Invitation to <strong>the</strong> 4 th European <strong>IRPA</strong> Congress <strong>2014</strong><br />

The European <strong>IRPA</strong> Associate Societies mandated <strong>the</strong> German-Swiss<br />

Radiation Protection Association (FS) to prepare and host <strong>the</strong> 4 th European<br />

<strong>IRPA</strong> Congress in <strong>2014</strong>. In cooperation with <strong>the</strong> Association Romande de<br />

Radioprotection (ARRAD), our French speaking colleagues in Switzerland,<br />

Geneva was chosen as host city for this major event. The choice of <strong>the</strong><br />

venue was driven by <strong>the</strong> intention to involve international organizations with<br />

a strong link to radiation protection such as ILO and WHO.<br />

«Radiation protection culture – a global challenge» was chosen as <strong>the</strong> general <strong>the</strong>me of <strong>the</strong><br />

Congress in order to support <strong>the</strong> <strong>IRPA</strong> initiative fostering improvements of RP Culture globally. In<br />

addition to offering a forum for <strong>the</strong> scientific exchange it is our intention to enable a dialogue on<br />

important cultural elements such as values, beliefs, competencies and recommended practices.<br />

We hope to foster a belief in <strong>the</strong> success of cultural approaches and to provide guidance to help<br />

equip radiation protection professionals to promote a successful RP culture in <strong>the</strong>ir organisation<br />

and workplace.<br />

Welcome to Geneva, Switzerland<br />

The great history of this city, its development and <strong>the</strong><br />

vision of its authorities means that Geneva blends <strong>the</strong><br />

many advantages of a small city with <strong>the</strong> services and<br />

facilities of a large metropolitan area. More importantly,<br />

Geneva’s tradition of welcoming people from all over <strong>the</strong><br />

world makes it a unique and privileged destination. Its<br />

central European location and easy accessibility provide<br />

an ideal setting for international meetings and events<br />

such as <strong>the</strong> Congress on Radiation Protection. More than<br />

is also known worldwide for its beauty and<br />

its breath-taking views of <strong>the</strong> surrounding<br />

The Centre International de Conferences Geneva (CICG)<br />

was opened in 1973. It is located close to <strong>the</strong> Geneva site of<br />

<strong>the</strong> United Nations complex and to most o<strong>the</strong>r international<br />

organisations The Swiss Government placed CICG at<br />

<strong>the</strong> disposal of <strong>the</strong> German Swiss Radiation Protection<br />

association for <strong>the</strong> period of <strong>the</strong> Congress. This illustrates<br />

<strong>the</strong> traditional Swiss policy to support activities which aim<br />

to achieve international consensus.<br />

The CICG offers facilities for up to 3,500 persons in a variety<br />

of lecture <strong>the</strong>atres, conference rooms, and offices equipped<br />

with best available technology. There is adequate space for<br />

poster presentations and a technical exhibit. The CICG also<br />

hosts a post office, a bar and a restaurant seating 600.<br />

Scientific Programme - Call for abstracts<br />

Abstracts for oral and poster presentations should be submitted by 15 September 2013. The authors<br />

will receive notification of acceptance by 15 December 2013. For <strong>the</strong> accepted contributions<br />

extended abstracts can be provided by <strong>the</strong> authors up to 15 March <strong>2014</strong>. Only presentations of<br />

registered participants with paid registration fee will be included in <strong>the</strong> programme. The final<br />

programme will be available on <strong>the</strong> Congress website on 15 May <strong>2014</strong>. Congress material will<br />

include <strong>the</strong> programme booklet and a memory stick containing <strong>the</strong> programme and <strong>the</strong> book of<br />

abstracts and extended abstracts. Poster presentations will be available throughout <strong>the</strong> Congress.<br />

Submission of abstracts, extended abstracts and posters takes place electronically via European<br />

<strong>IRPA</strong> website www.irpa<strong>2014</strong>europe.com. Please indicate <strong>the</strong> topical area for your presentation<br />

and <strong>the</strong> presenting author. Fur<strong>the</strong>r instructions for preparation of abstracts, extended abstracts,<br />

