Excerpts of the investigation report into a complaint regarding false reporting of coal<br />
output and thereafter booking the over-reported quantity in the name of manual<br />
loaders in an OCP.<br />
1. The subject investigation was an outcome of a complaint forwarded to <strong>CCL</strong> <strong>Vigilance</strong> by<br />
the CVC for conducting an investigation into the subject complaint. The salient points<br />
contained in the aforesaid complaint were as under:<br />
• An OCP of a <strong>CCL</strong> mine has a manual section, where coal is manually loaded in the<br />
trucks on daily basis in two shifts.<br />
• In the two shifts, about 50 trips of coal are falsely shown as manually loaded by the shift<br />
supervisors in collusion with other officials of the Project.<br />
• In lieu of each false trip, certain amount was falsely paid to the crew in the name of which<br />
said false trip is booked.<br />
• Amount thus generated by false booking of trips is distributed among all the officials of<br />
the Project, who are involved in this malpractice.<br />
Thus the main allegation of the subject complaint was that the manually loaded trips at<br />
the said OCP are over reported and subsequently these over-reported trips are falsely<br />
booked in the name of Loading Dangals for payments.<br />
2. The allegation made in the subject complaint that manually loaded trips at the said OCP<br />
are over reported and subsequently these over-reported trips are falsely booked in the<br />
name of Loading Dangals for payments, could not be substantiated. However certain<br />
serious lacunae were detected in the prevailing system of coal mining, maintenance of<br />
related records, billing of manually loaded quantity etc. at the said OCP, which provides<br />
scopes for manipulations in the recording and report of manually loaded trucks. These<br />
lacunae are:-<br />
2.1 Non-weighment of manually loaded trucks:<br />
a. It is seen that the manually loaded trucks are not weighed before dumping the coal loaded<br />
in it. Although the loaders are paid on the basis of cubic feet of coal they load on a premeasured<br />
truck but still it needs to be ensured by reliable means that whether the truck<br />
was loaded fully or not. Only reliable method to ensure the loading of manually loaded<br />
trucks up to their rated capacity is to weigh it. Moreover the weighment of manually<br />
loaded trucks is also required for calculating the amount to be paid to the contractor for<br />
transportation of manually loaded quantity.<br />
b. In view of the above it was recommended that all the coal loaded contractual trucks<br />
(whether loaded manually or contractually) should be weighed so as to ensure that :<br />
• Manually loaded trucks are filled up to its rated capacity.
