission for general programmes and $3.81 million for high performance sport. In the 2000/01 year the Government granted $1 million for the Prime Minister’s Sport Education Scholarships and in late June 2000 committed, in a one-off payment of $16 million, the equivalent of four years funding to ensure continuity of support for high performance sport. The Commission provides grants to regional sports trusts and national governing bodies and subcontracts the New Zealand Sports Foundation to deliver high performance sport outputs and Territorial Local Authorities to administer grants to local community sport, fitness and leisure organisations. The activities of the Hillary Commission are set out in an annual Statement of Intent with a Memorandum of Understanding signed with the Minister for Sport, Fitness and Leisure. The Office of Tourism and Sport provides advice to the Minister on the performance of the Hillary Commission measured against the Statement of Intent and the Memorandum of Understanding. In performing its functions the Commission is to have regard to the value of: (i) (ii) (iii) (iv) (v) Promoting the fullest use of leisure. Facilitating equal opportunities for participation by all New Zealanders. Facilitating the physical, mental and social wellbeing of New Zealanders, and enhancing their quality of life. Promoting attitudes and behaviour that are conducive to good conduct and fair play among all persons involved or associated with sport, fitness and leisure. Promoting community-based and group fitness and leisure activities, and appropriate indigenous and ethnic forms of sport, fitness and leisure. The Act also provides for the Commission to have associated functions which involve administering, spending, and distributing money made available for the purposes of the Act, and advising the Minister on any matters relating to sport, fitness and leisure. The Act requires the Commission to have regard for the “general policy of the Government in relation to sport, fitness and leisure.” In the 1999/00 financial year grant allocations by the Commission were as follows: • National Organisations $6.191 million • High Performance Sport via the NZ Sports Foundation $10.915 million • Community Initiatives via Territorial Local Authorities $5.744 million • Regional Sports Trusts $5.719 million In the 1999/00 financial year the Commission’s Statement of Financial Performance was as follows: Revenue Government Grant NZ Lottery Grants Board NZ Lottery Grants Board High Performance Interest and Miscellaneous Expenditure Sport Development Active Living Junior Sport High Performance Corporate Services $3.388 million $27.08 million $3.807 million $1.51 million $9.964 million $8.919 million $3.388 million $10.915 million $2.543 million 3.2.2 New Zealand Sports Drug Agency The New Zealand Sports Drug Agency Act 1994, established the New Zealand Sports Drug Agency to “provide for testing for the use of drugs in sport, to encourage drug-free sport, and for related purposes”.
