THE RIGHT TO INFORMATION AND OBLIGATIONS OF
REGIONAL OFFICE, CENTRAL SILK BOARD, GUWAHATI AS

(i) The Particulars of the Organization, Functions & Duties:
Central Silk Board is a Statutory Body under the administrative control of the Ministry
of Textiles, Govt. of India constituted under an Act of Parliament (Act No.LXI of 1948).
To ensure close co-ordination of Central and States effort to development of sericulture
industry, the Board has established one Regional Office (RO) at Guwahati (Assam) during
the year 1982.
Function & Duties:
• Co-ordinate various sericulture developmental schemes/ projects implemented by
States of North East / CSB.
•
• Maintain close liaison with States and Central Govt. organizations located in North
Eastern Region.
•
• Extend guidance and technical assistance to farmers/ State Govt./ NGOs/ SHGs in
Sericultural practices.
•
• Monitor and evaluate the progress in implementation of various sericulture
programmes and furnish the review reports, etc. to the Board Secretariat.
•
• Formulate and preparation of project proposals/ schemes for the States.
•
• Examine the Annual Plan schemes drawn by the State Govt.s for its technical
feasibility and furnish comments to the Board.
•
• Undertake comparative study on the profitability of sericulture industry.
•
• Collect and compile the statistical data relating to Silk industry.
•
• Organization of meetings as and when required by the Board and State/ Central Govt.
•
• Inspection and survey of the new prospective areas for speedy development of
sericulture industry in this region.

Organization setup:
The RO, Guwahati is headed by the Joint Secretary (Tech.) under the over all control
of the Chief Executive Officer & Member Secretary, Central Silk Board, Bangalore with

(ii) The Powers and Duties of its Officers and Employees:
The overall Administrative and Financial Powers, duties and responsibilities of this
office is bestowed by the CSB, Bangalore. The unit carries out duties such as formulation of
projects/ schemes for different States, collection, analysis and compilation of economic/
statistical data on different aspects of sericulture, review of ongoing schemes, preparation of
status paper, extended guidance and technical assistance to the farmers & State Govt. etc,
organizing Seminars/ Workshops/ Exhibitions and various meetings periodically.
Central Silk Board has constituted a Zonal Cell for monitoring and implementation of
CDP Schemes in NE Region during XII Plan and the Joint Secretary (Tech), RO, Guwahati has
been nominated as the In-charge of the Zonal Cell. The Zonal Cell has a “Working Group” to
function as an advisory body for the CDP programme in North Eastern Region.
The Joint Secretary (Tech), RO, CSB, Guwahati has also been appointed as Estate
Officer by Ministry of Textiles, Govt. of India, Delhi for exercising power conferred by Section
(3) of the Public Premises (Eviction of unauthorized occupants) Act, 1971 ( 40 of 1971), for the
premises under the control of Central Silk Board in the States of Assam, Meghalaya, Arunachal
Pradesh, Manipur, Nagaland, Mizoram, Tripura and Sikkim.

Besides, the Ministry of Textiles, Govt. of India has established one Silk Testing
Centre at RO, Guwahati having facilities for testing of purity of silk yarn/ fabrics by nominating
a Nodal Staff from this office who has been entrusted to look after the section. The main
objectives for establishing the center is to provide silk testing services on the basis of request or
complaints received from the public or Govt. organizations.
(iii) The Procedure Followed in the Decision Making Process including
Channels of Supervision & Accountabilities:
The decision making process is carried out by the General Body of the Board, constituted
by the Government of India in its meeting under the supervision of the CEO & Member
Secretary, CSB, Bangalore. The decisions taken by the Central Office of CSB, Bangalore are
implemented by this office. The RO, Guwahati is directly involved in Reviewing, Monitoring of
various sericulture schemes implemented by Stated in entire North Eastern Region including
West Bengal ( Eri & Muga) in close association with the Department of Sericulture of
respective State Governments.
(iv) The Norms Set by it for the Discharge of its functions:
The norms are set by the Ministry of Textiles, Govt. of India, New Delhi and Central Silk
Board, Bangalore for the discharge of its functions.
(v) The Rules, Regulation, Instructions, Manuals and Records used by
its Employees for Discharging its Functions:
The rules, regulations, etc. used by the employees of this office for discharging its
functions are as framed by the Govt. of India from time to time.
(vi) A Statement of the Categories of Documents that are Held by it or
under its Control:
1. Various circulars/ Memorandums issued by the Ministry/ CSB Head Office.
2. Various schemes formulated by CSB under CDP for implementation during X Plan.
3. Various projects such as UNDP assisted Sub-programme, Special SGSY, etc.
4. News letter, Bulletins, Pamphlets, Silk Journals/ Magazines etc.
5. Year wise compiled Statistical Data relating to Acreage, Production of Cocoons & Silk in
respect of North Eastern States.
6. Names and Addresses of Manufacturers for Reeling as well as Spinning machines.

(vii) The Particulars of any Arrangement that exists for
Consultation with the Members of the Public in Relation to the
Formulation of its Policy or Implementation Thereof:
The RO, Guwahati carries out duties such as collection, analysis and compilation of
economic/ statistical data on different aspects of sericulture, review of ongoing schemes,
preparation of status paper, extended guidance and technical assistance to the farmers & State
Govt. etc, formulation of projects/ schemes for different States, organizing Seminars/
Workshops/ Exhibitions and various meetings periodically which consists of representatives
from all silk interests viz. rearers, reelers, weavers, co-operatives, marketing federations,
khadi units, State Govt. officials as well as Board’s representatives.
(viii) A Statement of the Boards, Councils, Committees & Other
Bodies Constituted as its Part or the Purpose of its Advice:
The following committees are in existence under the purview of RO, Guwahati to
discuss and review the progress achieved of ongoing schemes and other related matters for
over all development of Sericulture Industry in North Eastern States, Sikkim and West
Bengal:
1. Joint Co-ordination Committee (JCC) for Non-Mulberry of CSB with NE States
2. State Level Sericulture Co-ordination Committee (SLSCC)
3. Programme Monitoring Committee (PMC) of CDP.
4. Local Advisory Committee for fixation of floor prices of Silk Commodities
The meetings of the aforesaid committees are convened by RO, Guwahati at a regular
interval and minutes of the same are recorded and circulated to all concerned for follow-up
action.

(XII) The Manner of Execution of Subsidy Programmes
including the Amount Allotted and Details of
Beneficiaries of Such Programme:
The RO, Guwahati is responsible for monitoring and reviewing of all the centrally
sponsored schemes for development of silk industry collectively described as Catalytic
Development Programme (CDP) being implemented by the North Eastern States. The
primary responsibility for implementation of the CDP rests with the Department of
Sericulture (DOS) of the respective States. The DOS of the respective States submits the
scheme wise proposals for release of fund to RO, Guwahati. The Zonal Cell, constituted by
the Central Silk Board scrutinizing the proposals based on its merit and accordingly
recommended the proposals for approval by the Central Office, Bangalore. The Zonal Cell
has a “Working Group” to function as an advisory body for the CDP programme in North
Eastern Region. The beneficiaries for each scheme are selected by State and submit the list of
the beneficiaries to RO, Guwahati for reference and record. State is submitting the Utilization
Certificates for the fund released to them for each scheme to RO, Guwahati along with
progress report. Each State has a Programme Monitoring Committee (PMC) comprising of
representatives of CSB & State & other Stakeholders to oversee the implementation of the
scheme in the State..
During 2010-11 and 2011-12 CSB has released a total amount of Rs.6000.041 lakhs
and Rs.6972.484 lakhs to NE States as state wise breakup indicated below:
