are not satisfied with this process and
the brutal attack on our neighbor -
doctor Pavle Todorovski, testifies for
that.
It has to be admitted that, at the
beginning the process of returning of
the police forces was not well accepted,
mostly because they were tormenting
us and shooting at us during the war
conflict. Nevertheless, the situation has
changed now. Yet, there are more conditions
to be satisfied, which will
become a kind of guarantee for a
peaceful future, and this can be reached
only by passing the amnesty law. For
the time being, we don't feel safe even
at our homes, because we are afraid
that the police might frame us and
arrest us without any particular reason.
The Council's chairman of the
municipality of Tearce, Sali Jonuzi
says that the main goal of the Local
self-government is the returning of the
normal life and creating an atmosphere
that will allow the return of the
dislocated families, the repairing of
the damaged facilities and providing
safety for all of the inhabitants of the
village of Tearce. During the military
actions, the number of the dislocated
families from 13 villages in the
municipality of Tearce has reached
6000, from which 4500 are Albanians
and 1500 are Macedonians.
- Generally speaking we can be satisfied
with the results so far, having in
mind the circumstances that we have
faced. Until now, almost all dislocated
Albanian families and most of the
Macedonian families have returned to
their homes. What is also positive is
that the number of the Macedonian
families deciding to stay in their homes
is constantly increasing. Lately,
interethnic incidents occur very rare,
almost never - says Jonuzi. He also says
that one of the problems that the municipality
is also facing is the damaged
facilities. The process of reconstruction
comprises around 250 less damaged
facilities and that is also the situation
with 33 facilities with larger damage.
Another problem is the economic
crisis. Around 20 % of the families use
social help, around 50% of the population
earned money on their own. The
biggest part of the population are
farmers and they were not able to
work on their land because of the conflict.
According to the data given by
the Commission for estimating the
damages in the agriculture, the population
in the municipality has lost
around 2 million Euros, from the
fields of around 650 ha that they were
not able to work on. On top of that,
around 850 inhabitants of the municipality
are ex-employees from the factory
"Jugohrom" and they haven't
received any salary in the last six
months - says Jonuzi. Until last
November, the International Red
Cross was the leading organization for
supplies. Jonuzi says that from
December, the number of users of
humanitarian aid in the municipality
has been reduced for 60-70%.
According to the last registration
of the population, Tearce has around
21000 inhabitants, from which 83%
are Albanians, 13% Macedonians, 2%
Turks and 2% other nationalities.
From 13 inhabited areas, 7 have
mixed ethnic population, 4 are inhabited
only by Macedonians and 2 only
by Albanians.
- If it weren't for the politicians,
there wouldn't have been any problems.
We have always lived together
and we can continue doing that in the
future - says Jonuzi.
The police, so far, are patrolling in
every village from the municipality,
but according to Jonuzi the people
request from the government to
remove the police points in the neighboring
municipalities of Vratnica and
Jegunovce. He requested a passing of
the amnesty law, which will allow the
ex members of NLA to continue with
their normal life.
- If those people return to the social
life and they are put under control there
are no chances for them to work against
the society or the state. The amnesty is
important and necessary for controlling
the safety. It is also requested of the
police to become a reflection of the ethnic
diversity in the region and the police
officers to be inhabitants of the same
region - says Jonuzi.
SURVEY: Journalists and the crisis in Macedonia
The media have not initiated
and cannot stop the war
Zhaklina Gjorgjevik
Aco Kabranov, editor in chief in
the TV station A1
The war in Macedonia was neither
prepared nor arranged by the media
and the journalists. That is, the war in
this country has occurred because it
Macedonian journalists
have maintained their
contrasts even in their
estimations of the role of
the media in the unraveling
of the crisis
has been projected in someone's head.
It wasn't prevented, because we have
irresponsible authorities, that instead
of an aggressive response to the
provocations at Tanushevci, they have
come up with a map for ethnic cleansing
and reshaping of Macedonia. I
think that the media have played an
