conference in Sweden (October 4-5, 2010), in which<br />

he examines <strong>Russian</strong> perspectives on network-centric<br />

warfare.<br />

ANDREI SHOUMIKHIN is Senior Analyst at the<br />

National Institute for Public Policy. His previous assignments<br />

were as Director of the Washington Office<br />

of the Moscow Public Science Foundation <strong>and</strong> coordinator<br />

of the Foundation’s projects in the United States;<br />

he was associated with the Institute of USA <strong>and</strong> Canada<br />

Studies of the <strong>Russian</strong> Academy of Sciences <strong>and</strong><br />

headed the USA Institute’s Center for the Middle East<br />

<strong>and</strong> Conflict Resolution. Dr. Shoumikhin was responsible<br />

for analyses of U.S. foreign policy <strong>and</strong> the preparation<br />

of analyses <strong>and</strong> recommendations for use by<br />

the <strong>Russian</strong> president, parliamentary committees, <strong>and</strong><br />

various ministries, with special emphasis on conflict<br />

resolution <strong>and</strong> the relationship between the United<br />

States, Russia, <strong>and</strong> the developing world. He was<br />

President of the Center for Conflict Resolution <strong>and</strong><br />

also served as an interpreter for the United Nations<br />

Secretariat <strong>and</strong> the Central Committee of the Communist<br />

Party in Moscow. Dr. Shoumikhin is a graduate<br />

of the Moscow Institute for Foreign Languages <strong>and</strong> the<br />

United Nations Translation <strong>and</strong> Interpreter Course.<br />

He holds a Ph.D. in political science from the Institute<br />

of USA <strong>and</strong> Canada Studies.<br />

NIKOLAI N. SOKOV is a Senior Research Associate<br />

at James Martin Center for Nonproliferation<br />

Studies at Monterey Institute of International Studies,<br />

a Graduate School of Middlebury College. He<br />

worked at the Institute of U.S. <strong>and</strong> Canadian Studies<br />
