CHIEF’S CORNER<br />

Everyone wants to know what’s happening in the Chief’s<br />

Office. Especially, what decisions are being made that will<br />

effect your lives. Those are fair inquiries and concerns. So let<br />

me share with you what is happening and what decisions have<br />

been made and which decisions are still on the horizon.<br />

Just to anchor you in your thought processes, my first<br />

objective was to set “House Rules” and “House Expectations”<br />

which have been done and in place since January. I am pleased<br />

to say that I think we have all digested and assimilated the<br />

workplace expectations.<br />

Another objective was to anchor the leadership roles. Who’s<br />

on the bus, who’s off the bus, and who has what seats on the<br />

bus. That has now been done, especially with the new Captain<br />

position in place.<br />

As you well know, the biggest pending issues are all tied to the Mayor’s Matrix Study. That<br />

study was commissioned to look at the efficiencies and effectiveness of each city department.<br />

The Matrix study yielded 28 recommendations for the <strong>Police</strong> <strong>Department</strong> and we agreed to<br />

27 of those recommendations and many of those are already implemented. However, the<br />

biggest recommendation had to do with changing the shifts. That is what has spurred all the<br />

consternation.<br />

Thanks to our planning unit, and particularly Officer Moses and Sgt. Reisenauer, we have<br />

come up with an alternative schedule that may meet all the needs - efficiencies, your quality of<br />

life concerns, and more officers for your safety. Since this is a mandatory subject of<br />

bargaining, there is no change to anything until we can formally negotiate.<br />

Other pending changes that will need to be negotiated are: the new officer involved critical<br />

incident protocol, and the Ombudsman position.<br />

Lastly, it is our goal to move to a neighborhood policing model, which is sector-based policing,<br />

However, it requires an addition to our staffing levels and that is dependent on politics.<br />

So we are in a standby mode for that change.<br />

Those are the major changes that effect your world. I hope you find this information helpful<br />

and will help settle your concerns.<br />

FOUR OFFICERS RECEIVE AWARDS FROM THE SPOKANE COUNTY TRAFFIC<br />

SAFETY COMMISSION<br />

Four <strong>Spokane</strong> <strong>Police</strong> Officers were among 30 recipients throughout the region to receive awards for their<br />

work with traffic safety. Officers were recognized from the <strong>Spokane</strong> <strong>Police</strong> <strong>Department</strong>, <strong>Spokane</strong> County<br />

Sheriff’s Office, the <strong>Spokane</strong> Valley <strong>Police</strong> <strong>Department</strong>, the Cheney <strong>Police</strong> <strong>Department</strong>, and the Liberty<br />

Lake <strong>Police</strong> <strong>Department</strong> at the <strong>Spokane</strong> County Traffic Safety Commission Annual Award Ceremony for<br />

law enforcement on June 5th.<br />

Officer Kenny Applewhaite was recognized for his work in Child Passenger Safety as a Certified Car Seat<br />

Technician for five years. Both Corporal Robbie Dashiell and Officer Wayne Downing were recognized for<br />

their work creating and volunteering to be on the DUI Team. They both re-structured their work shifts to<br />

place emphasis when incidents or impaired driving are the highest. Sergeant Rick Dobrow was recognized<br />

for his devotion to traffic safety through the years and his participation in the <strong>Spokane</strong> County Traffic Safety<br />

Commission.<br />

SPD GETS NEW RESERVE OFFICERS<br />

The <strong>Spokane</strong> <strong>Police</strong> <strong>Department</strong> welcomes five<br />

new reserve officers who recently graduated from<br />

the Reserve Academy.<br />

Reserve Officers meet the same qualifications as<br />

an entry-level officer and attend a 256-hour<br />

academy. After completion, they are fully<br />

commissioned with the same authority as a police<br />

officer, while on duty. They are required to put in<br />

16 hours per month and attend monthly training<br />

sessions as well as maintain proficiency in firearms,<br />

defensive tactics and patrol procedures. If you<br />

know of anyone who may be interested in<br />

becoming a reserve officer, please call Volunteer<br />

GENERAL DETECTIVES REORGANIZATION<br />

In April, the General Detectives Unit was reorganized with the intention of becoming more efficient. There<br />

were several changes made.<br />

The Fraud Team and the Targeted Crimes Team were placed under the same sergeant (currently Sergeant<br />

