OSHA can provide extensive help through a variety of programs,<br />

Safety and Health Program Management Guidel<strong>in</strong>es<br />
Effective management of worker safety and health protection is<br />
a decisive factor <strong>in</strong> reduc<strong>in</strong>g <strong>the</strong> extent and severity of work-related<br />
<strong>in</strong>juries and illnesses and <strong>the</strong>ir related costs. To assist employers<br />
and employees <strong>in</strong> develop<strong>in</strong>g effective safety and health programs,<br />
OSHA published recommended Safety and Health Program<br />
Management Guidel<strong>in</strong>es (54 Federal Register 3904-3916, January<br />
26, 1989). These voluntary guidel<strong>in</strong>es apply to all places of<br />
employment covered by OSHA.<br />
The guidel<strong>in</strong>es identify four general elements that are critical to<br />
<strong>the</strong> development of a successful safety and health management<br />
program:<br />
Management leadership and employee <strong>in</strong>volvement;<br />
Work analysis;<br />
Hazard prevention and control; and<br />
Safety and health tra<strong>in</strong><strong>in</strong>g.<br />
The guidel<strong>in</strong>es recommend specific actions under each of <strong>the</strong>se<br />
general elements to achieve an effective safety and health program.<br />

State Programs<br />
The Occupational Safety and Health Act of 1970 (OSH Act)<br />
encourages states to develop and operate <strong>the</strong>ir own job safety and<br />
health plans. States with plans approved by OSHA under section<br />
