85. Dvorkin is a recognized authority on these issues. He was
one of the authors of all major documents related to the Strategic
Rocket Forces (SRF). He was an expert involved in preparing
SALT II, the INF Treaty, START I, and START II. He made a significant
contribution to Soviet and Russian strategic arms reduction
talks, and from 1962 to 2001 he worked in the 4th Central
Research Institute of the Soviet and Russian Defense Ministries,
heading the institute in 1993-2001.
