MISSION :<br />

• To improve standards of efficiency, safety, quality of the chemical<br />

transports<br />

ECTA <strong>RC</strong> SCHEME ESSENTIALS<br />

• Responsible Care: same ethics and fundamental features = in accordance with ICCA<br />

guidance: ECTA has signed Declaration of support for the <strong>RC</strong> Global Charter on 12<br />

February 2009<br />

• ECTA members operate cross-border in EU. European approach instead of national<br />

approach is required.<br />

• ECTA Board is the <strong>RC</strong> decision organ. The ECTA <strong>RC</strong> Steering Team comprising ECTA<br />

experts in HSE management, advises the ECTA Board<br />

• <strong>RC</strong> Platform : formal coordination body between <strong>Cefic</strong> and ECTA on <strong>RC</strong> implementation,<br />

resolution of issues, exchange of information and events<br />

• Key performance Indicators: objectives are to ensure maximum participation by all <strong>RC</strong><br />

member companies and to collect meaningful and comparable data.<br />

• ECTA issued first draft of implementation guide of <strong>RC</strong> in June<br />

• Governance: <strong>RC</strong> member companies are screened before signature of their commitment. <strong>RC</strong><br />

member companies provide their external assessments (SQAS is external assessment of<br />

• ECTA promotes these best practices in BestLog.org, an EU project on best<br />

practices in logistics<br />

• ECTA committed to EU Road Safety Charter and to EU OSHA campaign on<br />

safe workplaces<br />

• Annual ECTA <strong>RC</strong> plan includes development of best practices: for 2009:<br />

Two Expert Days were organised on risk management and on keeping<br />

Verification process<br />

• Pre signing evidence must be externally assessed: SQAS<br />

• ECTA was granted acces in June 2009 to all SQAS reports of its <strong>RC</strong> member<br />

companies: only for <strong>RC</strong> purposes and in confidentiality context<br />

• <strong>RC</strong> companies individual improvement plan is based on self assessment,<br />

SQAS inputs and elements from the annual ECTA <strong>RC</strong> plan.<br />

• ECTA <strong>RC</strong> scheme: combines self assessment with external HSEQ<br />

assessement scheme (SQAS)<br />

• Neutralised anonymous review of improvement plans can be submitted to<br />

<strong>RC</strong> Steering Team specialists<br />

• Robust individual improvement plans are required<br />

Sustainability in European transport<br />

challenged by:<br />

• Drastic fall of demand for transport due to shrinking production and sales of<br />

chemical industry<br />

• Limited access to credit<br />

• Severe price reductions<br />

• Labour intensive sector: economically fragile<br />

• High social toll from the crisis :<br />

- Large number of self employed drivers at risk of bankruptcy (50% of drivers are self<br />

employed in Europe): bankruptcy in transport up by 110 % since end 2007<br />

- Road sector: more than 140,000 jobs lost since 2007<br />

- Rail sector: est. freight reduction by 20 %<br />

• Risk of loss of expertise when we come out of the downturn<br />

• Cheap oil prices: decisions to renew fleets with more fuel efficient vehicles are<br />

delayed<br />
