Karnataka Government’s formati<strong>on</strong> of road safety<br />
authority, op<str<strong>on</strong>g>in</str<strong>on</strong>g>ed that there is a need for similar<br />
<str<strong>on</strong>g>Road</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> Boards <str<strong>on</strong>g>in</str<strong>on</strong>g> all states and Centre. <str<strong>on</strong>g>Road</str<strong>on</strong>g><br />
<str<strong>on</strong>g>Safety</str<strong>on</strong>g> must be an <str<strong>on</strong>g>in</str<strong>on</strong>g>tegral part of all upcom<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
projects and requisite funds must be allocated<br />
to address it. A composite <str<strong>on</strong>g>Road</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> Acti<strong>on</strong><br />
Plan needs to be an <str<strong>on</strong>g>in</str<strong>on</strong>g>tegral part of all projects,<br />
he added.<br />
Mr. Mike Patrick, Director-Corporate Resp<strong>on</strong>sibility,<br />
TNT <str<strong>on</strong>g>in</str<strong>on</strong>g> his address stressed <strong>on</strong> the need for<br />
develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g an acti<strong>on</strong> plan and m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
performance.<br />

<str<strong>on</strong>g>Road</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> Partnership (GRSP) observed that<br />
road safety is a man-made hazard. He called for<br />
c<strong>on</strong>certed efforts particularly am<strong>on</strong>g the three most<br />
important pillars i.e. civil society, government and<br />
bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess to steer a change. Civil society has an<br />
important role <str<strong>on</strong>g>in</str<strong>on</strong>g> rais<str<strong>on</strong>g>in</str<strong>on</strong>g>g its voice and garner<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />
a movement, bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess has enormous stake and<br />
government has a social obligati<strong>on</strong>, he added.<br />
Mr. B H Anil Kumar, Manag<str<strong>on</strong>g>in</str<strong>on</strong>g>g Director,<br />
Karnataka <str<strong>on</strong>g>Road</str<strong>on</strong>g> Development Corporati<strong>on</strong> Limited<br />
highlighted the need for capacity build<str<strong>on</strong>g>in</str<strong>on</strong>g>g at<br />
all levels, be it highway eng<str<strong>on</strong>g>in</str<strong>on</strong>g>eers, transport<br />
departments, NGO’s, police, etc.. He also called<br />
for an <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al system to avoid multiplicity<br />
of enforcement agencies and a periodical &<br />
regular assessment of assets <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g signage<br />
boards/ warn<str<strong>on</strong>g>in</str<strong>on</strong>g>gs. Present<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives that<br />
Government of Karnataka has taken <strong>on</strong> road safety,<br />
he stated that a state level authority <strong>on</strong> Traffic and<br />
Transportati<strong>on</strong> is already <str<strong>on</strong>g>in</str<strong>on</strong>g> place headed by Chief<br />
Secretary. Similarly at district level, <str<strong>on</strong>g>Road</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g><br />
Council is headed by Collector and Super<str<strong>on</strong>g>in</str<strong>on</strong>g>tendent<br />
of Police. The Government of Karnataka has also<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>corporated specific chapter <strong>on</strong> road safety <str<strong>on</strong>g>in</str<strong>on</strong>g><br />
PWD manuals which <str<strong>on</strong>g>in</str<strong>on</strong>g>cludes c<strong>on</strong>structi<strong>on</strong> and<br />
work z<strong>on</strong>e safety.<br />
Mr. Atul Kumar, Chief General Manager, Nati<strong>on</strong>al<br />
Highways Authority of India emphasized <strong>on</strong> the<br />
need for proper accident analysis and reports to<br />
assess the reas<strong>on</strong>s for road accidents. He stated<br />
that the Nati<strong>on</strong>al Highways Authority of India<br />
has embarked up<strong>on</strong> a programme to get the road<br />
audits d<strong>on</strong>e <strong>on</strong> nati<strong>on</strong>al highways. The audit would<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>clude work z<strong>on</strong>e safety audit apart from traffic<br />
audit. The low and medium cost issues identified<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g> the audit, would be addressed through O&M<br />
and high cost issues would be addressed through<br />
provisi<strong>on</strong> of 4 and 6- lan<str<strong>on</strong>g>in</str<strong>on</strong>g>g, underpasses, flyovers,<br />
etc. He further <str<strong>on</strong>g>in</str<strong>on</strong>g>formed the audience that<br />
NHAI, with the assistance of the World Bank, is<br />
appo<str<strong>on</strong>g>in</str<strong>on</strong>g>t<str<strong>on</strong>g>in</str<strong>on</strong>g>g an <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al <str<strong>on</strong>g>Road</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> Advisor<br />
