was attracted by the <strong>in</strong>frastructure, services <strong>and</strong> fututre availability<br />

of feedstock: “From the po<strong>in</strong>t of view of the chemicals <strong>in</strong>dustry,<br />

a great advantage of S<strong>in</strong>gapore is the <strong>in</strong>tegration of the facilities.<br />

All our ma<strong>in</strong> raw materials are manufactured here, <strong>and</strong> soon we<br />

will have pipel<strong>in</strong>e access to several components – a major safety<br />

improvement” cont<strong>in</strong>ues Steve Stilliard. Mr. Stilliard, however,<br />

is keen to po<strong>in</strong>t out the dangers presented by the compet<strong>in</strong>g<br />

countries. With grow<strong>in</strong>g <strong>in</strong>vestment <strong>in</strong> the Middle East, attracted<br />

by cheap energy costs present<strong>in</strong>g a threat to S<strong>in</strong>gapore <strong>in</strong> the<br />

long term, Mr. Stilliard cautions that: “S<strong>in</strong>gapore has to be very<br />

careful to ma<strong>in</strong>ta<strong>in</strong> its competitiveness <strong>in</strong> terms of <strong>in</strong>tegration,<br />

<strong>in</strong>frastructure <strong>and</strong> overall ease of do<strong>in</strong>g bus<strong>in</strong>ess.” Others are not<br />

so concerned about the new developments <strong>in</strong> the region. “With<br />

regards to competition from, for example, India <strong>and</strong> Ch<strong>in</strong>a, I feel<br />

that the growth <strong>in</strong> those countries is so rapid that it may be difficult<br />

for them to build facilities at the same speed as their dem<strong>and</strong><br />

<strong>in</strong>creases. So I th<strong>in</strong>k those countries give us an opportunity rather<br />

than a challenge. Of course the chemical <strong>in</strong>dustry <strong>in</strong> India <strong>and</strong><br />

Ch<strong>in</strong>a will grow, but there will be a balance between dem<strong>and</strong><br />

growth <strong>and</strong> facilities <strong>in</strong> those countries so I th<strong>in</strong>k all the facilities<br />

that now supply those two countries will still have a good future<br />

for quite some time to come” reckons ExxonMobil’s Mr. Derk<br />

Jan Hartger<strong>in</strong>k.<br />

As the market for both commodity <strong>and</strong> especially specialty<br />

chemicals grows <strong>in</strong> Asia Pacific, S<strong>in</strong>gapore’s ability to supply to<br />

the region cost effectively <strong>and</strong> efficiently is a grow<strong>in</strong>g attraction.<br />

With less lead-time, manufacturers can respond quickly to the<br />

chang<strong>in</strong>g needs of the market.<br />

S<strong>in</strong>gapore’s location next to major<br />

palm producers is another key advantage<br />

for current <strong>and</strong> future producers. As<br />

EGS’s Mr. Ho expla<strong>in</strong>s: “Our bus<strong>in</strong>ess<br />

model focuses on our strength of be<strong>in</strong>g<br />

strategically located <strong>in</strong> S<strong>in</strong>gapore <strong>and</strong><br />

Jurong Isl<strong>and</strong>. We are between Malaysia<br />

<strong>and</strong> Indonesia, two of the largest palm<br />

oil producers <strong>in</strong> the world <strong>and</strong> one of the<br />

outlets for palm oil is natural alcohol.<br />

When you comb<strong>in</strong>e natural alcohol with<br />

ethylene oxide you come out with the basic<br />

component for the production of personal<br />

care products, like, shampoo, body lotions<br />

<strong>and</strong> other specialty chemicals. So we are<br />

really <strong>in</strong> a strategic location.”<br />

With fresh momentum provided by<br />

LANXESS’s recent announcement<br />

<strong>and</strong> the overwhelm<strong>in</strong>gly positive<br />

experience of manufacturers already<br />

operat<strong>in</strong>g <strong>in</strong> the market, other MNCs<br />

are consider<strong>in</strong>g tak<strong>in</strong>g the plunge or<br />

mak<strong>in</strong>g further <strong>in</strong>vestments. Follow<strong>in</strong>g<br />

the success of Evonik RohMax’s first<br />

Asian manufactur<strong>in</strong>g site, opened <strong>in</strong><br />

2008, Evonik is consider<strong>in</strong>g further<br />

opportunities. “Evonik views S<strong>in</strong>gapore<br />

as a potentially <strong>in</strong>terest<strong>in</strong>g place for<br />

<strong>in</strong>vestments, always f<strong>in</strong>ish<strong>in</strong>g among the<br />

top sites dur<strong>in</strong>g <strong>in</strong>ternal site screen<strong>in</strong>gs”<br />

