Time of Day Periods Allow for region-specific definitions of the peak period • Longer peak periods observed in urban areas Define periods on the basis of: • Observed diurnal patterns (surveys, traffic counts) • Transit levels of service • Levels of congestion (today) • Levels of congestion (future) – leave room for peak spreading