Programme outline and provisional schedule<br />

The broad range of Congress topics will encourage discussions of all aspects of radiation<br />

protection culture covering ionising as well as non-ionising radiation. Seven plenary sessions will<br />

be dedicated to key aspects of <strong>the</strong> Congress objectives and a total of twenty-seven sessions will be<br />

arranged around <strong>the</strong> plenaries with three sessions in parallel. Oral presentations for <strong>the</strong> plenaries<br />

will be invited or carefully selected from <strong>the</strong> submitted contributions. Each parallel session will<br />

be introduced by an invited speaker followed by submitted oral presentations. Posters represent<br />

an important part of <strong>the</strong> scientific programme and <strong>the</strong>refore ample time for poster viewing and<br />

discussions among <strong>the</strong> participants and with <strong>the</strong> authors is foreseen.<br />

The interdisciplinarity of radiation protection culture cover <strong>the</strong> scientific and ethical basis, value<br />

judgement, regulations, practical implementation and <strong>the</strong> interaction with society.<br />

The programme will address recent findings and on-going research on radiation biology,<br />

tissue reactions, stochastic effects (both cancer and non-cancer diseases), <strong>the</strong> quantification of<br />

occupational, public, and medical radiation exposures including both ionizing and non-ionizing<br />

radiation, natural and technologically enhanced radioactivity and man-made radionuclides in <strong>the</strong><br />

environment, as well as all aspects of radioactive waste disposal.<br />

Given <strong>the</strong> detrimental effects of ionizing radiation, <strong>the</strong> use of radiation and radioactivity to <strong>the</strong><br />

benefit of society requires an ethical basis of radiation protection, value judgement and regulations<br />

covering <strong>the</strong> scheme of planned, existing, and emergency exposure situations as set outby <strong>the</strong><br />

ICRP in its publication 103.<br />

In all exposure situations, successful radiation protection requires <strong>the</strong> practical implementation<br />

of its principles and regulations. Special emphasis will be given to radiation protection in <strong>the</strong><br />

medical field. Practical implementation also includes <strong>the</strong> education of <strong>the</strong> next generation of<br />

professionals and a world-wide harmonization of radiation protection.<br />

Interaction and communication with society as well as fostering radiation protection will be a<br />

focus of <strong>the</strong> programme.<br />

Young scientist and professional award<br />

Ensuring competence in <strong>the</strong> field of radiation safety requires <strong>the</strong> education and encouragement<br />

of qualified professionals and trainees. The promotion of young scientists and professionals is<br />

<strong>the</strong>refore of high importance for <strong>the</strong> European <strong>IRPA</strong> societies. To this end <strong>the</strong> societies participating<br />

in <strong>the</strong> organisation of <strong>the</strong> Congress offer an award for <strong>the</strong> best scientific or professional<br />

contribution(s).<br />

National societies will be responsible for <strong>the</strong> nomination of <strong>the</strong>ir candidate; <strong>the</strong>y are expected<br />

to support <strong>the</strong> participation of <strong>the</strong> candidate in <strong>the</strong> Congress. The nomination of candidates<br />

must be submitted to <strong>the</strong> <strong>IRPA</strong> <strong>2014</strong> Young Scientist and Professional Award Committee before<br />

October 1, 2013. The nomination must be accompanied by an abstract, a CV and an explanatory<br />

statement from <strong>the</strong> nominating society. The presentation will be integrated into <strong>the</strong> scientific<br />

programme with an oral presentation of <strong>the</strong>ir paper at <strong>the</strong> Congress. The Young Scientist and<br />

Professional Award Committee will elect <strong>the</strong> award winning contribution. The Young Scientist<br />

and Professional Award Committee is free to award more than one contribution. The award will<br />

Poster awards<br />

Posters will provide essential contributions to <strong>the</strong> Congress. Ample space and time will be<br />

allocated for poster viewing and discussions with <strong>the</strong> authors. A time schedule for <strong>the</strong> presence<br />

of each author at her/his poster will facilitate <strong>the</strong> discussions. Refreshments will be served close<br />

to <strong>the</strong> poster presentations. In order to emphasize <strong>the</strong> importance of <strong>the</strong> poster presentations<br />

and to encourage authors, a prize will be awarded to <strong>the</strong> three best presentations. The <strong>IRPA</strong> <strong>2014</strong><br />

Poster Award Committee will be responsible for selecting <strong>the</strong>se posters.<br />

