These notes apply to <strong>the</strong> <strong>arrangements</strong> <strong>for</strong> Examiners designated as External Examiners<br />

<strong>for</strong> <strong>the</strong> following examinati<strong>on</strong>s:<br />

Preliminary and Qualifying examinati<strong>on</strong>s;<br />

H<strong>on</strong>ours examinati<strong>on</strong>s;<br />

Examinati<strong>on</strong>s <strong>for</strong> <strong>the</strong> degrees of LL.M., M.B.A., Mus.B., MEng, MSci, MASt, M.B., B.Chir.,<br />

Vet. M.B. and B.Th.;<br />

Examinati<strong>on</strong>s <strong>for</strong> all Diplomas except those in Internati<strong>on</strong>al Law, and in Legal Studies, and<br />

those <strong>for</strong> n<strong>on</strong>-members (offered by <strong>the</strong> Institute of C<strong>on</strong>tinuing Educati<strong>on</strong>, Language<br />

Centre, Divinity, and CPSL);<br />

Postgraduate Certificates and Diplomas in Educati<strong>on</strong>;<br />

Certificates in Humanities Computing <strong>for</strong> Languages, and in Modern Languages.<br />

The guidance comes in three parts:<br />

1. <strong>for</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>s and comparable authorities: Guidelines <strong>on</strong> <strong>the</strong> appointment of<br />

External Examiners<br />

2. <strong>for</strong> Chairs of Examiners: Guidelines <strong>on</strong> <strong>the</strong> use of External Examiners in University<br />

examinati<strong>on</strong>s<br />

3. <strong>for</strong> External Examiners: <str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> duties, as outlined by <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>, and<br />

<str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>for</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>s and comparable authorities<br />

1. Guidelines <strong>on</strong> <strong>the</strong> appointment of External Examiners<br />

Types of External Examiners<br />

There are two types of External Examiners, outlined below:<br />

Moderating External Examiner<br />

Moderating External Examiners are appointed by <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> to fulfil <strong>the</strong> duties<br />

outlined in Appendix A <strong>for</strong> all or part of <strong>the</strong> examinati<strong>on</strong> to which <strong>the</strong>y are appointed (which<br />

may include all of <strong>the</strong> papers <strong>for</strong> <strong>on</strong>e subject in, <strong>for</strong> example, MML, MVST or NST). It is<br />

anticipated that, wherever possible, no more than two Moderating External Examiners<br />

will be appointed <strong>for</strong> each examinati<strong>on</strong>. Moderating External Examiners should be able to<br />

comment in <strong>the</strong>ir final report <strong>on</strong> <strong>the</strong> comparability of standards of <strong>the</strong> examinati<strong>on</strong>, with<br />

respect to <strong>the</strong> standards of courses in o<strong>the</strong>r higher educati<strong>on</strong> instituti<strong>on</strong>s.<br />

The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> is aware, however, that in some examinati<strong>on</strong>s it is likely that more than<br />

two Moderating External Examiners are needed to ensure a complete overview of <strong>the</strong> course<br />

and its assessment because of <strong>the</strong> multiplicity of opti<strong>on</strong>s and <strong>the</strong> complexity of <strong>the</strong><br />

examinati<strong>on</strong>. In <strong>the</strong>se circumstances, <strong>the</strong> number of Moderating External Examiners will be<br />

agreed between <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> and <strong>the</strong> nominating body be<strong>for</strong>e appointment. Each<br />

Moderating External Examiner will be expected to report in <strong>the</strong> manner outlined above,<br />

indicating (if appropriate) <strong>the</strong> areas of <strong>the</strong> examinati<strong>on</strong> <strong>on</strong> which <strong>the</strong>y are commenting.<br />

External Examiner<br />

In some examinati<strong>on</strong>s, an External Examiner may be appointed <strong>for</strong> a single element of <strong>the</strong><br />

examinati<strong>on</strong> (e.g. to mark <strong>the</strong> scripts of a single paper or c<strong>on</strong>duct per<strong>for</strong>mance or practical<br />

tests). In <strong>the</strong>se cases, it is unlikely that <strong>the</strong> External Examiner would be able to comment <strong>on</strong><br />

<strong>the</strong> overall per<strong>for</strong>mance of candidates and <strong>the</strong> standard of <strong>the</strong> whole examinati<strong>on</strong>. External<br />

Examiners will be required to fulfil <strong>the</strong> duties outlined in Appendix A <strong>for</strong> <strong>the</strong> part of <strong>the</strong><br />

examinati<strong>on</strong> <strong>for</strong> which <strong>the</strong>y are appointed and to report <strong>on</strong> <strong>the</strong> fairness of <strong>the</strong> assessment<br />

and <strong>the</strong> standards of <strong>the</strong> candidates <strong>for</strong> that part of <strong>the</strong> examinati<strong>on</strong>.<br />

Note: Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>s may also wish to appoint people <strong>external</strong> to <strong>the</strong> University to act, <strong>for</strong><br />

example, as sec<strong>on</strong>d markers <strong>on</strong>ly. In <strong>the</strong>se circumstances, where:<br />

• <strong>the</strong> pers<strong>on</strong> is not expected to take resp<strong>on</strong>sibility <strong>for</strong> <strong>the</strong> overall c<strong>on</strong>duct of <strong>the</strong><br />

examinati<strong>on</strong> or <strong>the</strong> classing decisi<strong>on</strong>s <strong>for</strong> individual candidates, and:<br />

• <strong>the</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> does not c<strong>on</strong>sider it appropriate or necessary <strong>for</strong> <strong>the</strong> appointed pers<strong>on</strong><br />

to report <strong>on</strong> <strong>the</strong> fairness of <strong>the</strong> assessment and <strong>the</strong> standards of <strong>the</strong> candidates <strong>for</strong> that<br />

part of <strong>the</strong> examinati<strong>on</strong>.<br />

These “<strong>external</strong>” people should be appointed as Assessors and will be paid <strong>the</strong> appropriate<br />

University rates.<br />

Additi<strong>on</strong>al duties<br />

The duties outlined in Appendix A are c<strong>on</strong>sidered to be <strong>the</strong> minimum requirements <strong>for</strong> <strong>the</strong><br />

duties of a Moderating External Examiner or an External Examiner; a Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or o<strong>the</strong>r<br />

authority may choose to enhance <strong>the</strong> role with o<strong>the</strong>r duties and resp<strong>on</strong>sibilities and should<br />

clearly outline to <strong>the</strong> individual External Examiners <strong>on</strong> appointment what <strong>the</strong>se revised duties<br />

and resp<strong>on</strong>sibilities are. Any revised role should also be communicated by <strong>the</strong> Faculty<br />

<str<strong>on</strong>g>Board</str<strong>on</strong>g> or comparable authority to Educati<strong>on</strong>al and Student Policy.<br />

Nominati<strong>on</strong> and appointment<br />

The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> is resp<strong>on</strong>sible <strong>for</strong> appointing all Examiners, including External Examiners<br />

and Moderating External Examiners. Examiners are appointed <strong>for</strong> <strong>on</strong>e year at a time, but<br />

may be re-appointed <strong>on</strong> <strong>the</strong> nominati<strong>on</strong> of <strong>the</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or comparable authority<br />

c<strong>on</strong>cerned. No Examiner shall normally serve <strong>for</strong> more than three c<strong>on</strong>secutive years <strong>for</strong> a<br />

particular examinati<strong>on</strong> and <strong>the</strong>reafter may not be appointed until a period of five years has<br />

elapsed; excepti<strong>on</strong>s to this rule may be possible if a nominating body can dem<strong>on</strong>strate that<br />

<strong>the</strong>re are special circumstances (e.g. in a minority subject). To allow sufficient time <strong>for</strong> <strong>the</strong><br />

proper per<strong>for</strong>mance of <strong>the</strong>ir duties, individuals should normally be expected to hold not more<br />

than two Moderating External Examinerships or o<strong>the</strong>r External Examinerships at first degree<br />

level c<strong>on</strong>currently.<br />

For most examinati<strong>on</strong>s leading to, or c<strong>on</strong>tributing to, a University award, <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g><br />

shall appoint at least <strong>on</strong>e Moderating External Examiner and a sufficient number of o<strong>the</strong>r<br />

Moderating External Examiners and/or External Examiners to ensure that <strong>the</strong> quality and<br />

standards of <strong>the</strong> course and examinati<strong>on</strong> are thoroughly scrutinised (see table below). The<br />

<str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> may, in c<strong>on</strong>sultati<strong>on</strong> with <strong>the</strong> relevant Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or o<strong>the</strong>r authority, agree<br />

to o<strong>the</strong>r <strong>arrangements</strong> to ensure that <strong>the</strong> quality and standards of <strong>the</strong> examinati<strong>on</strong> are<br />

appropriate.<br />

each External Examiner is aware of <strong>the</strong> o<strong>the</strong>r appointments.<br />

They will jointly be expected to undertake <strong>the</strong>ir assigned duties and<br />

submit independent reports commenting <strong>on</strong> <strong>the</strong> points above.<br />

Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>s and comparable authorities should ensure that each<br />

External Examiner is aware of <strong>the</strong> o<strong>the</strong>r appointments. In additi<strong>on</strong>,<br />

<strong>the</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or comparable authority must indicate to <strong>the</strong><br />

<str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>:<br />

• how it will ensure <strong>the</strong>re is appropriate moderati<strong>on</strong> across <strong>the</strong><br />

examinati<strong>on</strong>;<br />

• how it will take a collective view of and resp<strong>on</strong>d to <strong>the</strong> reports of<br />

<strong>the</strong> individual Moderating External Examiners.<br />

All Moderating External Examiners and/or External Examiners are appointed <strong>on</strong> <strong>the</strong> basis<br />

that <strong>the</strong>y are (with <strong>the</strong> internal Examiners) equal members of a <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners.<br />

To ensure <strong>the</strong> suitability of appointment, <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> may request a statement of<br />

support <strong>for</strong> appointment or reappointment from <strong>the</strong> nominating Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or o<strong>the</strong>r<br />

authority; such a statement would normally include a current CV <strong>for</strong> <strong>the</strong> nominated pers<strong>on</strong><br />

and an indicati<strong>on</strong> of <strong>the</strong>ir suitability <strong>for</strong> <strong>the</strong> role.<br />

Suitability of nominati<strong>on</strong>s<br />

Care should be taken to avoid nominati<strong>on</strong>s where c<strong>on</strong>flicts of interest (ei<strong>the</strong>r professi<strong>on</strong>al or<br />

pers<strong>on</strong>al) may arise. The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> will c<strong>on</strong>sider such appointments <strong>on</strong> a case-by-case<br />

basis. In line with <strong>the</strong> UK Quality Code <strong>for</strong> Higher Educati<strong>on</strong>, <strong>the</strong> following points should be<br />

noted:<br />

• A Moderating External Examiner or External Examiner shall not hold an office in <strong>the</strong><br />

University, or a Fellowship or some office or post in a College and should not teach any<br />

course of instructi<strong>on</strong> which <strong>for</strong>ms part of <strong>the</strong> teaching programme <strong>for</strong> <strong>the</strong> examinati<strong>on</strong><br />

c<strong>on</strong>cerned;<br />

• Former members of staff and students of <strong>the</strong> University shall not be eligible to become<br />

Moderating External Examiners or External Examiners until at least five years have<br />

passed since <strong>the</strong>ir departure;<br />

• Retirees can be c<strong>on</strong>sidered provided <strong>the</strong>y have sufficient evidence of c<strong>on</strong>tinuing<br />

involvement in <strong>the</strong> academic area in questi<strong>on</strong>;<br />