Cummings). This is due to the likelihood that many prolific fraud suspects are some of the same people that<br />

the pro-active Targeted Crimes Team focuses on. The two teams will both benefit from greater interaction.<br />

The North and South Property Crimes teams were combined into a single team responsible for property<br />

crimes citywide.<br />

Detective Ben Estes and Detective Sheri Wilson were assigned to a newly formed Child Physical Abuse<br />

Team. These detectives work solely on child physical abuse and neglect. Previously, physical abuse and<br />

neglect cases were assigned to any of the dozen or so property crimes detectives. By forming this new<br />

team, the intention is that the two detectives assigned will develop a much higher level of expertise in this<br />

type of investigation. It will also allow for patrol officers and outside agencies such as Child Protective<br />

Services (CPS) to have a consistent point of contact in the investigative division. Both detectives have<br />

already attended specialized training and are carrying full case loads.<br />

SPD TV TO AIR IN JULY<br />

The first edition of the department’s SPD TV program will air during the month of July on City<br />

Cable Channel 5. The program on “Use of Force” was recently taped at City Hall. Corporal Dave<br />

Adams served as host and spoke with Corporal Jeff Schaal and Officer Rob Boothe about how the<br />

department trains its officers in the use of force. The program will play 18 times during the month.<br />

Times for playback can be found in the City Cable 5 schedule on the city’s website at<br />

www.spokanecity.org as well as the police department’s website at www.spokanepolice.org.<br />

Each month SPD TV will discuss a different topic in the hopes of educating citizens on our tactics,<br />

training and special units.<br />

SPOKANE’S HOOPFEST DUI PATROL<br />

Hoopfest 2007 was a successful fatality free, family event! The goal of no alcohol related traffic fatalities was<br />

accomplished by the tremendous working relationship between local agencies. Officers representing Liberty Lake<br />

<strong>Police</strong>, Cheney <strong>Police</strong>, Washington State University <strong>Police</strong>, <strong>Spokane</strong> <strong>Police</strong>, and the Washington State Patrol, deployed<br />

a strategy of saturation patrols in and around the downtown corridor, to ensure the safety of the motoring <strong>pub</strong>lic and<br />

pedestrian traffic.<br />

For <strong>Spokane</strong>’s busiest weekend event, the<br />

WSP brought its Mobile Impaired Driving<br />

Unit (MIDU) to downtown <strong>Spokane</strong>. The<br />

motor home was centrally located at Main<br />

Ave. and Pine St., to assist officers in<br />

processing DUI’s Once an officer arrested a<br />

person for DUI, they were transported to the<br />

MIDU, where technicians took over the<br />

process. With this unit deployed on site, it<br />

allowed officers to return to patrol more<br />

quickly, which assisted in reducing alcohol<br />

related collisions. Officers specifically<br />

working the joint emphasis arrested a total of<br />

54 people for DUI between Friday night and<br />

the early morning hours on Sunday.<br />

SPD RECEIVES TWO NEW LATERAL OFFICERS<br />

Two new lateral officers were sworn in during a ceremony<br />

held on July 9th. Officer Paul Brasch comes to us from the<br />

Airway Heights <strong>Police</strong> <strong>Department</strong>, where he worked for the<br />

past five years. Officer John Everly is from the Federal Way<br />

<strong>Police</strong> <strong>Department</strong>, where he worked since 1999.<br />

LYLE BOECK RETURNS, HELPS WITH HIRING<br />

Retired SPD Officer Lyle Boeck is back with the <strong>Department</strong>. Lyle is<br />

working as a temp-seasonal to screen and conduct background checks on<br />

<strong>Police</strong> Officer applicants. It’s the second time he has performed these duties<br />

since retiring in 1988. Lyle’s office is at the Law Enforcement Training<br />

Center.<br />

POLICE AND FIRE TEAM UP FOR A SAFER FOURTH<br />

A combination of pre-holiday <strong>pub</strong>licity and enforcement, again led to less fires and injuries resulting<br />

from holiday fireworks in <strong>Spokane</strong>. <strong>Spokane</strong> police officers and firefighters teamed up for the<br />

second year in a row to promote a safer Fourth of July. There were only seven reported fires in<br />

the city on the Fourth and all were confined to small grass and timber areas.<br />

