4.35 National guidance stresses the importance <strong>of</strong> new development<br />
being accessible by modes <strong>of</strong> transport other than the private car<br />
and where the need to travel is minimised. <strong>Selby</strong>, Sherburn in<br />
Elmet and a number <strong>of</strong> Designated Service Villages are served by<br />
rail services although buses are generally the predominant form <strong>of</strong><br />
public transport in the <strong>District</strong> (PC1.18). Guidance also seeks to<br />
make the best use <strong>of</strong> the existing transport infrastructure and<br />
capacity and to maximise the use <strong>of</strong> rail and water for uses<br />
generating large freight movements.<br />
d) Environment and Natural Resources<br />
4.36 Protection and enhancement <strong>of</strong> biodiversity and natural resources<br />
is a basic principle <strong>of</strong> national planning guidance, which can also<br />
influence the location <strong>of</strong> development.<br />

4.37 The <strong>District</strong> is covered by parts <strong>of</strong> the West Yorkshire and York<br />
Green Belts 10 . National planning guidance stresses the importance<br />
<strong>of</strong> protecting the open character <strong>of</strong> Green Belt. Only ‘appropriate’<br />
forms <strong>of</strong> development identified in national guidance, such as<br />
affordable rural exceptions housing, will be permitted unless very<br />
special circumstances can be demonstrated.<br />
4.38 One <strong>of</strong> the functions <strong>of</strong> the Green Belt is to prevent the<br />
coalescence <strong>of</strong> settlements, for example by preserving the open<br />
countryside gap between Sherburn in Elmet and South Milford.<br />
4.39 While the <strong>Strategy</strong> aims to maintain the overall extent <strong>of</strong> Green<br />
Belt, in locations where there are difficulties in accommodating the<br />
scale <strong>of</strong> growth required, consideration will be given to undertaking<br />
localised Green Belt boundary reviews. The reviews will need to<br />
balance the relative need for new development within each<br />
settlement against the value <strong>of</strong> Green Belt as assessed against the<br />
basic purposes <strong>of</strong> the Green Belt, as well as other considerations<br />
such as the effect on landscape, biodiversity and access to the<br />
natural environment.<br />