• Reciprocal <strong>arrangements</strong> between Examiners from Cambridge instituti<strong>on</strong>s and o<strong>the</strong>r<br />

instituti<strong>on</strong>s should be avoided, wherever possible;<br />

• An Examiner being succeeded by ano<strong>the</strong>r from <strong>the</strong> same instituti<strong>on</strong> should also be<br />

avoided and no more than <strong>on</strong>e External Examiner <strong>for</strong> an examinati<strong>on</strong> should be<br />

appointed from <strong>the</strong> same instituti<strong>on</strong>;<br />

• To avoid potential c<strong>on</strong>flicts of interest, <strong>external</strong> <strong>examiners</strong> should not be appointed if<br />

<strong>the</strong>y are covered by any of <strong>the</strong> following categories: near relative of a member of staff or<br />

student involved with <strong>the</strong> programme of study, an examiner <strong>on</strong> a cognate course in <strong>the</strong><br />

instituti<strong>on</strong>, any<strong>on</strong>e closely associated with <strong>the</strong> sp<strong>on</strong>sorship of students <strong>on</strong> <strong>the</strong> course,<br />

any<strong>on</strong>e closely associated with placements or training, any<strong>on</strong>e required to assess<br />

colleagues who are recruited as students to <strong>the</strong> programme of study, any<strong>on</strong>e in a<br />

positi<strong>on</strong> to influence significantly <strong>the</strong> future of students <strong>on</strong> <strong>the</strong> programme of study, or<br />

any<strong>on</strong>e who has been directly involved as an <strong>external</strong> member of a validati<strong>on</strong> panel <strong>for</strong><br />

<strong>the</strong> programme;<br />

• The appointment of more than <strong>on</strong>e External Examiner from <strong>the</strong> same department of an<br />

instituti<strong>on</strong> should be avoided.<br />

Although seniority is not, in itself, a necessary qualificati<strong>on</strong> <strong>for</strong> appointment as a Moderating<br />

External Examiner or External Examiner, those appointed should normally be pers<strong>on</strong>s of<br />

seniority and must certainly have appropriate experience and/or knowledge and <strong>the</strong> ability to<br />

command respect in <strong>the</strong> subject. In certain circumstances, it is appropriate that pers<strong>on</strong>s from<br />

outside <strong>the</strong> higher educati<strong>on</strong> system, e.g. from industry or <strong>the</strong> professi<strong>on</strong>s, be invited to act.<br />

Every External Examiner will be expected to have:<br />

• Competence and experience in <strong>the</strong> field covered by <strong>the</strong> course<br />

• Academic qualificati<strong>on</strong>s/professi<strong>on</strong>al qualificati<strong>on</strong>s to at least <strong>the</strong> level of <strong>the</strong> qualificati<strong>on</strong><br />

being <strong>external</strong>ly examined<br />

• Experience of setting examinati<strong>on</strong>s and running assessment procedures (ei<strong>the</strong>r<br />

<strong>external</strong>ly or internally)<br />

• Familiarity with <strong>the</strong> standard to be expected of students in <strong>the</strong> course to be examined<br />

• Fluency in English<br />

• Meet <strong>the</strong> criteria set out by professi<strong>on</strong>al and accrediting bodies<br />

• Awareness of modern developments in <strong>the</strong> design and delivery of <strong>the</strong> flexible curriculum<br />

• Expertise in <strong>the</strong> enhancement of <strong>the</strong> student experience<br />

Due care should be taken by <strong>the</strong> Faculty or Department c<strong>on</strong>cerned that adequate inducti<strong>on</strong><br />

<strong>for</strong> <strong>the</strong> role of Moderating External Examiner or External Examiner has been undertaken by<br />

each pers<strong>on</strong> nominated.<br />

Suitability of re-appointment<br />

Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>s and comparable authorities should review <strong>the</strong> c<strong>on</strong>duct of <strong>the</strong> External<br />

Examiners be<strong>for</strong>e nominating <strong>the</strong>m <strong>for</strong> re-appointment. In particular, <strong>the</strong>y should bear in<br />

mind <strong>the</strong> requirements <strong>for</strong> <strong>the</strong> submissi<strong>on</strong> of appropriate reports <strong>for</strong> quality assurance and<br />

public reporting requirements. The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> may choose not to re-appoint a<br />

Moderating External Examiner who has not fulfilled his or her reporting duties from <strong>the</strong><br />

previous year.<br />

The External Examiners’ Reports<br />

All External Examiners’ Reports should be made available to students, with <strong>the</strong> excepti<strong>on</strong> of<br />

any c<strong>on</strong>fidential report which may be made to <strong>the</strong> Vice-Chancellor.<br />

The Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g>, or comparable authority, should decide how best to share <strong>the</strong> reports<br />

with its students and how to make <strong>the</strong>m aware of <strong>the</strong> reports.<br />

2. Guidelines <strong>on</strong> use of External Examiners in University examinati<strong>on</strong>s<br />

Duties and resp<strong>on</strong>sibilities of External Examiners<br />

Chairs of Examiners are asked to familiarise <strong>the</strong>mselves with Secti<strong>on</strong> 3 of this guidance.<br />

Attenti<strong>on</strong> is also drawn to <strong>the</strong> UK Quality Code <strong>for</strong> Higher Educati<strong>on</strong>, Chapter 7: External<br />

Examining.<br />

The duties outlined in Appendix A are c<strong>on</strong>sidered to be <strong>the</strong> minimum requirements <strong>for</strong> <strong>the</strong><br />

duties of a Moderating External Examiner and an External Examiner; a Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or<br />

comparable authority may choose to enhance <strong>the</strong> role with o<strong>the</strong>r duties and resp<strong>on</strong>sibilities<br />

and should clearly outline to <strong>the</strong> individual External Examiners where <strong>the</strong> duties have<br />

departed from <strong>the</strong> defined role.<br />

Reporting requirements <strong>for</strong> Moderating External Examiners and External Examiners<br />

To fulfil <strong>the</strong>ir duties, all External Examiners are required to submit a written report and<br />

coversheet at <strong>the</strong> c<strong>on</strong>clusi<strong>on</strong> of each examinati<strong>on</strong>. The “report coversheet” is provided to<br />

