One explanation could be the legal procedure
that makes any protest prior to the longlasting
solution procedure illegal. The second
explanation originates from the persecution of
independent trade unions.
CONCLUSION
This paper explained the segmentation of IR in
Ukraine through analysis of the development
and impact of unions into the IR outcome. It
was argued that, with the background of the enterprise-specifics
developments, IR are shaped
by the interactions between management and
unions. As Ukrainian unions find themselves
in the formative processes, two kinds of unionism
are emerging in Ukraine that contribute to
different IR outcomes.
Such ideological incoherency and a divide
within labour movement are central to explain
labour dynamics and its formative processes.
Former official unions seem to have little
prospects for reform, at least at the current
stage of development. Locally, many former
official unions on the enterprise-level succeed
in breaking away from such subordination
relationships. But this has not taken on a
broader scale so far. Independent unions offer
more prospects for workers’ interest articulation.
But they also face serious barriers to their
development, as they threaten established
informal order both nationally and locally.
The development from transmission belts to
social partnership demonstrates very little
progress of labour revitalization, because the
contestation of IR arenas is still much more
constrained for independent union development
and, not least, the agency imposed by
external settings is not enough to challenge
the current state of things. On both trajectories
of developments, one may speak of dependencies.
In the case of ex-official unions,
it is dependency on the management and the
state. In the case of independent unions, it is
dependency on members that are at this point
passive, individualistic, and consumerist.
The review of the developmental trajectories
of the FPU and KVPU in Ukraine confirmed
the arguments advanced earlier. Major
centres of union activities are put in place
and identifiable in terms of two different
models of unionism. They embody the two
differentiating logics of unionism they follow.
Whereas the FPU pursues conciliatory politics
and strives to preserve its membership on the
basis of its commercial activities, the KVPU
commits itself to the vision of unionism
structured along the lines of class antagonism.
Militancy and action are more likely in case of
independent unions. Although the autonomy
of the ex-official Federation is limited,
it still finds itself in the more supportive
settings, originating from its dominance and
collaborative relationships with employers
and government. In contrast, independent
trade unions originate from worthier starting
conditions (in terms of resources) and initially
find themselves in more constraining settings
determining their further development, than
do ex-official unions.
