<strong>Workshop</strong> Description<br />

The increasing global demand in energy has resulted in an unprecedented wave <strong>of</strong> capital<br />

spending in the oil and gas industry. As traditional, easy to exploit fields deplete, the industry<br />

is moving towards marginal and technically more challenging to exploit fields.<br />

The recent recession resulted in the deferral <strong>of</strong> a number <strong>of</strong> projects that are now lined-up to<br />

start almost simultaneously leading in to a “traffic jam” situation. Most <strong>of</strong> these projects are<br />

technically, economically and logistically more complex than projects executed in the past.<br />

The challenge is further compounded given an evolving market environment where resources<br />

are fewer and skills are limited.<br />

The purpose <strong>of</strong> this workshop is to focus on the best development strategies in managing<br />

complex projects. In today’s market situation, the management <strong>of</strong> complex projects in the oil<br />

and gas industry deserves sharing <strong>of</strong> ideas and in-depth discussions among all stakeholders<br />

According to one source, spending in the GCC region will amount to USD 3 trillion through 2020. The three components <strong>of</strong> this<br />

investment include buildings (45%), energy (39%) and infrastructure (16%) projects. Building construction aside, the energy and<br />

infrastructure industries are poised for over USD 1.5 trillion <strong>of</strong> capital projects over the next decade. The nature <strong>of</strong> this work and some<br />

typical projects that are included in these numbers will be discussed by this session’s speakers. The previously cited source was quoted<br />

as saying that this activity “is likely to put the construction sector, in particular buildings and energy sectors, back on track in 2012”. It is<br />

apparent that this level <strong>of</strong> regional capital spending cannot be sustained by the local GCC economy alone. The sheer magnitude <strong>of</strong> activity<br />

forecast will dictate a transition from regional execution to a more global approach. Future workshop sessions will discuss this situation.<br />

Adding to this dilemma, the trend in the energy industry is moving towards marginal and technically more difficult to exploit fields. This<br />

requires a highly skilled workforce to execute and manage these projects in a global environment. Current workforce demographics may<br />

not favour these recent market developments and new project execution strategies may be required. These will be discussed in this session<br />

and strategies for contending with these realities will be addressed in later sessions.<br />

The project management and contracting strategies in use for decades in the oil and gas industry in the Middle East are designed to<br />

transfer risks from the company to contractors (usually through a single EPC turnkey contract), giving rise to a number <strong>of</strong> reflections:<br />

• With a growing number <strong>of</strong> large and complex projects, and limited available resources to execute them, the adoption <strong>of</strong> new<br />

strategies based on risk sharing could attract new, smaller or more risk averse players, thus increasing competition and eventually<br />

lowering costs for the owner<br />

• In the context <strong>of</strong> a resource-constrained market, the way that PMCs are currently recruited and utilised may no longer be cost<br />

effective or technically satisfactory<br />

• The growing complexity <strong>of</strong> systems and the arrival on the market <strong>of</strong> new sources <strong>of</strong> supply, is challenging our procurement<br />

In the current energy market where large size complex projects are currently in different stages <strong>of</strong> development and execution over<br />

the next few years, resources comprising <strong>of</strong> manpower and vendor supplies will be strained to cope with the needs <strong>of</strong> these projects.<br />

This situation will create many technical and commercial risks that would need to be addressed and mitigated to ensure the projects’<br />

economical and timely completion. The last few years has seen a decline in the availability <strong>of</strong> qualified and experienced manpower<br />

resources in addition to changed dynamics in the way these manpower resources are being contracted and retained in current<br />

assignments. Furthermore, vendors have been increasingly qualifying their <strong>of</strong>fers opting more for standard supplied equipment to meet<br />

aggressive delivery schedules. Additionally, these market conditions may also cause vendors to compromise on their quality performance<br />

leading to long-term problems on delivered projects including those during commissioning <strong>of</strong> projects facilities.<br />

Current market conditions have increased the complexity <strong>of</strong> project execution and resulted in an impact on the way project management<br />

is undertaken today. As projects become larger and more complex, the effective management <strong>of</strong> them becomes proportionally more<br />

significant. In a resource constrained environment, strategies and changes must be evolved to achieve results within the predetermined<br />

time-frame. In today’s evolving market, fundamental changes are required to introduce new initiatives and tools that will bring immense<br />

benefits by attenuating organisational risks and improving the project execution on large and complex projects. This session will focus<br />

on the use <strong>of</strong> new technologies and innovative approaches and how they can be implemented to improve execution efficiency and bring<br />

benefitting results to both operators and the EPC contractors. The speakers at this session will bring on the floor for brain storming<br />

various case studies and lessons learnt from past projects.<br />

<strong>Workshop</strong> Guidelines<br />

Format<br />

Two (2) days <strong>of</strong> informal discussions prompted by selected keynote presentations and discussions. <strong>Workshop</strong>s maximise the exchange<br />

<strong>of</strong> ideas among attendees and presenters through brief technical presentations followed by extended Q&A periods. Focused topics<br />

attract an informed audience eager to discuss issues critical to advancing both technology and best practices. The majority <strong>of</strong> the<br />

presentations are in the form <strong>of</strong> case studies, highlighting engineering achievements and lessons learnt. In order to stimulate frank<br />

discussion, no proceedings are published and the press is not invited to attend.<br />

Breakout Sessions<br />

Attendees will be assigned to discussion groups on a random basis for the breakout sessions to maximise the opportunity to interact<br />

with other participants<br />

Documentation<br />

Poster Session<br />

The Steering Committee encourages registrations from pr<strong>of</strong>essionals who are able to prepare and present a poster on a relevant<br />

Attendance<br />

Registrations will be accepted on a first-come, first-serve basis. The Steering Committee encourages attendance from those who can<br />

contribute to the workshop most effectively either in discussions or with posters. A mix <strong>of</strong> attendees in terms <strong>of</strong> geographic origin,<br />

companies and disciplines will be encouraged.<br />

<strong>Workshop</strong> Deliverables<br />

• The Steering Committee will appoint a “scribe” to record the discussions and to produce the full workshop report for SPE.<br />

• This report will be circulated to all attendees as the workshop deliverable within 4–6 weeks following the workshop. The copyright <strong>of</strong><br />

the report is with SPE.<br />

• PowerPoint presentation materials will be posted on a specific SPE URL address after the workshop. Provision <strong>of</strong> the materials by<br />

the speakers will signify their permission for SPE to do so.<br />

Commercialism<br />

In keeping with ATW objectives and the SPE mission, commercialism in posters or presentations will not be permitted. Company logos<br />

must be limited to the title slide and used only to indicate the affiliation <strong>of</strong> the presenter and others involved in the work.<br />

Attendance Certificate<br />

All attendees will receive an attendance certificate attesting to their participation in the workshop. This certificate will be provided in<br />

exchange for a completed <strong>Workshop</strong> Questionnaire.<br />

Continuing Education Units<br />

Attendees at this workshop qualify for SPE Continuing Education Units (CEU) at the rate <strong>of</strong> 0.1 CEU per hour <strong>of</strong> the workshop.<br />
