POLICE
DEPARTMENT
CHIEF’S CORNER
Everyone wants to know what’s happening in the Chief’s
Office. Especially, what decisions are being made that will
effect your lives. Those are fair inquiries and concerns. So let
me share with you what is happening and what decisions have
been made and which decisions are still on the horizon.
Just to anchor you in your thought processes, my first
objective was to set “House Rules” and “House Expectations”
which have been done and in place since January. I am pleased
to say that I think we have all digested and assimilated the
workplace expectations.
Another objective was to anchor the leadership roles. Who’s
on the bus, who’s off the bus, and who has what seats on the
bus. That has now been done, especially with the new Captain
position in place.
As you well know, the biggest pending issues are all tied to the Mayor’s Matrix Study. That
study was commissioned to look at the efficiencies and effectiveness of each city department.
The Matrix study yielded 28 recommendations for the Police Department and we agreed to
27 of those recommendations and many of those are already implemented. However, the
biggest recommendation had to do with changing the shifts. That is what has spurred all the
consternation.
Thanks to our planning unit, and particularly Officer Moses and Sgt. Reisenauer, we have
come up with an alternative schedule that may meet all the needs - efficiencies, your quality of
life concerns, and more officers for your safety. Since this is a mandatory subject of
bargaining, there is no change to anything until we can formally negotiate.
Other pending changes that will need to be negotiated are: the new officer involved critical
incident protocol, and the Ombudsman position.
Lastly, it is our goal to move to a neighborhood policing model, which is sector-based policing,
However, it requires an addition to our staffing levels and that is dependent on politics.
So we are in a standby mode for that change.
Those are the major changes that effect your world. I hope you find this information helpful
and will help settle your concerns.
SPOKANE’S NIGHT OUT AGAINST CRIME
It’s time once again to send a message to the criminal
element in Spokane! Let’s give crime a going away party!
By: Maurice Vulcano
Join Spokane C.O.P.S. Tuesday, August 7 to make a stand
in support of our law enforcement officers and to show
the criminals that we are working together. In 2006, over
6,000 Spokane citizens stepped up to this
challenge!
The Spokane Police Department needs your help in
preventing crime. One way is to join forces with your
neighbors. Do you know them? Do you talk to them?
Invite them to this year’s National Night Out Against
Crime on Tuesday, August 7th!
The first 200 registered parties or meetings will receive a full color, 18” x 24” National
Night Out yard sign and crime-prevention literature from Spokane C.O.P.S., available for
pick-up at your nearest neighborhood C.O.P.S. Substation beginning July 16th.
You can also join Spokane C.O.P.S. at their National Night Out Kick-Off Rally in Riverfront Park,
Monday, August 6 from 11 a.m. to 2 p.m. for late registration and to pick up your National Night
Out yard sign. To register or for more information, just visit any Spokane C.O.P.S. Substation, go
to www.spokanecops.org/events.htm or call 835-4572.
National Night Out is an extraordinary way to
build neighborhood unity and strengthen
community policing partnerships. Citizens
have the opportunity to enhance their
relationship with law enforcement.
GENERAL DETECTIVES REORGANIZATION
By: Detective Sgt. Frank Scalise
In April, the General Detectives Unit was reorganized with the intention of becoming more efficient. There
were several changes made.
The Fraud Team and the Targeted Crimes Team were placed under the same sergeant (currently Sergeant
Cummings). This is due to the likelihood that many prolific fraud suspects are some of the same people that
the pro-active Targeted Crimes Team focuses on. The two teams will both benefit from greater interaction.
The North and South Property Crimes teams were combined into a single team responsible for property
crimes citywide.
Detective Ben Estes and Detective Sheri Wilson were assigned to a newly formed Child Physical Abuse
Team. These detectives work solely on child physical abuse and neglect. Previously, physical abuse and
neglect cases were assigned to any of the dozen or so property crimes detectives. By forming this new
team, the intention is that the two detectives assigned will develop a much higher level of expertise in this
type of investigation. It will also allow for patrol officers and outside agencies such as Child Protective
Services (CPS) to have a consistent point of contact in the investigative division. Both detectives have
already attended specialized training and are carrying full case loads.
SPD TV TO AIR IN JULY
The first edition of the department’s SPD TV program will air during the month of July on City
Cable Channel 5. The program on “Use of Force” was recently taped at City Hall. Corporal Dave
Adams served as host and spoke with Corporal Jeff Schaal and Officer Rob Boothe about how the
department trains its officers in the use of force. The program will play 18 times during the month.
Times for playback can be found in the City Cable 5 schedule on the city’s website at
www.spokanecity.org as well as the police department’s website at www.spokanepolice.org.
Each month SPD TV will discuss a different topic in the hopes of educating citizens on our tactics,
training and special units.
SPOKANE’S HOOPFEST DUI PATROL
SPO Jennifer DeRuwe
Hoopfest 2007 was a successful fatality free, family event! The goal of no alcohol related traffic fatalities was
accomplished by the tremendous working relationship between local agencies. Officers representing Liberty Lake
Police, Cheney Police, Washington State University Police, Spokane Police, and the Washington State Patrol, deployed
a strategy of saturation patrols in and around the downtown corridor, to ensure the safety of the motoring public and
pedestrian traffic.
For Spokane’s busiest weekend event, the
WSP brought its Mobile Impaired Driving
Unit (MIDU) to downtown Spokane. The
motor home was centrally located at Main
Ave. and Pine St., to assist officers in
processing DUI’s Once an officer arrested a
person for DUI, they were transported to the
MIDU, where technicians took over the
process. With this unit deployed on site, it
allowed officers to return to patrol more
quickly, which assisted in reducing alcohol
related collisions. Officers specifically
working the joint emphasis arrested a total of
54 people for DUI between Friday night and
the early morning hours on Sunday.
SPD RECEIVES TWO NEW LATERAL OFFICERS
past five years. Officer John Everly is from the Federal Way
Police Department, where he worked since 1999.
POLICE AND FIRE TEAM UP FOR A SAFER FOURTH
By: Cpl. Tom Lee
A combination of pre-holiday publicity and enforcement, again led to less fires and injuries resulting
from holiday fireworks in Spokane. Spokane police officers and firefighters teamed up for the
second year in a row to promote a safer Fourth of July. There were only seven reported fires in
the city on the Fourth and all were confined to small grass and timber areas.
Assistant Fire Chief Brian Schaeffer commended the local media for the overwhelming support
shown by warning the public of the dangers of illegal fireworks. A fireworks tip line received 240
calls from citizens during the evening hours of July 4th. Teams made up of SPD Officers and Fire
Marshalls responded to as many as possible, issuing 35 infractions for illegal fireworks and
confiscating many unused fireworks.

APPLAUDS GO OUT TO OUR EMPLOYEES FOR A JOB WELL DONE
I recently had my auto transported from North Carolina to Battleground, WA by US Transport located in Spokane. I
couldn’t get information for US Auto or the broker who set up the move regarding the status of my car when it did
not arrive within the time period promised. You and your department were wonderful in tracking down the
operator, talking to him and having him contact me. My car was delivered later that day. This letter is a formal “thank
you” to Officer Dashiell and Officer Grant, for your responsiveness and your assistance. I am most grateful and the
Spokane PD has made a friend and an advocate.
Thank you all for your concern and prompt attention to the graffiti problem at our property. The situation appears to
be resolved and it is a relief not to go out and see the graffiti on our fence each morning. All the officers who
responded were very professional and caring. Please convey our thanks to them. The following are the names we
remember: Officer Raleigh, Cpl. Harding, Sgt. Walters, Officer Kaufman, and Sgt. Giannetto. I am sure there were
others whose names we may have forgotten. Please convey our thanks to them as well.