Tentative list of refresher courses<br />

The Refresher Course programme provides delegates with <strong>the</strong> opportunity to update <strong>the</strong>ir knowledge<br />

in specific areas of radiation protection science and practice. There are two types of course:<br />

• Courses aimed at providing a broad overview of <strong>the</strong> current state of a given topic, <strong>the</strong>reby providing<br />

delegates not working directly in that field with a sound understanding of <strong>the</strong> current status.<br />

• Courses aimed at providing experienced practitioners with a more detailed understanding of<br />

up-to-date developments in a particular field.<br />

The courses will be held each morning before <strong>the</strong> start of <strong>the</strong> Congress. A total of 12 courses will<br />

be available, 3 in parallel each day. The fee for <strong>the</strong> refresher courses will be CHF 45.00 per person<br />

per course.<br />

Social programme<br />

Welcome Reception<br />

The Welcome Reception will be held in <strong>the</strong> early evening of Monday, June 23, <strong>2014</strong> at <strong>the</strong> CICG.<br />

This will allow delegates to relax and socialise, renewing old friendships and making new ones<br />

prior to <strong>the</strong> start of <strong>the</strong> Congress week.<br />

Young Professionals Get Toge<strong>the</strong>r<br />

An informal get toge<strong>the</strong>r of young professionals will take place at <strong>the</strong> CICG on Monday, June<br />

23, <strong>2014</strong> after <strong>the</strong> reception. The Congress will encourage networking amongst young persons<br />

by holding a reception specifically for <strong>the</strong>m, allowing <strong>the</strong>m also to meet some of <strong>the</strong>ir senior<br />

colleagues. Interested persons are requested to tick <strong>the</strong> relevant box on <strong>the</strong> registration form.<br />

Congress Dinner<br />

The Congress Dinner will take place at <strong>the</strong> Bâtiment des Forces Motrices (BFM), on Thursday,<br />

June 26, <strong>2014</strong>. The BFM is an example of <strong>the</strong> successful restoration and transformation of an<br />

industrial site. In May 1886 it was opened as a factory to exploit <strong>the</strong> hydraulic power of <strong>the</strong> River<br />

Rhône delivering water under pressure for use in <strong>the</strong> fountains, houses and factories of <strong>the</strong> city.<br />

The building was decommissioned in <strong>the</strong> 1960’s when <strong>the</strong> industry moved to <strong>the</strong> outskirts of <strong>the</strong><br />

town. In 1988 it was classified as a historic building, and in September 1997 it became<br />

an opera house. Today it is also open to <strong>the</strong> public for festive, promotional or cultural<br />

events. See www.bfm.ch to get a taste of what to expect.<br />

The Congress Dinner will be organized in Swiss Style including some local<br />

entertainment.There will, however, be ample time to enjoy <strong>the</strong> meal and for<br />

conversation. Since <strong>the</strong> BFM can supply seats for up to 500 people, <strong>the</strong> number of<br />

participants will be limited. Registration for <strong>the</strong> Congress Dinner is required and will be<br />

handled on a first-come-first-served basis.<br />

Excursions<br />

It will be possible for all participants and accompanying persons to book excursions before, during or<br />

after <strong>the</strong> Congress. A dedicated registration form will be available for that purpose on <strong>the</strong> Congress<br />

website as well as on site during <strong>the</strong> Congress. Due to <strong>the</strong> limited capacities, <strong>the</strong> CERN excursions<br />

require registration on a first come first served basis during <strong>the</strong> online registration process.<br />

CERN<br />

Monday Morning and Friday Afternoon<br />

CERN, <strong>the</strong> European Organization for Nuclear Research, is one of <strong>the</strong> world’s largest and most<br />

respected centres for scientific research. Its business is fundamental physics, finding out what <strong>the</strong><br />

Universe is made of and how it works. At CERN, <strong>the</strong> world’s largest and most complex scientific<br />

instruments are used to study <strong>the</strong> basic constituents of matter — <strong>the</strong> fundamental particles.<br />

By studying what happens when <strong>the</strong>se particles collide, physicists learn about <strong>the</strong> laws<br />

of Nature. The instruments used at CERN are particle accelerators and detectors.<br />

