The work of this group could be serviced either by the New Zealand Lottery Grants Board or Active New Zealand and would ensure all funding allocations for facilities are based on agreed national standards and guidelines. • No new major recreation and sport facilities be funded without reference to the national facilities strategy and the plans of national recreation and sport organisations. • All national recreation and sport organisations be required to develop plans that coordinate all levels of their activities. These plans must include provision for national, regional and local initiatives. • Funding allocations from government agencies to recreation and sport only be made with reference to the Active New Zealand approved plan for these bodies. • Not-for-profit recreation and sport organisations be recognised as charitable purposes for tax on the same basis as other community benefit organisations. • Current attempts by the Inland Revenue Department to institute taxation on grants to recreation and sport clubs cease. • The New Zealand Lottery Grants Board allocate annually at least 35% for Active New Zealand driven recreation and sport initiatives along with at least 35% for arts and culture. • At least 50% of all profits from all gaming be targeted for recreation and sport purposes and that allocations only be made with reference to the Active New Zealand approved plan for the relevant national recreation or sport organisation or alternatively the funding be allocated to the NZ Lottery Grants Board or similar body. • The criteria supporting industry training initiatives be adjusted to permit support for volunteer training. The Taskforce recommends at the regional and local level that: • A review of the inequalities that exist in local government funding for the provision, operation and maintenance of recreation and sport facilities be undertaken. • A review of the user-charging practices of local governments and recreation and sport organisations be undertaken and guidelines established that achieve an equitable approach. • All regionally based Community Trusts develop consistent criteria for grant applications, particularly to enable support for the employment of persons in recreation and sport. • A regional forum of funders and key providers be established in each of the 10 regions (identified in section 6.9.1) to oversee the effective allocation of resources, alignment of the regional funding allocations to the regional strategy for recreation and sport, and to collectively review the outcomes achieved. All allocations for recreation and sport activities should only be made with reference to the Active New Zealand approved plan for the relevant national recreation and sport organisation. Arising from submissions and the consultation process the Taskforce identified some other funding strategies that are worthy of further consideration: • That a higher percentage of profits from sports betting be channelled to sport. • That sponsorship opportunities be offered to schools, families, whanau and community groups to sponsor specific segments of walkways or areas for public use. • The introduction of the best value regime as a model for benchmarking organisations, delivery and services against the best in the recreation and sport sector and other sectors. • That tax deductions be available for recreation and sport sponsorships from small business through to corporate enterprises. • A tax of $10 on international travellers be created, with the funds generated being allocated specifically for outdoor recreation, wilderness protection and conservation. • That approaches be made to overseas based New Zealand business interests to support the preparation programmes of New Zealand athletes travelling abroad. • That a levy of $100 be placed on every new car sale to be targeted for the creation of urban and rural walkways and cycleways. • That spectators be charged a 5% levy at major stadia events and the proceeds be targeted to organisations which have no ability to generate funds from similar gate revenues. • That organisations with television rights agreements be charged a 5% levy and the proceeds targeted to recreation and sport organisations with no ability to generate funds from television rights.
