CHIEF’S CORNER<br />

Years ago I worked for a “leader” who never had any<br />

goals. I remember thinking to myself, why would I<br />

follow someone who isn’t going anywhere?<br />

It is true that by nature I am a goal-oriented person.<br />

Regardless, that was a powerful lesson I learned.<br />

People aren’t going to follow a leader who isn’t going<br />

anywhere. Hence, that is why I have clearly-set<br />

Department Goals.<br />

I listened to a leadership tape just last week and that<br />

speaker said when he was in the Marines, a commanding officer once said that<br />

a ship cannot turn unless it is moving. How true that is -<br />

I will use the Department Goals to set a direction and get us moving.<br />

Remember, we are all about crime fighting - that’s our core mission. Therefore,<br />

it is through the implementation of these goals that we can go from a<br />

good agency to a great agency in our core mission to reduce crime in our<br />

community.<br />

IT’S SPD TV!<br />

We’ve waited to announce the title of our monthly TV show until we had a better<br />

idea of who would produce it and when telecasting would begin. It will be called<br />

SPD-TV when it appears on Cable Channel 5 this spring.<br />

As you recall, we invited employee and volunteer suggestions to name the show with<br />

an offer of a $60 restaurant gift certificate to the person whose name was chosen.<br />

Well, the prize will have to be split since three of you submitted the winning name.<br />

Congratulations to Kevin King, Matthew Mathiason and Dave Adams.

CHIEF KIRKPATRICK ANNOUNCES REORGANIZATION,<br />

PROMOTIONS, AND 2007 GOALS<br />

Chief Kirkpatrick has announced a reorganization of the department that will make SPD more efficient and<br />

increase responsiveness to the public.<br />

Deputy Chief Jim Nicks was promoted on January 4 to the rank of Assistant Chief and is now second in<br />

command of the department. The rank of Deputy Chief has been renamed Major.<br />

The current four divisions are being consolidated into three bureaus, each of which will be commanded by<br />

a Major. Major Scott Johnson will oversee the Operations Bureau. Operations, the largest bureau, will<br />

include the two current patrol divisions, traffic, and all tactical teams. Johnson’s promotion from the rank<br />

of lieutenant was announced January 16. Major Bruce Roberts will lead Operations Support. The bureau<br />

will include all investigative units, communications, and community services. An additional Major will be<br />

named in the near future to head the Administrative Services Bureau. This bureau will include finance, records<br />

management, information services and training. Administration is currently led by Dave Ingle who<br />

has announced he will retire in April. The three Majors will report to Assistant Chief Nicks.<br />

Chief Kirkpatrick announced several goals for 2007, which include working with Sheriff Ozzie Knezovich to<br />

re-tool Crime Check, hiring a consultant to revise the Citizens Review Commission, a newly structured<br />

leadership training program for all supervisors and updating and expanding the Crisis Intervention Team.<br />

MIKE LAVELLE RETURNS<br />

Mike Lavelle has returned to SPD as our Audio/Video Technician.<br />

Mike rejoined our department on January 15. He’d been<br />

working with City Cable 5 for a little over a year. Mike was<br />

our A/V Tech for years until the 2004 budget cuts.<br />

His first goal is to establish an office and studio in or near the<br />

Public Safety Building. Once he’s settled, Mike will be working<br />

to get our monthly cable TV show going. The 30-minute program<br />

titled SPD-TV, will explore all aspects of the department<br />

and feature guests throughout our staff.

OFFICERS HONORED<br />

On December 21, two Spokane Police Officers<br />

were honored for their efforts last summer to<br />

locate and subdue an armed woman who had<br />

threatened others and set a fire. Nate Spiering<br />

and Dean Draper were awarded medals of<br />

merit for their actions on August 14, when they<br />

were dispatched to a group home at 1700 W.<br />

9th Ave. Both police and fire units responded<br />

when a caller told 911 that a mental patient had<br />

armed herself with a knife, was threatening at<br />

least one staff member, and had started a fire.<br />

On November 27, officers Hewitt, Taylor and<br />

Thomas were given awards for their actions<br />

that day. The actions of all the officers at the<br />

scene were consistent with the highest levels of<br />

performance and teamwork. Additionally, Officers Draper and Spiering with their family members.<br />

Officer Spiering showed exceptional calm and<br />

fortitude by entering a burning building and, though held back by dangerous smoke and fumes, stayed close<br />

to the entry point to assist Officer Hewitt and firefighters. These actions are meritorious and deserving of<br />

recognition. All five officers will be officially presented with medals at the Spokane Police Department<br />

awards ceremony next month.<br />

QUILT CHARMERS DONATE TEDDY BEARS<br />

Each year the Quilt Charmers group helps a<br />

charity at Christmas. This year they chose the<br />

Spokane Police Department Teddy Bear Project.<br />

Nearly 100 teddy bears and other stuffed animals<br />

were collected and presented to three representatives<br />

from our department... Senior Police<br />

Officers Glenn Bartlett and Teresa Fuller, and<br />

Chaplain Ron Alter.<br />

Christmas luncheon.<br />

The presentation was made on December 22 at<br />

the Quilt Charmers’ Christmas luncheon held at<br />

the Spokane Country Club. One of the member’s<br />

granddaughters received and arranged the stuffed<br />

animals on the couch and chairs at the club,<br />

making quite a warm and inviting display. The<br />

officers carried away three bags full of teddy<br />

bears, which will be used to comfort and help<br />

children suffering from trauma or loss.