confirms Mr. Peter Me<strong>in</strong>shausen,<br />

President, South East Asia, Australia<br />

<strong>and</strong> New Zeal<strong>and</strong> Region at Evonik.<br />

Huntsman <strong>and</strong> ExxonMobil are also both<br />

consider<strong>in</strong>g additional expansions.<br />

It seems that S<strong>in</strong>gapore’s chemical<br />

<strong>in</strong>dustry growth is back on track.<br />

Jurong Isl<strong>and</strong><br />

The centerpiece of the S<strong>in</strong>gaporean<br />

chemical <strong>in</strong>dustry, <strong>and</strong> for many<br />

companies the ma<strong>in</strong> attraction, is<br />

undoubtedly Jurong Isl<strong>and</strong>. Formed<br />

from seven separate isl<strong>and</strong>s, the<br />

development lays testament to the<br />

S<strong>in</strong>gaporean government’s level of<br />

<strong>in</strong>vestment, foresight <strong>and</strong> commitment<br />

to the petrochemical <strong>in</strong>dustry.<br />

Through its provision of <strong>in</strong>novative<br />

<strong>in</strong>tegrated services, allow<strong>in</strong>g plants<br />

to feed off each other through a<br />

centralized service corridor, the isl<strong>and</strong><br />

has attracted 96 different companies to<br />

date, <strong>in</strong>clud<strong>in</strong>g a plethora of prestigious<br />

<strong>in</strong>ternational heavyweights. In the face<br />

of grow<strong>in</strong>g competition from abroad<br />

<strong>and</strong> ris<strong>in</strong>g costs, service providers <strong>and</strong><br />

manufacturers are constantly look<strong>in</strong>g at<br />

new ways to <strong>in</strong>crease efficiency such as<br />

the isl<strong>and</strong> can provide.<br />

With considerable opportunities <strong>in</strong><br />

mid <strong>and</strong> downstream offered by the<br />

two upcom<strong>in</strong>g crackers from Shell <strong>and</strong><br />

ExxonMobil, the isl<strong>and</strong> is lay<strong>in</strong>g down<br />

further groundwork <strong>in</strong> preparation for an<br />

<strong>in</strong>flux of new players.<br />

In many ways the history of Jurong<br />

Isl<strong>and</strong> is that of the entire chemical<br />

<strong>in</strong>dustry. Mr. Heah Soon Poh, Biomedical<br />

& <strong>Chemical</strong>s Cluster Director at JTC<br />

Corporation, the government owned<br />

company responsible for the development<br />

of the project, expla<strong>in</strong>s Jurong Isl<strong>and</strong>’s<br />

history: “It actually started off as seven<br />

isl<strong>and</strong>s. There were ref<strong>in</strong>eries as early<br />

Jurong Isl<strong>and</strong> is currently home to many of the world’s lead<strong>in</strong>g chemical producers<br />

as late 60 <strong>and</strong> 70s, ExxonMobil <strong>and</strong><br />

SRC, which was a jo<strong>in</strong>t venture between<br />

Chevron <strong>and</strong> SPC. S<strong>in</strong>ce then we wanted<br />

to develop the petrochemical <strong>in</strong>dustry.<br />

From an economic po<strong>in</strong>t of view we saw<br />

it to be quite stable <strong>and</strong> a good base on<br />

which S<strong>in</strong>gapore’s economy could grow.<br />

In 1982 Sumitomo <strong>and</strong> the S<strong>in</strong>gapore<br />

government started the PCS cracker. That<br />

was really the start of the petrochemical<br />

<strong>in</strong>dustry. We had a long-term vision that<br />

with a cracker <strong>in</strong> place we could start<br />

develop<strong>in</strong>g downstream activities. Jurong<br />

Isl<strong>and</strong> seemed a natural place to develop<br />

the <strong>in</strong>dustry, as that’s where the cracker<br />

<strong>and</strong> ref<strong>in</strong>eries were already based. That’s<br />

when the government took a very longterm<br />

view <strong>and</strong> had the vision to jo<strong>in</strong> the<br />

seven isl<strong>and</strong>s together.”<br />

Consider<strong>in</strong>g the lack of players, limited<br />

natural resources <strong>and</strong> considerable<br />

technical <strong>and</strong> f<strong>in</strong>ancial requirements,<br />

the idea was a visionary <strong>and</strong> bold move.<br />

Albeit one which has paid off <strong>in</strong> the long<br />

term. With l<strong>and</strong> reclamation start<strong>in</strong>g <strong>in</strong><br />

1995 <strong>and</strong> the facility officially open<strong>in</strong>g<br />

<strong>in</strong> 2000, last year saw the completion of<br />

the l<strong>and</strong> reclamation, <strong>in</strong> a testament to<br />

S<strong>in</strong>gaporean efficiency, 20 years ahead<br />

of schedule. From the orig<strong>in</strong>al size of<br />

9.91 km² l<strong>and</strong> area on the isl<strong>and</strong> has been<br />

tripled to 32 km².<br />

A list of the current occupants of the<br />

isl<strong>and</strong> reads like a Who’s Who of the<br />

global chemical <strong>in</strong>dustry. The isl<strong>and</strong><br />

has so far attracted a broad range of<br />

mult<strong>in</strong>ational corporations <strong>in</strong>clud<strong>in</strong>g:<br />

Chevron Philips, Eastman <strong>Chemical</strong>,<br />

ExxonMobil, Huntsman, Akzo Nobel,<br />

BASF, Lucite, Evonik RohMax, Mitsui<br />

<strong>Chemical</strong>s, Sumitomo <strong>Chemical</strong> <strong>and</strong><br />

Asahi Kasei.<br />
