4. Spatial Development <strong>Strategy</strong><br />

4.1 The <strong>Core</strong> <strong>Strategy</strong> provides the long-term spatial direction for the<br />

<strong>District</strong> based on the Strategic Aims, Vision and Objectives set out<br />

in the previous section. It provides guidance on the proposed<br />

general distribution <strong>of</strong> future development across the <strong>District</strong><br />

including the broad location <strong>of</strong> a strategic development sites<br />

(PC5.3) to accommodate major residential and commercial growth<br />

at <strong>Selby</strong>. Specific sites for accommodating housing, employment<br />

and other needs will be identified in a Site Allocations DPD.<br />

National Policy<br />

4.2 The basic principles for the location <strong>of</strong> development are set out in<br />

national Planning Policy Statements (PPS) and other guidance<br />

including PPS1 (Delivering Sustainable Development), PPS3<br />

(Housing), PPS4 (Planning for Sustainable Economic Growth),<br />

PPS6 (Planning for Town Centres), (PC1.8) PPS7 (Sustainable<br />

Development in Rural Areas), PPG13 (Transport) and PPS 25<br />

(Development and Flood Risk).<br />

The Regional Spatial <strong>Strategy</strong><br />

4.3 Although the Regional Spatial <strong>Strategy</strong> (RSS) was revoked by<br />

Government in July 2010, this <strong>Core</strong> <strong>Strategy</strong> has been prepared<br />

using evidence which informed the former RSS and has been<br />

tested at Examination. The <strong>Core</strong> <strong>Strategy</strong> has been prepared<br />

using evidence which informed the RSS for the Yorkshire and<br />

Humber Region (The Yorkshire and Humber Plan.) Although RSS<br />

is intended to be abolished, at the time <strong>of</strong> preparation it remains<br />

part <strong>of</strong> the Development Plan. (PC1.9 & PC4.2) In May 2010 Local<br />

Government for Yorkshire and the Humber confirmed that there<br />

were no significant discrepancies between the Draft <strong>Core</strong> <strong>Strategy</strong><br />

and the outcomes for <strong>Selby</strong> <strong>District</strong> being sought in the RSS,<br />

namely:<br />

• Directing most growth to <strong>Selby</strong> to foster regeneration and<br />

strengthen and diversify its economy.<br />

• Adopting a slower pace and scale <strong>of</strong> growth in rural areas<br />

Encouraging diversification in rural areas, (PC1.9) focussing<br />

some growth in Sherburn in Elmet and Tadcaster to meet<br />

local needs and identifying local needs to support smaller<br />

settlements.<br />

Following the intended introduction <strong>of</strong> a mandatory requirement on<br />

Local Authorities to co-operate on cross-boundary planning matters<br />

the sub-regional approach advocated in RSS, through the Leeds<br />

City Region and York Sub Area, may influence the preparation <strong>of</strong><br />

local policy in the future. (PC1.9)<br />
