FROM THE DESK OF THE CVO<br />

It gives me immense pleasure to present a usable compendium of<br />

circulars/instructions that when followed in letter and spirit can infuse a<br />

culture of ‘preventive vigilance’ which undoubtedly is the heart and soul of<br />

effective vigilance administration. It is a settled principle that “ignorance of law<br />

cannot stand as an excuse for not obeying the law”. Naturally, it is in the best<br />

interest of all concerned that there is a constant endeavour to update oneself<br />

with all relevant laws, rules and guidelines. This is in accordance with the age<br />

old principle that working with conscious knowledge is the best form of work.<br />

This compendium has been compiled with these principles in mind.<br />

The compendium is in the nature of a small but meaningful step<br />

undertaken by the vigilance wing of <strong>CCL</strong> wherein an attempt has been made to<br />

compile a ready reference which brings together all the relevant CVC circulars,<br />

internal departmental circulars, case studies etc. However, as a disclaimer it<br />

must be added that this compendium by no means claims to be so exhaustive<br />

that it does not leave out any relevant information, orders etc. All the same it<br />

will be our constant endeavour to make this compendium as exhaustive as<br />

possible and in this direction one of the steps contemplated is an annual<br />

updating. One of the innovative steps proposed is the user interface in<br />

developing this compendium in the future. For this it is requested that all users<br />

within <strong>CCL</strong> are free to study the compendium in the future. For this it is<br />

requested that all users within <strong>CCL</strong> are free to study the compendium<br />

physically or online at www.ccl.gov.in and send in their suggestions for future<br />

updating.<br />

I take this opportunity to express my gratitude to all concerned who<br />

helped compile this compendium with dedication and sincerity.<br />
