environment in which the community can build confidence and trust in its police<br />

department. All must understand that there is no “them” in the equation – there is only<br />

“us”. Spokane and its police officers are all part of the same community, and all want<br />

the same thing – a safe and prosperous community.<br />

While the focus of this Commission has been on those instances where SPD officers<br />

use force against civilians, the vast majority of interactions between the department and<br />

the public don’t involve any force whatsoever. Opportunities for the SPD to build the<br />

necessary public trust that it needs when it comes under scrutiny for using force present<br />

themselves every day. It is critical that every member of the department commit himself<br />

or herself to adding to that trust in every encounter he or she has with a member of the<br />

Spokane community.<br />

The Spokane Police Department, supported by City leadership, must operate as an<br />

agency whose members honor their oath to protect and serve the community. Human<br />

life must take priority over personal property, inconvenience, individual attitudes, and<br />

organizational culture. It is the hope of the Use of Force Commission that its<br />

recommendations, if implemented, will foster a better relationship between the SPD and<br />

the community, and thus, foster a safer Spokane for all.<br />
