<strong>Selby</strong> <strong>District</strong> Submission Draft <strong>Core</strong> <strong>Strategy</strong> – May 2011<br />

Analysis <strong>of</strong> the 2001 Census 2 reveals that <strong>Selby</strong> <strong>District</strong> residents<br />

have the longest average journey to work <strong>of</strong> any <strong>of</strong> the North<br />

Yorkshire <strong>District</strong>s despite it being generally less remote from<br />

major urban areas. This is reflected by the fact that <strong>Selby</strong> <strong>District</strong><br />

had (at the time <strong>of</strong> the census) the highest proportion (49%) <strong>of</strong><br />

workers travelling outside the <strong>District</strong> for employment <strong>of</strong> any Local<br />

Authority within the Region. This is a particularly unsustainable<br />

travel pattern, and creating the conditions to help improve the selfsufficiency<br />

<strong>of</strong> the <strong>District</strong> is seen as a major challenge. There is<br />

strong local support for moderating current commuting patterns and<br />

lifestyles by promoting job growth through the <strong>Core</strong> <strong>Strategy</strong> and<br />

other LDF documents.<br />

Concentrating Growth in the <strong>Selby</strong> Area<br />

2.40 <strong>Selby</strong> town serves a large rural catchment and is also well related<br />

to York and the main urban core <strong>of</strong> the Leeds City Region. In<br />

guiding the spatial distribution <strong>of</strong> development across the <strong>District</strong><br />

the <strong>Strategy</strong> seeks to concentrate growth in <strong>Selby</strong>. This is the most<br />

sustainable approach and is supported by evidence on local<br />

journey-to-work patterns and accessibility to services.<br />

2.41 In determining the scale <strong>of</strong> new development which may be<br />

accommodated within <strong>Selby</strong> (and adjoining villages) particularly<br />

(PC2.2) attention will be paid to flood risk and highways capacity<br />

issues and the objective <strong>of</strong> sustaining and enhancing the<br />

attractiveness <strong>of</strong> the town centre. The Council’s Strategic Flood<br />

Risk Assessment 3 facilitates consideration <strong>of</strong> this issue.<br />

Providing Affordable Housing<br />

2.42 The Council’s recent assessment <strong>of</strong> housing need 4 identifies a<br />

need for around 400 affordable dwellings per annum if the<br />

unsatisfied need is to be addressed within the next five-year<br />

timescale. The <strong>Core</strong> <strong>Strategy</strong> therefore aims to achieve a balance<br />

between satisfying the significant affordable housing need that has<br />

been identified across the <strong>District</strong>, (against the background <strong>of</strong> a<br />

current (PC2.3) weak housing market) while concentrating growth<br />

in <strong>Selby</strong>.<br />

Developing the Economy<br />

2.43 Reinvigorating and developing the economy <strong>of</strong> the <strong>District</strong> has<br />

emerged as a major priority if a more self-contained, sustainable<br />

way <strong>of</strong> life for <strong>District</strong> residents is to be created. The <strong>Core</strong> <strong>Strategy</strong><br />

aims to facilitate economic recovery in <strong>Selby</strong>, through the retention<br />

and creation <strong>of</strong> new jobs in line with local aspirations, and by<br />

ensuring the <strong>District</strong> continues to be attractive to investment.<br />