SHOP WITH A COP A GREAT SUCCESS<br />

On December 16, six local children<br />

had the shopping experience of a<br />

lifetime. They were each picked up<br />

by a Spokane Police Officer, taken<br />

to Northtown Mall, and given a gift<br />

package that totaled nearly $800<br />

each. Detectives Ernie Wuthrich<br />

and Jeff Harvey, along with Officers<br />

James Erickson, Kellee Gately, John<br />

Gately, Tami Johnson, and Craig<br />

Bulkley participated by escorting<br />

the children. They donated five<br />

hours of their own time and were a<br />

huge reason the day was such a<br />

success. It started with a free<br />

breakfast at Jack’s Diner and then a<br />

free picture with Santa Claus.<br />

Among the gifts the children received<br />

were a $100 mall gift certificate<br />

from the Police Guild, a $50<br />

mall gift certificate from Northtown,<br />

free eye exams and glasses<br />

(if needed) from Lens Crafters, several other gift certificates to various mall businesses, and<br />

numerous discounts at participating retailers. The children were selected from Holmes and<br />

Audubon Elementary Schools by their school counselors.<br />

Lens Crafters even went above and beyond by allowing their offer to be transferred to one of the<br />

parents that needed glasses, but couldn’t afford them. One of the retailers, Oki Doki, had just<br />

listed “gift” and 20% off in their store on the discount sheet, but when the children walked in, they<br />

were given a huge bag filled to the brim with things like socks, slippers, sweat pants, fleeces, and<br />

toys.<br />

The day was a great success and fun was had by all.<br />

All of the officers involved said they were looking<br />

forward to continuing this tradition in the years to<br />

come. The Guild would like to thank Chief<br />

Kirkpatrick and her officers for their participation.

SPD RECIEVES TWO NEW OFFICERS<br />

On January 8, two new SPD officers were sworn<br />

in. Officer Clay Creek comes to us after serving<br />

many years with the Montana Highway Patrol,<br />

most recently as a Sergeant in Billings. Creek is<br />

married to Teresa and they have two daughters.<br />

Moving to Spokane allows them to be closer to<br />

Teresa’s family. Ofc. Creek is also a Major in the<br />

Army National Guard.<br />

Officer Matthew Rose is from Stockton, California.<br />

He has been working with the Hayward Police Department<br />

where for the past three years, he has<br />

worked on Hayward’s Street Narcotics Team.<br />

Ofc. Rose is married to Amy and they have a 12<br />

year old daughter and brand new baby girl.<br />

The two were sworn in by Chief Kirkpatrick and officially welcomed by Mayor Dennis Hession.<br />

PROMOTIONS<br />

Three officers were promoted this month. The Mayor, City Council members, family, friends, and<br />

staff were present to watch these gentlemen have their new badges pinned on. Congratulations to<br />

Brent Austin and J.D. Anderson promoted to the rank of Sergeant and David Staben promoted to<br />

the rank of Corporal.<br />

Don and Jeri Couch called to say that Officer Christensen was dispatched to a call at their home on December 10,<br />

regarding a theft. Mrs. Couch stated Officer Christensen was very friendly, helpful and professional. She stated all we<br />

hear about are the bad things that happen and she wants everyone to know how much they appreciated Officer Christensen’s<br />

helpfulness.<br />

SPD Explorers Travis Joyce, Jon Romero, Amanda Siers and Kathy Timm helped set up Christmas trees and tables and<br />

carried in gifts etc. for an annual breakfast for foster parents and children. Carolee Giersdorf from the Records Department<br />

wrote the following to Sandra Alter of Volunteers services, “I want to thank you for putting up the list and<br />

thank the Explorers that helped out on December 15 for the Foster Santa Breakfast. They were excellent help and<br />

greatly appreciated. I have to tell you, I didn’t know who they were until they left…..I didn’t even introduce myself.<br />

Our chairperson was commenting on how helpful and nice they were and to be sure to thank them when I realized<br />

they were the Explorers. Will you please pass that on to them and a special thanks to you for setting it up!”<br />

I was recently watching an episode of COPS and noticed this segment was in Spokane. In the episode the police were<br />

called to a 7-Eleven because of a woman who was shoplifting. There was a struggle in the store and one of the officer’s<br />

actions, once he got the lady out of the store, touched me. He was so polite while the lady was struggling, telling<br />

her gently to calm down. I just wanted to give him kudos for a job well done. That segment showed that he really<br />

cared about the people that he protects every day. I feel lucky to have him as an officer in this city. Thanks again officer!!!<br />

At 6:00 on the morning of November 16, I walked into my church anticipating the joy of our weekly Thursday morning<br />

men’s prayer meeting. Though the joy was not diminished, it was not unaccompanied. It was mixed with the surprise<br />

of finding our church burglarized and vandalized. My first call was to law enforcement. Reporting Officer Greg<br />