Assistant Fire Chief Brian Schaeffer commended the local media for the overwhelming support<br />

shown by warning the <strong>pub</strong>lic of the dangers of illegal fireworks. A fireworks tip line received 240<br />

calls from citizens during the evening hours of July 4th. Teams made up of SPD Officers and Fire<br />

Marshalls responded to as many as possible, issuing 35 infractions for illegal fireworks and<br />

confiscating many unused fireworks.

I recently had my auto transported from North Carolina to Battleground, WA by US Transport located in <strong>Spokane</strong>. I<br />

couldn’t get information for US Auto or the broker who set up the move regarding the status of my car when it did<br />

not arrive within the time period promised. You and your department were wonderful in tracking down the<br />

operator, talking to him and having him contact me. My car was delivered later that day. This letter is a formal “thank<br />

you” to Officer Dashiell and Officer Grant, for your responsiveness and your assistance. I am most grateful and the<br />

<strong>Spokane</strong> PD has made a friend and an advocate.<br />

On May 9, Officer Mike Roberge and Lt. Darrell Toombs came to Northwest Gold Prospectors Association and<br />

spoke to us about the gang problem in the area. We were unaware of the magnitude of the problem and the things<br />

they have to do to be a gang member. I think the picture that upset me the most was of the children who are gang<br />

members. I have great grandchildren that age and younger and cannot imagine them in a gang. We wish Officer<br />

Roberge and Lt. Toombs success and may God keep them safe. Thank you for letting them come and making us more<br />

aware of what is going on.<br />

Quilt Raffle Benefits Museum Building Fund<br />

The <strong>Spokane</strong> Law Enforcement Museum is looking for a permanent home and you can help!<br />

We’re kicking off the museum’s “Building Fund” with a quilt raffle. It’s a gorgeous queen-size quilt that pays tribute to<br />

law enforcement and firefighters. It was lovingly made by Kay Sergeant, who works in the Sherriff’s Office, and<br />

Naomi Hall. The quilt will be on display in the SCSO Civil Division Office. The raffle tickets are just $1 each and the<br />

drawing will be held on November 28th.<br />

The money raised by the raffle will go to the Museum Building Fund. As the fund grows, we’ll start looking for a<br />

location. The Building Fund will also help pay for remodeling and display cases to showcase our collection of more<br />

than 3,000 items.<br />

SPOKANE POLICE BLOOMSDAY TEAMS<br />

The <strong>Spokane</strong> <strong>Police</strong> Running Team helped sponsor two teams again this year, “Foot Pursuit” and “<strong>Spokane</strong> <strong>Police</strong><br />

Running Team.” Injuries sidelined some participants resulting in fielding a smaller second team—small in number but<br />

not in speed and spirit! “Foot Pursuit” fielded five runners, all veterans from last year and “<strong>Spokane</strong> <strong>Police</strong> Running<br />

Team” fielded 3 runners, one returnee and two new runners.<br />

“Foot Pursuit” again placed third in their division, but improved overall, moving up from 48th to 31st place overall from<br />

last year by scoring more points. Leading this group was Paul Buchmann with a scorching fast time of 50:48 minutes,<br />

followed by Jake Jensen 52:41, team captain<br />

and “coach” Sam Yamada 53:42, shaving off<br />

two minutes from the previous year.<br />

Following on his heels was Dusty Patrick<br />

with a time of 54:43 and lagging behind the<br />

speedsters, was “oldster” Carrie Aiken<br />

finishing in 1:04:53.<br />

“<strong>Spokane</strong> <strong>Police</strong> Running Team” members<br />

were no slackers. They came in 17th in<br />

their division and 130th overall, (there were<br />

286 Corporate Cup Teams). Paul Gorman<br />

led the group with a time of 55:59, followed<br />

by David Lund 58:22. Pretty fast for suffering<br />

through a bad respiratory infection, and<br />

last but not least, Shaney Redmon with a<br />

finishing time of 1:08:01.
