Example 25: Determining the Production Ratio Based on a Weighted Average<br />

At many facilities, a reported EPCRA section 313 chemical is used in more than one production process. In these cases, a<br />

production ratio or activity index can be estimated by weighting the production ratio for each process based on the respective<br />

contribution of each process to the quantity of the reported EPCRA section 313 chemical recycled, used for energy recovery,<br />

treated, or disposed.<br />

Your facility paints bicycles with paint containing toluene. Sixteen thous<strong>and</strong> bicycles were produced in the reporting year <strong>and</strong><br />

14,500 were produced in the prior year. There were no significant design modifications that changed the total surface area to<br />

be painted for each bike. The bicycle production ratio is 1.1 (16,000/14,500). You estimate 12,500 pounds of toluene recycled,<br />

used for energy recovery, treated, disposed or released as a result of bicycle production. Your facility also uses toluene as a<br />

solvent in a glue that is used to make components <strong>and</strong> add-on equipment for the bicycles. Thirteen thous<strong>and</strong> components were<br />

manufactured in the reporting year as compared to 15,000 during the prior year. The production ratio for the components using<br />

toluene is 0.87 (13,000/15,000). You estimate 1,000 pounds of toluene treated, recycled, used for energy recovery, disposed<br />

or released as a result of components production. A production ratio can be calculated by weighting each of the production<br />

ratios based on the relative contribution each has to the quantities of toluene treated, recycled, used for energy recovery, disposed<br />

or released during the reporting year (13,500 pounds). The production ratio is calculated as follows:<br />

Production ratio = 1.1 x (12,500/13,500) + 0.87 x (1,000/13,500) = 1.08<br />

Example 26: Source Reduction<br />

A facility assembles <strong>and</strong> paints furniture. Both the glue<br />

used to assemble the furniture <strong>and</strong> the paints contain<br />

EPCRA section 313 chemicals. By examining the gluing<br />

process, the facility discovered that a new drum of glue is<br />

opened at the beginning of each shift, whether the old drum<br />

is empty or not. By adding a mechanism that prevents the<br />

drum from being changed before it is empty, the need for<br />

disposal of the glue is eliminated at the source. As a result,<br />

this activity is considered source reduction. The painting<br />

process at this facility generates a solvent waste, that<br />

contains an EPCRA section 313 chemical that is collected<br />

<strong>and</strong> recovered. The recovered solvent is used to clean the<br />

painting equipment. The recycling activity does not reduce<br />

the amount of EPCRA section 313 chemical recycled, <strong>and</strong><br />

therefore is not considered a source reduction activity.<br />