On May 9, Officer Mike Roberge and Lt. Darrell Toombs came to Northwest Gold Prospectors Association and
spoke to us about the gang problem in the area. We were unaware of the magnitude of the problem and the things
they have to do to be a gang member. I think the picture that upset me the most was of the children who are gang
members. I have great grandchildren that age and younger and cannot imagine them in a gang. We wish Officer
Roberge and Lt. Toombs success and may God keep them safe. Thank you for letting them come and making us more
aware of what is going on.
On May 30, I was the victim of a home invasion. I want you to know that everyone involved, from the 9-1-1 operator
to, and especially Detective John Miller, acted in a very courteous, competent, and professional manner. Even though
the “bad guy” hasn’t been caught and isn’t likely to be, I want to thank you and the entire Spokane Police Department
for a job well done.
~ From a S.W. Spokane Resident
****************************************************************************************************
I think Barb Barber should get a kudos for taking care of all the booked arrests for the city and the county, while we
were short in the Data Entry work area.
~ From a Police Records Specialist
****************************************************************************************************
I think Jerri Bjork needs an atta boy!!! Today we have been just slammed at the Data Entry work area. A detective
wanted to do a temporary felony warrant, Jerri said she has the notes and would do it. She is the newest person up
here and she took the ball and ran with it. I think that she is a fabulous employee!!!
I want to tell you about two exceptional police officers in your department. Officer James Erickson and Officer Rob
Boothe were called to our home on a death call. Both officers were so compassionate and sensitive to the needs of
the family and friends gathered, and spoke to us in a calming and reassuring manner. Please express to them once
again how very much we appreciated their help to us in dealing with the death of our loved one.
Quilt Raffle Benefits Museum Building Fund
By: Martha Lou Wheatley-Billeter
The Spokane Law Enforcement Museum is looking for a permanent home and you can help!
We’re kicking off the museum’s “Building Fund” with a quilt raffle. It’s a gorgeous queen-size quilt that pays tribute to
law enforcement and firefighters. It was lovingly made by Kay Sergeant, who works in the Sherriff’s Office, and
Naomi Hall. The quilt will be on display in the SCSO Civil Division Office. The raffle tickets are just $1 each and the
drawing will be held on November 28th.
The money raised by the raffle will go to the Museum Building Fund. As the fund grows, we’ll start looking for a
location. The Building Fund will also help pay for remodeling and display cases to showcase our collection of more
than 3,000 items.
To purchase tickets, please contact Lt. Gary Smith at 477-6631, Kathy Panas in SPD Personnel at 625-4055, or
Sue Walker in the Law Enforcement Historical Office at 477-6449.
SPOKANE POLICE BLOOMSDAY TEAMS
By: Carrie Aiken
The Spokane Police Running Team helped sponsor two teams again this year, “Foot Pursuit” and “Spokane Police
Running Team.” Injuries sidelined some participants resulting in fielding a smaller second team—small in number but
not in speed and spirit! “Foot Pursuit” fielded five runners, all veterans from last year and “Spokane Police Running
Team” fielded 3 runners, one returnee and two new runners.
“Foot Pursuit” again placed third in their division, but improved overall, moving up from 48th to 31st place overall from
last year by scoring more points. Leading this group was Paul Buchmann with a scorching fast time of 50:48 minutes,
followed by Jake Jensen 52:41, team captain
and “coach” Sam Yamada 53:42, shaving off
two minutes from the previous year.
Following on his heels was Dusty Patrick
with a time of 54:43 and lagging behind the
speedsters, was “oldster” Carrie Aiken
finishing in 1:04:53.
“Spokane Police Running Team” members
were no slackers. They came in 17th in
their division and 130th overall, (there were
286 Corporate Cup Teams). Paul Gorman
led the group with a time of 55:59, followed
by David Lund 58:22. Pretty fast for suffering
through a bad respiratory infection, and
last but not least, Shaney Redmon with a
finishing time of 1:08:01.
