18.1 Complete an<br />
energy efficiency<br />
scheme,<br />

A database of local landlords has been compiled using<br />
LHA / <strong>Council</strong> Tax records and will continue to be updated<br />
via a range of sources such as enforcement activity, the<br />
rent guarantee scheme and grant activity.<br />
Successes<br />
<strong>Council</strong> Tax discount scheme in partnership with British<br />
Gas have operated from 2006 onward and offers £125<br />
council tax discount incentive for ‘able to pay’ households.<br />
Vulnerable households are targeted for loft and cavity<br />
wall insulation and heating improvements through<br />
Heatsavers and Warmfront. 984 vulnerable households<br />
received insulation measures in 2006/07 and a further 344<br />
vulnerable households received measures in 2007/08.<br />
Renewable loan scheme launched for 2007 – to provide<br />
loan assistance up to £4K for private residents wishing to<br />
install renewable energy schemes such as solar panels in<br />
their home. We have completed 3 loan installations to date.<br />
18.2 Energy<br />
Publicity Day<br />
One or more Energy Publicity days are organised each<br />
year to raise awareness of energy conservation and<br />
to help private households. A new partner, Marches<br />
Energy Agency will be available through the Local<br />
Authority Energy Partnership in <strong>2009</strong> to carry out further<br />
promotional work in the local Carbon Village and through<br />
out the district with their ‘Light Fantastic’ publicity bus.<br />
