THE WHISTLE BLOWER | Grand Finals umpire appointments This year a TSL Umpiring Squad was formed for the first time and was made up of 74 members (30 Field, 22 Boundary and 22 Goal). The Squad was chosen from the 3 major umpire associations in Tasmania and comprised 38 umpires from Hobart, 22 from Launceston and 14 from the North West Coast. The main area of concern within umpiring in Tasmania continues to be the shortage / retention throughout the State. These issues are regularly being considered at state and national level. One largely untapped area of recruiting is former players. For most ex-players the biggest step is to just try it. Ex-players assist fill the large void in most umpiring groups which is the ages between 25 and 40. There are now many opportunities for umpires to further their career. Today, eight umpires (3 Field, 3 Boundary and 2 Goal) have been appointed to the TSL Grand Final which is the ultimate goal for any Tasmanian based umpire. With the reintroduction of the State League competition, we now have a direct pathway through to the AFL. The match will be observed by AFL Umpiring Assessors and umpires participating may be invited to trial for the 2011 AFL Squad. POINT OF VIEW | Where have all the crowds gone? The Tasmanian State and Regional football Grand Finals have historically attracted some of the greatest congregations in Tasmanian sporting history. In 1979 the regional grand finals of the TFL, NTFA and NWFU attracted 42,000 people to the football on that one day in September. Similarly, the Tasmanian Statewide League grand finals of the late 1980s and early 1990s attracted an average of 16,000 fans. However, in the last 3 years of the old State league the average Grand Final crowd dropped to 9,000. The last decade has been dominated by large crowds at AFL games at Aurora Stadium and a memorable 11,000 crowd at a Tasmanian Devils final at Bellerive Oval in 2004. The inaugural Wrest Point State League Grand Final between traditional rivals Glenorchy and Clarence attracted 7,500 to Bellerive Oval in 2009. This year with so many factors weighing against crowd attendance it is likely that the Grand Final will be the lowest ever for this level of competition. So where have all the people gone and how do we get them back to the footy, particularly the Grand Final, which must be built into the showpiece of the Wrest Point State League and Tasmanian football itself? The SANFL and WAFL have built up their Grand Finals to become a special event for their communities and they have had great success in drawing thousands back to the local footy. Maybe there are some lessons to be learnt from these, like Tasmania, traditional football states. As well, it may be that we need to look for a uniquely Tasmanian solution to the challenge of attracting more people back to the football. Although the Wrest Point State League is now only two years old and we have two different finals series maybe it is time to have another look at the Finals Series format and ask does it provide the best outcome for Tasmanian football as a spectacle? The Wrest Point State League roster has been one of innovation to achieve the best crowds and minimize travel for the 10 Clubs and most importantly the supporters and football fans generally. This ‘conference’ style approach has seen Clubs play each other in their region up to 3 times and play some out of region Clubs only once. Subsequently, the Wrest Point State League should ‘engineer’ a more regionally focused finals series. A Final 6 which has a northern and southern preliminary final would achieve a more definitive scheduling arrangement and with greater certainty the games could be promoted for longer. This approach could also give administrators the opportunity to schedule the Grand Final between Aurora Stadium and Bellerive Oval on a rotational basis. This year’s 5 week finals series has been long winded, had a number of repeat games and has struggled to capture the imagination of the football public, the media or the players / coaches. As well, this year the 2 grand finalists have both had the opportunity to host 2 finals games at their home venues. This was a significant home ground advantage. Similarly, Clarence have only played out of Hobart 2 times for the whole year yet Launceston travelled to Hobart for 3 of their last 5 games of the year and would have had to travel their again this week except they ran out of legs in the Preliminary Final, which was their 4th consecutive finals game. Devonport will play their 5th consecutive finals game today and that has only happened once in the history of senior football in Australia. North Melbourne won the 1977 VFL Grand Final Replay in their 5th game, but that required a Grand Final draw for that to occur. On this basis there is a need for a new shorter finals series that still gives each region an opportunity to showcase TSL finals series football. As well, it is incumbent on the AFL Tasmania and the TSL Clubs to establish by whatever means a grand final date that does not clash with regional and community grand finals. 14