<strong>the</strong>m <strong>on</strong> appointment 1 .<br />

The report, al<strong>on</strong>g with <strong>the</strong> coversheet, will be submitted by <strong>the</strong> External Examiner to <strong>the</strong><br />

Vice-Chancellor: this will be <strong>for</strong>warded to ei<strong>the</strong>r <strong>the</strong> Secretary of <strong>the</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or <strong>the</strong><br />

Head of Department 2 associated with <strong>the</strong> examinati<strong>on</strong>, and an individual resp<strong>on</strong>se to each<br />

External Examiner is expected from <strong>the</strong>m. The Secretary of <strong>the</strong> Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or Head of<br />

Department is advised to c<strong>on</strong>sult with relevant bodies (including <strong>the</strong> Chair or <str<strong>on</strong>g>Board</str<strong>on</strong>g> of<br />

Examiners) be<strong>for</strong>e replying. Fur<strong>the</strong>r in<strong>for</strong>mati<strong>on</strong> about <strong>the</strong> University procedures <strong>for</strong> <strong>the</strong><br />

c<strong>on</strong>siderati<strong>on</strong> of External Examiners’ reports is provided as Appendix C, and <strong>on</strong> <strong>the</strong> website<br />

of Educati<strong>on</strong>al and Student Policy:<br />

• in<strong>for</strong>mati<strong>on</strong> <strong>on</strong> marking schemes and classing c<strong>on</strong>venti<strong>on</strong>s;<br />

• copies of recent External Examiners’ reports and any resp<strong>on</strong>ses.<br />

You should also offer to discuss with your External Examiner(s) particular aspects of <strong>the</strong><br />

duties required of <strong>the</strong>m be<strong>for</strong>e <strong>the</strong> examinati<strong>on</strong>s procedures begin. Appendix A highlights a<br />

number of such points. This is particularly important <strong>for</strong> a new External Examiner, who may<br />

not be familiar with <strong>the</strong> University’s examinati<strong>on</strong> <strong>arrangements</strong>.<br />

3. <str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>for</strong> External Examiners <strong>on</strong> <strong>the</strong>ir role and resp<strong>on</strong>sibilities<br />

Introducti<strong>on</strong><br />

You should be in<strong>for</strong>med <strong>on</strong> appointment whe<strong>the</strong>r you are a “Moderating External Examiner”<br />

or an “External Examiner”; <strong>the</strong> main distincti<strong>on</strong> between <strong>the</strong>se is that External Examiners are<br />

appointed <strong>for</strong> a single element of <strong>the</strong> examinati<strong>on</strong> (e.g. to mark <strong>the</strong> scripts of a single paper<br />

or c<strong>on</strong>duct per<strong>for</strong>mance or practical tests). The following guidance applies equally to both<br />

appointments.<br />

You should be c<strong>on</strong>tacted by a Chair of Examiners <strong>for</strong> your examinati<strong>on</strong> and should liaise<br />

with him or her in most matters. On completi<strong>on</strong> of your duties, you are requested to submit a<br />

written report to <strong>the</strong> Vice-Chancellor 3 al<strong>on</strong>g with a report coversheet 4 , who will arrange <strong>for</strong> it<br />

to be c<strong>on</strong>sidered by both <strong>the</strong> Faculty or Department resp<strong>on</strong>sible <strong>for</strong> <strong>the</strong> examinati<strong>on</strong> and by<br />

<strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> (see Appendix C or <strong>the</strong> Educati<strong>on</strong>al and Student Policy website 5 <strong>for</strong><br />

fur<strong>the</strong>r details).<br />

As a Moderating External Examiner or as an External Examiner, you are appointed as an<br />

equal member of a <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners, who are appointed as a body to propose and settle<br />

<strong>the</strong> examinati<strong>on</strong> requirements and draw up a list of successful candidates, within <strong>the</strong><br />

regulati<strong>on</strong>s <strong>for</strong> <strong>the</strong> examinati<strong>on</strong> c<strong>on</strong>cerned. All decisi<strong>on</strong>s are made as a c<strong>on</strong>sensus of <strong>the</strong><br />

<str<strong>on</strong>g>Board</str<strong>on</strong>g> as a whole. Where voting takes place, you have an equal vote to o<strong>the</strong>r members of<br />

<strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners. The Chair of Examiners is expected to make clear to you your role.<br />

Duties and resp<strong>on</strong>sibilities<br />

The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> are aware that <strong>the</strong>re is some variability in <strong>the</strong> roles of Moderating<br />

External Examiners and/or External Examiners across <strong>the</strong> University due to <strong>the</strong> complexity<br />

and breadth of <strong>the</strong> courses and <strong>the</strong>ir underlying philosophies. Never<strong>the</strong>less, it c<strong>on</strong>siders that<br />

all Moderating External Examiners and External Examiners shall undertake certain duties.<br />

The following guidance outlines <strong>the</strong> expectati<strong>on</strong>s of <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>, <strong>the</strong> body which will<br />

c<strong>on</strong>sider your report and <strong>the</strong> resp<strong>on</strong>se from <strong>the</strong> relevant Faculty or Department. The<br />

resp<strong>on</strong>sibilities outlined in Appendix A are c<strong>on</strong>sidered to be <strong>the</strong> standard resp<strong>on</strong>sibilities of a<br />

Moderating External Examiner or an External Examiner. A Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or comparable<br />

authority may choose to enhance <strong>the</strong> role with o<strong>the</strong>r duties and resp<strong>on</strong>sibilities: <strong>the</strong> Chair of<br />

Examiners will explain <strong>the</strong>se to you.<br />

changes to <strong>the</strong> c<strong>on</strong>duct of <strong>the</strong> examinati<strong>on</strong>;<br />

• in<strong>for</strong>mati<strong>on</strong> <strong>on</strong> marking schemes and classing c<strong>on</strong>venti<strong>on</strong>s;<br />

• copies of recent External Examiners’ reports and any resp<strong>on</strong>ses.<br />