Woods was quickly on the scene to be followed immediately by two detectives and then a third, Detective JC Collins.<br />

Soon thereafter, Corporal Lee was on site to organize the public face of the incident for the community and the news<br />

media; and Deputy Chief Nicks arrived to review the scene and evaluate procedures. Two forensic specialists came<br />

on campus early and stayed late. In all, your staff was represented on site from 6:45 AM until 12:30 PM, leaving with<br />

substantial evidence, public awareness, and a hot trail By Saturday, November 18, all of the Spokane region knew of<br />

my church’s loss and need; Detective Collins had uncovered the identity of the thieves; and all of the pilfered and<br />

commonly used equipment was back under roof at the church. Thanks to you and your partners in justice, our<br />

church is whole. Our equipment is in our possession, the community has responded to our need with gifts both of<br />

cash and of professional craftsmanship, and our congregation is living in the joy and gratitude of abundant provision.<br />

I and we are deeply grateful to you for marshalling your creative and skillful force in both meeting the church’s need<br />

and in protecting the total community. May God bless you and your force as you continue to execute righteousness<br />

and justice in our city.<br />

INSPECTOR SPLEM REPORTS<br />

2007 Membership Drive is January 16 - 29 from 9 a.m. to 4 p.m. at the Spokane<br />

Law Enforcement Credit Union located at 924 W. Sinto. A membership is a mere<br />

$35. The Spokane Law Enforcement Museum is a non-profit corporation that relies<br />

on donations to support the museum projects. No money is used for personnel<br />

costs. Volunteers of all ages are solicited for help in the worthy cause of preserving<br />

the history of our local law enforcement. Membership and donations collected will<br />

support the following projects that are currently underway, such as, the Spokane<br />

Police Department History Book, Spokane Police Department Personnel Yearbook,<br />

Hallways of History, and the Spokane Law Enforcement Museum. A tremendous<br />

amount of energy and synergy is captured in the preservation of the history of our<br />

local law enforcement. If you are interested in assisting with this project, have<br />

items, or would like to give a “Specific Bequest” through your will and estate to the<br />

Spokane Law Enforcement Museum organizations, or would simply like to see this<br />

Sheriff/SPD Historical Office has a new location. It’s now located securely<br />

in the Public Safety Building just inside the Sheriff’s double doors, the second<br />

door on the right (old Community Services Office). This will be a combination<br />

of the archival collection for both law enforcement entities for the material we<br />

have collected in writing our books. If you need to verify any historical facts,<br />

we will have the information available for those of you that need it. We continue<br />

to work toward bringing positive projects to help honor our law enforcement<br />

officers and count it a privilege to be at your service. Our new phone<br />

number is (509)477-6449. Our goal continues to be to work toward having a<br />

Law Enforcement Museum building of our own, so all of the public will be able<br />

to enjoy the wonderful history our archives and memorabilia pay tribute to.<br />

BRENDEN RETIRES<br />

After 22 years of service, Craig Brenden has retired.<br />

Brenden started his career in 1985 as a reserve officer. In<br />

August 1987, he became a patrol officer. Seven years<br />

later he was promoted to detective, where he worked in<br />

the Fraud Unit and later in the Criminal Intelligence Unit.<br />

In 1993 he was awarded the “Officer of the Year” by the<br />

Optimist Club of Spokane and was selected as “Officer of<br />

the Quarter” by the Chief of Police in 1998. Craig was<br />

also an instructor for the Basic Law Enforcement<br />

Training.<br />

Guaranteed Ride Home (GRH) Program<br />

The City of Spokane has a GRH Program to assist<br />

our employees who choose a commute alternative<br />

such as carpooling, walking, bicycling, or riding the<br />

bus to work. If you usually get to work using a commute<br />

alternative, or if you’ve just considered it, your<br />

worries about getting home in case of an emergency<br />

are over! If an emergency comes up during working<br />

hours – the illness of a family member, unexpected<br />

overtime, or a carpool partner who becomes ill at<br />

work – you can use the GRH program to get home.<br />

It’s fast, easy and free! The only requirement is that<br />

you used a commute alternative to get to work that<br />

day. Contact Gayle Tucker, ETC, for information<br />

to arrange for your ride home.<br />

CTR Campaigns & Promotions<br />

The Spokane Police Department encourages all<br />

employees to find an alternative to single-occupant<br />

commutes as often as possible. The Spokane Police<br />

Department will offer various promotions such as<br />

“Smart Moves”, “Summer Solutions” and “Rideshare<br />

Week” throughout the year to encourage employees<br />

to try alternative modes of transportation. All employees<br />

who participate in these campaigns will be<br />

eligible for prize drawings. If you participate, all you<br />

have to do is notify your ETC.

true! Sharing a ride, walking or bicycling one or two days a week does make a difference.<br />

Nominees are submitted to Spokane County for consideration for the Most Valuable Commuter<br />

Award. Recognition of star commuters can include certificates of recognition, posters and newsletter articles.<br />