Accelerators boost beams of particles to high energies before <strong>the</strong>y are made to<br />

collide with each o<strong>the</strong>r or with stationary targets. Detectors observe and record <strong>the</strong><br />

results of <strong>the</strong>se collisions. Founded in 1954, <strong>the</strong> CERN Laboratory sits astride <strong>the</strong><br />

Franco–Swiss border near Geneva. It was one of Europe’s first joint ventures and now<br />

has 20 Member States.<br />

The Congress will allow <strong>the</strong> participants to visit CERN. There will be two possibilities, one on<br />

Monday morning before <strong>the</strong> opening ceremony and one at Friday afternoon after closure of <strong>the</strong><br />

Congress. Bus transfer will be organized. Due to <strong>the</strong> limited space, participants will be asked to<br />

The city tour of Geneva will take you through <strong>the</strong> centre of <strong>the</strong> world’s peacemaking organizations<br />

famous Fountain and <strong>the</strong> wonderful flower clock. Then you will be offered a taste of Geneva’s<br />

history with <strong>the</strong> mini-train Tramway Tour and encouraged to dig even deeper into<br />

<strong>the</strong> Old Town with your guide on a walking tour.<br />

There is no better temptation than <strong>the</strong> smell of chocolate! Take a journey through chocolate<br />

Lausanne is a picturesque town built on hills and a cultural center of Switzerland. After<br />

<strong>the</strong> city tour <strong>the</strong>re will be free time at <strong>the</strong> lake side or to visit to <strong>the</strong> Olympic Museum.<br />

In <strong>the</strong> afternoon, <strong>the</strong> tour will continue through <strong>the</strong> Vaud countryside close to Lake<br />

Geneva, passing through <strong>the</strong> famous towns of Vevey and Montreux. We will <strong>the</strong>n<br />

arrive at <strong>the</strong> Chateau de Chillon, one of <strong>the</strong> finest monuments of our country where<br />

you will be invited to take a guided tour. A steam boat trip will enable you to admire<br />

<strong>the</strong> splendor of <strong>the</strong> scenery from <strong>the</strong> water and you will disembark at Montreux where<br />

you can wander through <strong>the</strong> streets of this attractive town.<br />

Currency and methods of payment<br />

Payments should be made in Swiss Francs (CHF) ei<strong>the</strong>r by bank transfers against invoice or by<br />

credit card (only VISA, MasterCard or American Express are accepted). No cheque payments are<br />

accepted.<br />

Cancellation of registration<br />

Cancellations will be accepted until May 31, <strong>2014</strong>. The full amount will be refunded less CHF 100.00<br />

to cover cancellation costs. No refunds will be made for cancellations received after this date.<br />

Cancellations must be made in writing by e-mail, fax or airmail to <strong>the</strong> Congress Secretariat.<br />

Reimbursement will not be given for late arrival, unused services, unattended events or early<br />

departure from <strong>the</strong> Congress. Cancellation insurance is offered on <strong>the</strong> Congress website upon<br />

to <strong>the</strong> <strong>the</strong>me “Radiation”. The perspective<br />

of <strong>the</strong>se artists ranges from <strong>the</strong> beauty and<br />

aes<strong>the</strong>tic appeal of radiation to research and<br />

technical applications without concealing <strong>the</strong><br />

darker sides. The ultimate challenge is how<br />

to convert this abstract <strong>the</strong>me onto <strong>the</strong> soft<br />

media of fabric. We invite you to take this<br />

An <strong>IRPA</strong> Associate Societies Forum will be<br />

held at <strong>the</strong> CICG on Wednesday, June 25<br />

from 9 a.m. until noon.<br />

will come from us directly, including material<br />

Publications<br />

Opportunity is offered to post a pdf of <strong>the</strong> oral<br />

presentations and posters on <strong>the</strong> Congress<br />

website after <strong>the</strong> Congress. Invited contributions<br />

and a limited number of submissions will be<br />

given <strong>the</strong> opportunity of having published<br />

<strong>the</strong>ir contribution in a special issue of Radiation<br />

Protection and Dosimetry (RPD). These<br />

contributions will be subject to <strong>the</strong> regular<br />

peer review procedure of RPD.<br />

Coffee and refreshments<br />

Coffee, tea and o<strong>the</strong>r refreshments are<br />

included in <strong>the</strong> Congress fee and will be<br />

available in <strong>the</strong> exhibition and poster areas<br />

during <strong>the</strong> breaks. Food and drinks may be<br />

purchased in <strong>the</strong> bar and <strong>the</strong> restaurant of <strong>the</strong><br />