Your attenti<strong>on</strong> is also drawn to <strong>the</strong> UK Quality Code <strong>for</strong> Higher Educati<strong>on</strong>, Part B, Chapter 7:<br />

External Examining.<br />

Reporting requirements<br />

All External Examiners are required to submit a written report at <strong>the</strong> c<strong>on</strong>clusi<strong>on</strong> of <strong>the</strong>ir<br />

involvement with <strong>the</strong> examinati<strong>on</strong>, and you may comment <strong>on</strong> any aspect of <strong>the</strong> examinati<strong>on</strong>,<br />

including <strong>the</strong> fairness of <strong>the</strong> assessment and <strong>the</strong> standards of <strong>the</strong> candidates <strong>for</strong> <strong>the</strong> part of<br />

<strong>the</strong> examinati<strong>on</strong> you are involved with. The University does not provide you with a rigid<br />

template <strong>for</strong> <strong>the</strong> report, but a coversheet provides guidance <strong>on</strong> <strong>the</strong> report’s <strong>for</strong>mat and<br />

c<strong>on</strong>tent. 7<br />

The report should be addressed to <strong>the</strong> Vice-Chancellor 8 ; payment of your fee and expenses<br />

is c<strong>on</strong>diti<strong>on</strong>al <strong>on</strong> receipt of <strong>the</strong> report.<br />

The written report is made available <strong>for</strong> discussi<strong>on</strong> by <strong>the</strong> appropriate Faculty or Department<br />

c<strong>on</strong>cerned with <strong>the</strong> examinati<strong>on</strong> and by <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s Educati<strong>on</strong> Committee. Full<br />

details are outlined in <strong>the</strong> University procedures <strong>for</strong> <strong>the</strong> c<strong>on</strong>siderati<strong>on</strong> of External Examiners’<br />

reports (Appendix C), as laid out <strong>on</strong> <strong>the</strong> Educati<strong>on</strong>al and Student Policy website:<br />

Please note that reports are usually c<strong>on</strong>sidered by <strong>the</strong> senior committees in <strong>the</strong> relevant<br />

Faculties and Departments, which include student representatives in <strong>the</strong>ir membership.<br />

Reports should ideally be written in a <strong>for</strong>m that avoids discussi<strong>on</strong> of individual candidates or<br />

members of staff.<br />

You are o<strong>the</strong>rwise free to make such comments as you think fit; <strong>the</strong>re is no University<br />

standard reporting template, but you are expected to cover five main areas:<br />

• <strong>the</strong> extent to which standards are appropriate <strong>for</strong> <strong>the</strong> examinati<strong>on</strong> and <strong>the</strong> qualificati<strong>on</strong>;<br />

• <strong>the</strong> extent to which standards are comparable with similar programmes or subjects in<br />

o<strong>the</strong>r UK instituti<strong>on</strong>s with which you are familiar;<br />

• <strong>the</strong> extent to which processes <strong>for</strong> assessment, examinati<strong>on</strong> and <strong>the</strong> determinati<strong>on</strong> of<br />

awards were sound and fairly c<strong>on</strong>ducted;<br />

• any good practice/enhancement of <strong>the</strong> quality of learning opportunities which you feel<br />

could be usefully identified <strong>for</strong> fur<strong>the</strong>r disseminati<strong>on</strong>;<br />

• whe<strong>the</strong>r issues raised in previous report(s) have been addressed.<br />

You may choose to comment fur<strong>the</strong>r <strong>on</strong> <strong>the</strong> following topics:<br />

The examinati<strong>on</strong><br />

• <strong>the</strong> design, structure and marking of <strong>the</strong> examinati<strong>on</strong>;<br />

• <strong>the</strong> procedures <strong>for</strong> assessment, including <strong>the</strong> basis and rati<strong>on</strong>ale <strong>for</strong> any comparis<strong>on</strong>s of<br />

standards made;<br />

• <strong>the</strong> strengths and weaknesses of <strong>the</strong> students as a cohort;<br />

• whe<strong>the</strong>r your role is appropriate <strong>for</strong> <strong>the</strong> examinati<strong>on</strong> to which you were appointed,<br />

including whe<strong>the</strong>r or not you had sufficient access to any material needed to make <strong>the</strong><br />

required judgements;<br />

The course<br />

• <strong>the</strong> curriculum, its aims, c<strong>on</strong>tent and development;<br />

• resources as <strong>the</strong>y impact up<strong>on</strong> student per<strong>for</strong>mance;<br />

• <strong>the</strong> quality of teaching and learning, which may be indicated by student per<strong>for</strong>mance.<br />

In light of <strong>the</strong> UK Quality Code <strong>for</strong> Higher Educati<strong>on</strong>’s chapter <strong>on</strong> <strong>external</strong> examining, all<br />

External Examiners’ reports will be made available, in full, to all students, with <strong>the</strong> sole<br />

excepti<strong>on</strong> of any c<strong>on</strong>fidential report which may be made to <strong>the</strong> Vice-Chancellor.<br />

Appendix A: Summary of <strong>the</strong> role of External Examiner<br />

The main role of any External Examiner is to ensure that examinati<strong>on</strong> and assessment<br />

procedures are fair and fairly operated and that <strong>the</strong> standards of degrees and o<strong>the</strong>r awards<br />

are comparable with those of comparable instituti<strong>on</strong>s.<br />

In order to per<strong>for</strong>m this role External Examiners participate fully, as members of a <str<strong>on</strong>g>Board</str<strong>on</strong>g> of<br />

