I. INTRODUCTION
The mission of the Carver Soil and Water Conservation District is to provide high quality assistance
to land managers and citizens of Carver County for the protection of land and water resources.
The Carver Soil and Water Conservation District (SWCD) was organized by local farmers for the
purpose of promoting the science of good land use and to assist landowners and operators in
planning and applying the soil and water conservation practices needed to protect and improve
their land and water resources. The District is a legal subdivision of the State of Minnesota,
operating under a charter issued by the Secretary of State on November 12, 1946. The Carver Soil
and Water Conservation District is one of 89 District’s in the state.
The Carver SWCD has over 60 years history in providing technical assistance and financial
assistance to landowners, land operators, municipalities, townships, counties and businesses for
the improvement of their natural resources. The continued success of the SWCD is, in part, due to
listening to its constituents, adjusting or expanding its technical capabilities and providing
leadership in emerging land use and conservation issues.
The purpose of this annual report and annual plan is to summarize the major accomplishments of
last year and to identify needs for the upcoming year. It should be noted that not every activity can
be captured by this report, but the reader should get an overall idea of the District’s activities.
II. Annual Objectives and Actions
Agriculture Conservation Practices
The goal of this program is to work with private landowners to minimize negative impacts of agriculture
activities on natural resources. It is also important to assist landowners with technical assistance that will
enable them to build soil quality for future generations.
The Agriculture Conservation Practices can be broken into two categories, traditional Ag Best Management
Practices (BMP’s), and feedlots.
Traditional Ag BMP’s
The SWCD has provided technical assistance and cost share assistance for traditional Ag BMP’s for over 60
years. Examples of this type of practice include but are not limited to: grass waterways, water and sediment
control basins, residue management, grade stabilization structures, contour strips, nutrient management,
critical area planting, rock inlets, buffer strips, tree and shrub establishment. The SWCD will continue to
promote the use of BMP’s on a county wide basis. Special focus will now take place in the sub-watershed’s
that have been identified as priorities from Total Maximum Daily Load (TMDL) studies, as well as those
identified in the Carver County Water Management Plan. The SWCD continued its agreement with the
Minnehaha Creek Watershed District to promote BMP’s within the Carver County portion of their
watershed.
Accomplishments for 2010
• Completed installation of 1 water and sediment basin.
• Completed installation of 1 grade stabilization structure.
• Installation of 3 grass waterways.
• Assisted with the design and installation of 1 side inlet control structure.
• Installation of 1 critical area planting.
• Completed the installation of 2 clean water diversions.
• 15,000 trees sold to 166 landowners
• In 2010, the SWCD and NRCS assisted in enrolling 608 acres of new CRP practices with 39
participants. These new CRP acres had to be in sensitive areas to qualify for the CRP program. Most
of these will be seeded in 2011. Carver County currently has over 350 active CRP contracts, totaling
approximately 4,000 acres.
• Provided Truax Drill rental to 21 landowners for 275 acres.
Actions for 2011
1. Promote the installation and maintenance of BMP’s in the TMDL selected sub-watersheds portions
of Carver County.
2. Seek financial assistance in the form of State Cost Share and federal EQIP for the installation of
BMP’s.
Feedlots
Carver County has been delegated the feedlot duties from the Minnesota Pollution Control Agency (MPCA).
The SWCD provides technical assistance to livestock producers and to the Carver County Environmental
Services Department. The SWCD conducts site investigations and runs a computer model (MINNFARM) to
determine if the site has potential for pollution. When a pollution problem is detected, the SWCD provides
options for getting the site into compliance by completing topographic survey work and developing a design.
Several government programs exist to help offset the costs of getting a site into compliance. The SWCD
works with landowners to apply for these funds.
Accomplishments in 2010
• Provided technical assistance to 27 feedlot owners
• Conducted 10 feedlot ratings using the MINNFARM software
III. COST-SHARE PROGRAM REQUIREMENTS
A. High Priority Erosion Problems
Whenever possible, state cost-share dollars will be used to provide additional funding to projects that
have already received 50% cost-share from the federal Environmental Quality Incentives Program
(EQIP). This approach will provide applicants with cost-sharing up to 75% of the total project cost.
These are practices that meet NRCS practice standards and specifications. These practices are very
beneficial on Highly Erodible Land (HEL) and in areas with active gullies. The SWCD and NRCS utilize a
Local Work Group process to identify what practices and areas are the highest priority.
B. High Priority Water Quality Problems
A map of Carver County and the impaired waters appears on the next page.
The Carver SWCD works closely with the Carver County Land and Water Services Division to identify and
target sub-watersheds with water quality concerns. The Bevens and Carver Fecal TMDL’s identify subwatersheds
with the highest priority. Sub-watersheds will be selected in order to direct marketing of
BMP’s to landowners. Burandt Lake in Waconia will also be a priority in 2010. Burandt Lake has an
approved TMDL and funding has been secured to improve the water quality in the lake. Minnehaha
Creek Watershed District has identified the six-mile creek sub-watershed as a priority. The SWCD will
work with the MCWD staff to promote and install BMP’s within this watershed.
C. Special Projects
Special projects that do not easily fit under one of the approved practices that are listed in the NRCS
handbook or State Cost Share Manual, may be considered by the Board for technical and/or financial
assistance. If State Cost Share dollars are to be used, the practice must meet the minimum criteria as
identified in the BWSR State Cost Share Manual.
A grant request was recently approved through the clean water legacy amendment funding to complete
storm water retention basins around Reitz Lake. SWCD staff identified several areas around the lake
that would make good sites for treating runoff prior to entering the lake.
A grant request was also received to install a sediment basin along County Ditch #4 near
Norwood/Young America. The intent of the sediment basin is to provide a spot for water to slow down
and drop out sediment prior to entering Bevens Creek.