CICG. In addition restaurants and snack bars<br />

can be found in <strong>the</strong> vicinity of <strong>the</strong> CICG.<br />

Climate and clothing<br />

June is <strong>the</strong> best time to visit Geneva.<br />

Temperatures range from 10 °C to 22 °C.<br />

Evenings may be cool, in particular outdoors<br />

at <strong>the</strong> lake-side. It is advisable to bring some<br />

warm clo<strong>the</strong>s with you. The wea<strong>the</strong>r in June is<br />

mostly sunny. On <strong>the</strong> average you can expect<br />

7 hours of sunshine each day although you<br />

may experience some rain.<br />

Ground transportation<br />

Only one ticket is required to travel by train, tram, bus or boat in <strong>the</strong> area France-Vaud-Geneva.<br />

If you are staying at a hotel, a youth hostel or a campsite, <strong>the</strong> establishment will offer you <strong>the</strong><br />

«Geneva Transport Card» that allows you to use public transport in Geneva free of charge during<br />

your stay.<br />

If you arrive at Geneva Airport, you can pick up a free ticket for public transport from <strong>the</strong> machine<br />

in <strong>the</strong> baggage collection area at <strong>the</strong> Arrival hall. This Unireso ticket, offered by Genève Aéroport,<br />

allows you to use public transport in Geneva free for a period of 80 minutes.<br />

It takes only 6 minutes from/to Geneva city centre by train, leaving approximately every 12 minutes<br />

from <strong>the</strong> airport. There is direct access to <strong>the</strong> airport railway station from <strong>the</strong> airport Check-in and<br />

Arrival levels. All trains stop at Geneva-Cornavin station (city centre). Several urban buses stop<br />

approximately every 8-15 minutes at <strong>the</strong> airport (bus stops at <strong>the</strong> Check-in level, in front of or<br />

beside <strong>the</strong> train station).<br />

To Geneva by train<br />

More people use <strong>the</strong> train in Switzerland than in any o<strong>the</strong>r country in <strong>the</strong> world. Geneva has<br />

excellent connections within <strong>the</strong> European railway network. The Swiss SBB connects Geneva to<br />

all <strong>the</strong> neighbouring countries. Geneva Cornavin train station is right in <strong>the</strong> heart of <strong>the</strong> city. See<br />

<strong>the</strong> Swiss Railway company website for more information (www.sbb.ch/en).<br />

Letter of invitation<br />

Upon request, <strong>the</strong> chairman of <strong>the</strong> Congress will be pleased to send a personal letter of invitation<br />

to enable participants to obtain supporting funds or visas to attend <strong>the</strong> Congress. These invitation<br />

letters cannot be considered an offer of financial support by <strong>the</strong> organisers.<br />

Visa and passports<br />

EU citizens only require <strong>the</strong>ir national identity papers to travel to Switzerland. Citizens from most<br />

o<strong>the</strong>r countries will need a valid passport. They are encouraged to contact <strong>the</strong>ir local Swiss<br />

embassy or consulate to enquire about <strong>the</strong> necessity of a visa.<br />

Liability<br />

Registered Congress participants and exhibitors agree that nei<strong>the</strong>r <strong>the</strong> organising committee nor<br />

<strong>the</strong> Congress Secretariat are liable or assume any responsibility for damage or injuries to persons<br />

or property during <strong>the</strong> Congress. Participants and exhibitors are advised to organise <strong>the</strong>ir own<br />

Flights to Geneva airport<br />

There are excellent flight connections to Geneva. Several airlines provide direct flights to Geneva<br />

from all over Europe as well as from countries outside Europe. The airport is located at 4 km from<br />

Geneva city centre. It can be easily reached by train or by bus using <strong>the</strong> united network of public<br />

transport, Unireso (www.unireso.com). Tourist information can be obtained at <strong>the</strong> information<br />

counter in <strong>the</strong> arrivals hall of <strong>the</strong> airport.<br />