Examiners, in <strong>the</strong> approval of questi<strong>on</strong> papers, <strong>the</strong> assessment of results, and <strong>the</strong><br />

adjudicati<strong>on</strong> of borderline and problem cases. In additi<strong>on</strong>, External Examiners should feel<br />

free to comment <strong>on</strong> o<strong>the</strong>r matters, in particular <strong>on</strong> <strong>the</strong> balance, c<strong>on</strong>tent and structure of<br />

courses, <strong>the</strong> appropriateness of <strong>the</strong> assessment procedures and <strong>the</strong> general c<strong>on</strong>duct of <strong>the</strong><br />

examinati<strong>on</strong>s.<br />

External Examiners are full and equal members of <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners <strong>for</strong> <strong>the</strong> subject<br />

c<strong>on</strong>cerned; <strong>the</strong> precise nature of this involvement may vary according to <strong>the</strong> needs of <strong>the</strong><br />

subject but should include those duties outlined overleaf. All decisi<strong>on</strong>s are made as a<br />

c<strong>on</strong>sensus of <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> as a whole. Where voting takes place, External Examiners have an<br />

equal vote to o<strong>the</strong>r members of <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners.<br />

When coming to decisi<strong>on</strong>s, <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examiners is required to pay attenti<strong>on</strong> to <strong>the</strong><br />

regulati<strong>on</strong>s of <strong>the</strong> examinati<strong>on</strong> c<strong>on</strong>cerned and any general University regulati<strong>on</strong>s. In<br />

particular, <strong>the</strong> University c<strong>on</strong>siders medical cases and allowances in a manner different<br />

to that of most o<strong>the</strong>r instituti<strong>on</strong>s; a summary of <strong>the</strong> way in which such cases are<br />

c<strong>on</strong>sidered is summarised in Appendix B.<br />

<str<strong>on</strong>g>General</str<strong>on</strong>g> duties of External Examiners<br />

The <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> currently appoints two categories of External Examiner (Moderating<br />

External Examiner and External Examiner). The roles and duties are outlined in <strong>the</strong> following<br />

pages.<br />

Where an examinati<strong>on</strong> involves more than <strong>on</strong>e Moderating External Examiner and/or<br />

External Examiner, you should be in<strong>for</strong>med by <strong>the</strong> Chair of Examiners.<br />

Additi<strong>on</strong>al duties<br />

The duties outlined below are c<strong>on</strong>sidered to be <strong>the</strong> standard requirements <strong>for</strong> <strong>the</strong> duties of a<br />

Moderating External Examiner or an External Examiner; a Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or comparable<br />

authority may choose to enhance <strong>the</strong> role with o<strong>the</strong>r duties and resp<strong>on</strong>sibilities and should<br />

clearly outline to <strong>the</strong> individual External Examiners <strong>on</strong> appointment what <strong>the</strong>se revised duties<br />

and resp<strong>on</strong>sibilities are.<br />

Moderating External Examiner<br />

Moderating External Examiners are appointed by <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> to fulfil <strong>the</strong> duties<br />

outlined below <strong>for</strong> all or part of <strong>the</strong> examinati<strong>on</strong> to which <strong>the</strong>y are appointed, and should<br />

comment in <strong>the</strong>ir final report <strong>on</strong> <strong>the</strong> comparability of standards of <strong>the</strong> examinati<strong>on</strong> as a whole,<br />

with respect to <strong>the</strong> relative per<strong>for</strong>mance of candidates and of courses in comparable<br />

instituti<strong>on</strong>s.<br />

Setting and reviewing of<br />

questi<strong>on</strong> papers<br />

You should receive relevant draft examinati<strong>on</strong> papers, with<br />

supporting material where appropriate (e.g. model or outline<br />

answers, marking schemes), <strong>for</strong> comment and suggesti<strong>on</strong>s.<br />

You may be asked to c<strong>on</strong>tribute to <strong>the</strong> papers.<br />

You should discuss with <strong>the</strong> Chair what you expect to see, a<br />

suitable timetable <strong>for</strong> comment and feedback, and whe<strong>the</strong>r<br />

you should c<strong>on</strong>sider a complete set of papers or a subset of<br />

questi<strong>on</strong>s.<br />

Marking of examinati<strong>on</strong><br />

scripts and o<strong>the</strong>r assessed<br />

work<br />

You may be asked to mark scripts and o<strong>the</strong>r assessed work<br />

as a first or sec<strong>on</strong>d marker, although <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> do<br />

not c<strong>on</strong>sider this to be an essential requirement <strong>for</strong> <strong>the</strong><br />

assurance of standards. An excessive marking load should<br />

not be imposed <strong>on</strong> you. You should discuss with <strong>the</strong> Chair<br />

whe<strong>the</strong>r you are expected to mark scripts, and <strong>the</strong><br />

subsequent marking load.<br />

Review of marking<br />

standards and procedures<br />

You are entitled to see all scripts and any o<strong>the</strong>r work that<br />

c<strong>on</strong>tributes to <strong>the</strong> assessment and subsequent classificati<strong>on</strong>;<br />

more usually, you will review a sample of scripts to ensure<br />

that standards are maintained and that marking is c<strong>on</strong>sistent.<br />

In cases where you see <strong>on</strong>ly a selecti<strong>on</strong> of scripts and/or<br />

o<strong>the</strong>r assessed work, <strong>the</strong> principles <strong>for</strong> such selecti<strong>on</strong> should<br />

be agreed with you in advance.<br />

You should discuss with <strong>the</strong> Chair <strong>the</strong> number and types of<br />

scripts to be reviewed and sent in advance of any meetings<br />

with Examiners or candidates.<br />

Advising <strong>on</strong> class<br />

borderlines and general<br />

standards<br />

You are expected to advise <strong>on</strong> <strong>the</strong> borderlines between<br />

classes and between passing and failing and should <strong>the</strong>re<strong>for</strong>e<br />

have <strong>the</strong> opportunity to scrutinise relevant scripts and o<strong>the</strong>r<br />

assessed work. You may be invited to take part in oral<br />

examinati<strong>on</strong>s, where <strong>the</strong>y are allowed by <strong>the</strong> examinati<strong>on</strong><br />

regulati<strong>on</strong>s.<br />

You should discuss with <strong>the</strong> Chair of Examiners how <strong>the</strong>se<br />

duties are to be undertaken.<br />

Advising <strong>on</strong> <strong>the</strong><br />

per<strong>for</strong>mance of individual<br />

candidates<br />

You may be invited to advise <strong>on</strong> an individual piece of work or<br />

participate in oral examinati<strong>on</strong>s, where <strong>the</strong>y are allowed by<br />

