Notes:<br />

1. New START counting rules count each bomber as a single<br />

weapon (warhead) although bombers actually carry more than<br />

one weapon.<br />

2. Under New START each state is permitted to deploy a maximum<br />

number of 700 operational launchers <strong>and</strong> to maintain up to<br />

100 additional nondeployed launchers.<br />
