THE <strong>SPORT</strong> <strong>NZ</strong> GROUP’S PURPOSE<br />

The purpose of this document is to report to<br />

Parliament on the <strong>Sport</strong> <strong>NZ</strong> Group’s performance<br />

during the 2011/12 period as set out in its Statement<br />

of Intent for 2011-2014.<br />

THE <strong>SPORT</strong> <strong>NZ</strong> GROUP’S FUNCTIONS<br />

<strong>SPORT</strong> <strong>NZ</strong> GROUP<br />

<strong>Sport</strong> and Recreation <strong>New</strong> <strong>Zealand</strong> (<strong>Sport</strong> <strong>NZ</strong><br />

Group) was established as a Crown entity on 1<br />

January 2003 under the <strong>Sport</strong> and Recreation <strong>New</strong><br />

<strong>Zealand</strong> Act 2002.<br />

<strong>SPORT</strong> <strong>NZ</strong><br />

<strong>Sport</strong> <strong>NZ</strong>’s purpose is to “promote, encourage<br />

and support physical recreation and sport in<br />

<strong>New</strong> <strong>Zealand</strong>”. <strong>Sport</strong> <strong>NZ</strong>’s functions are set out<br />

in section 8 of the Act, detailed in Appendix 2.<br />

<strong>Sport</strong> <strong>NZ</strong> is the parent organisation in the group<br />

and is the sole shareholder of High Performance<br />

<strong>Sport</strong> <strong>New</strong> <strong>Zealand</strong> (HPS<strong>NZ</strong>). <strong>Sport</strong> <strong>NZ</strong>’s objectives<br />

include: “creating a world-class sports system at<br />

all levels – from grassroots to high performance<br />

– which will encourage more Kiwis to participate,<br />

and reap the benefits of a life-long involvement in<br />

sport”.<br />

HIGH PERFORMANCE <strong>SPORT</strong><br />

NEW ZEALAND<br />

HPS<strong>NZ</strong> was established as a Crown entity<br />

subsidiary by the Board of <strong>Sport</strong> <strong>NZ</strong> in August<br />

2011. It was established through the merger<br />

of <strong>Sport</strong> <strong>NZ</strong>’s High Performance Unit and the<br />

acquisition of the <strong>New</strong> <strong>Zealand</strong> Academy of <strong>Sport</strong><br />

North Island’s and the <strong>New</strong> <strong>Zealand</strong> Academy of<br />

<strong>Sport</strong> South Island’s business activities. HPS<strong>NZ</strong>’s<br />

objectives include: “making <strong>New</strong> <strong>Zealand</strong> the<br />

most successful sporting nation in the world<br />

by developing high performance sport”. Other<br />

objectives are set out in its Constitution, detailed in<br />

Appendix 2.<br />

GOVERNANCE OF<br />

THE <strong>SPORT</strong> <strong>NZ</strong> GROUP<br />

<strong>SPORT</strong> <strong>NZ</strong> BOARD<br />

<strong>Sport</strong> <strong>NZ</strong> is governed by a Board whose members<br />

and Chairperson are appointed by the Minister<br />

for <strong>Sport</strong> and Recreation. The Board is responsible<br />

for setting <strong>Sport</strong> <strong>NZ</strong>’s strategic direction and for<br />

providing governance and leadership for the agency.<br />

position on the <strong>Sport</strong> <strong>NZ</strong> Board when her term<br />

ended on 30 June 2012. Her replacement has not<br />

yet been appointed.<br />

HIGH PERFORMANCE <strong>SPORT</strong><br />

NEW ZEALAND<br />

HPS<strong>NZ</strong> is governed by a Board of directors<br />

appointed by the Minister for <strong>Sport</strong> and Recreation<br />

as per its Constitution. The directors as at 30 June<br />

effective 8 May 2012. A replacement has not yet<br />

been appointed.<br />

MINISTERIAL DIRECTIONS<br />

The <strong>Sport</strong> <strong>NZ</strong> Group did not receive any directions<br />

from the Minister for <strong>Sport</strong> and Recreation during<br />

2011/12.<br />

ACTS IN BREACH OF<br />

STATUTE<br />

No natural person acts have been<br />

enforced against the <strong>Sport</strong> <strong>NZ</strong><br />

Group under section 20(3) of the<br />

Crown Entities Act.<br />

PERMISSION TO ACT<br />

Section 68(6) of the Crown Entities<br />

Act 2004 requires disclosure of a<br />

permission (by the Chair or deputy<br />

Chair) to act despite a Board<br />

member’s interest in a matter. No<br />

permissions were sought in 2011/12.