<strong>the</strong> examinati<strong>on</strong> regulati<strong>on</strong>s. Decisi<strong>on</strong>s relating to<br />

individual candidates are taken by <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of<br />

Examiners as a whole, including <strong>the</strong> External<br />

Examiner(s). In an equality of votes <strong>the</strong> Chair has a sec<strong>on</strong>d<br />

or casting vote.<br />

You should discuss with <strong>the</strong> Chair of Examiners how <strong>the</strong>se<br />

duties are to be undertaken.<br />

Attendance at meetings<br />

You have a right to be present at all Examiners' meetings<br />

and, with <strong>the</strong> excepti<strong>on</strong> of <strong>the</strong> Medical and Veterinary<br />

Sciences Tripos and Parts IA and IB of <strong>the</strong> Natural Sciences<br />

Tripos, are required to attend <strong>the</strong> final meeting of<br />

Examiners at which classificati<strong>on</strong>s are agreed and class<br />

lists signed.<br />

If, excepti<strong>on</strong>ally, you cannot be present at a final meeting,<br />

you should discuss this with <strong>the</strong> Chair in order to obtain<br />

dispensati<strong>on</strong> from attendance from <strong>the</strong> Vice-Chancellor. Such<br />

dispensati<strong>on</strong> may be granted provided that you certify that<br />

you are prepared to allow your name to be added to <strong>the</strong> class<br />

list.<br />

External Examiner<br />

In some examinati<strong>on</strong>s, an External Examiner may be appointed <strong>for</strong> a single element of <strong>the</strong><br />

examinati<strong>on</strong> (e.g. to mark <strong>the</strong> scripts of a single paper or c<strong>on</strong>duct per<strong>for</strong>mance or practical<br />

tests). In <strong>the</strong>se cases, it is unlikely that <strong>the</strong> External Examiner would be able to comment <strong>on</strong><br />

<strong>the</strong> overall per<strong>for</strong>mance of candidates and <strong>the</strong> standard of <strong>the</strong> whole examinati<strong>on</strong>. External<br />

Examiners will be required to fulfil <strong>the</strong> duties outlined below <strong>for</strong> <strong>the</strong> part of <strong>the</strong> examinati<strong>on</strong> <strong>for</strong><br />

Attendance at meetings<br />

You have a right to be present at all Examiners' meetings<br />

Sciences Tripos and Parts IA and IB of <strong>the</strong> Natural Sciences<br />

Tripos, are required to attend <strong>the</strong> final meeting of<br />

Examiners at which classificati<strong>on</strong>s are agreed and class<br />

lists signed.<br />

If, excepti<strong>on</strong>ally, you cannot be present at a final meeting,<br />

you should discuss this with <strong>the</strong> Chair in order to obtain<br />

dispensati<strong>on</strong> from attendance from <strong>the</strong> Vice-Chancellor. Such<br />

dispensati<strong>on</strong> may be granted provided that you certify that<br />

you are prepared to allow your name to be added to <strong>the</strong> class<br />

list.<br />

Appendix B: C<strong>on</strong>siderati<strong>on</strong> of examinati<strong>on</strong> results <strong>for</strong> medical cases and o<strong>the</strong>r<br />

allowances<br />

The University of Cambridge c<strong>on</strong>siders medical cases and o<strong>the</strong>r allowances in a different<br />

manner to that of most o<strong>the</strong>r instituti<strong>on</strong>s.<br />

Examiners assess students solely <strong>on</strong> <strong>the</strong> basis of <strong>the</strong> work submitted <strong>for</strong> examinati<strong>on</strong>. No<br />

account is taken of pers<strong>on</strong>al or individual circumstances in <strong>the</strong> marking of examinati<strong>on</strong><br />

scripts and o<strong>the</strong>r work. The <strong>on</strong>ly excepti<strong>on</strong> to this is in <strong>the</strong> case of candidates with dyslexia;<br />

Examiners are in<strong>for</strong>med of dyslexic candidates and asked not to penalise <strong>the</strong>ir work <strong>for</strong> minor<br />

spelling and grammatical errors, except where <strong>the</strong>y <strong>for</strong>m a Moderating part of <strong>the</strong><br />

assessment.<br />

C<strong>on</strong>siderati<strong>on</strong> of medical and o<strong>the</strong>r pers<strong>on</strong>al circumstances, including disabilities, which may<br />

have a bearing <strong>on</strong> per<strong>for</strong>mance, is a matter <strong>for</strong> two central bodies, <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of<br />

Examinati<strong>on</strong>s; or <strong>the</strong> Applicati<strong>on</strong>s Committee.<br />

The <str<strong>on</strong>g>Board</str<strong>on</strong>g> of Examinati<strong>on</strong>s<br />

Candidates, through <strong>the</strong>ir College Tutors, may make applicati<strong>on</strong>s to <strong>the</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> of<br />

Examinati<strong>on</strong>s to sit examinati<strong>on</strong>s under special c<strong>on</strong>diti<strong>on</strong>s; e.g. sitting <strong>the</strong> examinati<strong>on</strong> in<br />

isolati<strong>on</strong>, being given extra time, or being provided with appropriate additi<strong>on</strong>al or alternative<br />

materials. Examiners are not in<strong>for</strong>med of special c<strong>on</strong>diti<strong>on</strong>s and are expected to mark <strong>the</strong><br />

scripts and o<strong>the</strong>r work in line with o<strong>the</strong>r candidates.<br />

The Applicati<strong>on</strong>s Committee<br />

The Applicati<strong>on</strong>s Committee includes professi<strong>on</strong>ally qualified medical advisers. The<br />

Committee’s role is to c<strong>on</strong>sider cases of students whose examinati<strong>on</strong> per<strong>for</strong>mance may have<br />

been hindered by mitigating (typically health-related) circumstances. In undertaking its<br />

work, <strong>the</strong> Applicati<strong>on</strong>s Committee c<strong>on</strong>siders <strong>the</strong> medical or o<strong>the</strong>r supporting evidence<br />

submitted <strong>on</strong> behalf of candidates by <strong>the</strong>ir Colleges, including supervisi<strong>on</strong> reports toge<strong>the</strong>r<br />

with details of <strong>the</strong>ir previous and current examinati<strong>on</strong> per<strong>for</strong>mance.<br />

If, in <strong>the</strong> Committee’s opini<strong>on</strong>, <strong>the</strong> evidence str<strong>on</strong>gly suggests that a candidate’s per<strong>for</strong>mance<br />

in <strong>the</strong> examinati<strong>on</strong> was not representative of his/her abilities, <strong>the</strong> Committee may agree to<br />

‘Declare <strong>the</strong> candidate to Deserve H<strong>on</strong>ours’. This replaces whatever class (if any) was<br />

determined by <strong>the</strong> Examiners.<br />

The Applicati<strong>on</strong>s Committee may, in some circumstances, invite <strong>the</strong> Chair of Examiners,<br />

after c<strong>on</strong>sultati<strong>on</strong> with o<strong>the</strong>r Examiners, to move a candidate’s name to a higher class, if <strong>the</strong><br />

Committee c<strong>on</strong>siders that <strong>the</strong> candidate was hindered in a small part of <strong>the</strong> examinati<strong>on</strong> and<br />

<strong>the</strong>re is sufficient evidence from <strong>the</strong> remainder of <strong>the</strong> candidate's examinati<strong>on</strong> to justify <strong>the</strong><br />

Appendix C: C<strong>on</strong>siderati<strong>on</strong> of External Examiners’ reports<br />

External Examiners are required to write a report <strong>on</strong> <strong>the</strong> procedure, c<strong>on</strong>duct and outcomes of<br />

<strong>the</strong> examinati<strong>on</strong>. They should address any report to <strong>the</strong> Vice-Chancellor 9 , who passes <strong>the</strong>m<br />

to Educati<strong>on</strong>al and Student Policy, Academic Divisi<strong>on</strong>, <strong>for</strong> collati<strong>on</strong> and sending to Faculties<br />

or Departments.<br />

Reports are normally received in Faculties and Departments by ei<strong>the</strong>r <strong>the</strong> Secretary of <strong>the</strong><br />

Faculty <str<strong>on</strong>g>Board</str<strong>on</strong>g> or <strong>the</strong> Head of Department as appropriate. They are requested to <strong>for</strong>mulate<br />

resp<strong>on</strong>ses to each External Examiner individually, and <strong>for</strong>ward <strong>the</strong>se to <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s<br />

Educati<strong>on</strong> Committee, al<strong>on</strong>g with any additi<strong>on</strong>al commentary <strong>the</strong>y care to make. For<br />

examinati<strong>on</strong>s held in June, <strong>the</strong> resp<strong>on</strong>ses are expected by <strong>the</strong> middle of December of <strong>the</strong><br />

same calendar year, providing that <strong>the</strong> reports have been received in good time.<br />

When c<strong>on</strong>sidering <strong>the</strong>ir resp<strong>on</strong>ses to External Examiners, Faculties and Departments should<br />

ensure that interested parties are c<strong>on</strong>sulted, where relevant and appropriate. These may<br />

include <strong>the</strong> Chair of Examiners (and o<strong>the</strong>r Examiners), teaching committees, course<br />

management committees and course organisers, student-staff c<strong>on</strong>sultative committees and<br />

Directors of Studies committees. Most resp<strong>on</strong>ses are channelled through ei<strong>the</strong>r <strong>the</strong> Faculty<br />

<str<strong>on</strong>g>Board</str<strong>on</strong>g> or an appropriate Departmental committee.<br />

The resp<strong>on</strong>ses should address each issue raised by <strong>the</strong> External Examiners and should be<br />

appropriate to <strong>the</strong> seriousness of <strong>the</strong> c<strong>on</strong>cern. This may include a commitment to <strong>on</strong>going<br />

c<strong>on</strong>siderati<strong>on</strong> of issues, a report <strong>on</strong> acti<strong>on</strong> taken or acti<strong>on</strong> c<strong>on</strong>sidered, and/or <strong>the</strong><br />

identificati<strong>on</strong> of issues to be referred to o<strong>the</strong>r internal and <strong>external</strong> bodies to <strong>the</strong> Faculty or<br />

Department (e.g. <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s Educati<strong>on</strong> Committee, Senior Tutors’ Committee,<br />

Admissi<strong>on</strong>s Forum).<br />

External Examiners should receive a written resp<strong>on</strong>se to <strong>the</strong>ir reports from <strong>the</strong><br />

appropriate Faculty or Department; Faculties and Departments should use <strong>the</strong>ir own<br />

judgement as to <strong>the</strong> detail to be included in <strong>the</strong> resp<strong>on</strong>se, but may be asked by Educati<strong>on</strong>al<br />

and Student Policy to comment <strong>on</strong> a specific issue(s) raised in <strong>the</strong> report. It is useful if<br />

External Examiners can receive a prompt initial resp<strong>on</strong>se to <strong>the</strong>ir reports as well as fur<strong>the</strong>r<br />

feedback after <strong>the</strong> full cycle of detailed c<strong>on</strong>siderati<strong>on</strong> has been undertaken.<br />

A summary of resp<strong>on</strong>ses is also sent to <strong>the</strong> <str<strong>on</strong>g>General</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s Educati<strong>on</strong> Committee <strong>for</strong> <strong>the</strong>ir<br />

c<strong>on</strong>siderati<strong>on</strong>. The Educati<strong>on</strong> Committee will determine whe<strong>the</strong>r <strong>the</strong> resp<strong>on</strong>ses to External<br />

Examiners’ reports are adequate and will fur<strong>the</strong>r c<strong>on</strong>sider any issues that are of wider import.<br />
