Monitoring <strong>of</strong> significant effects will be based on the baseline data<br />

and indicators in the Council’s Sustainability Appraisal Reports.<br />

Monitoring <strong>of</strong> such data should enable a comparison to be made<br />

between the predicted effects and the actual effects measured<br />

during implementation <strong>of</strong> the policies.<br />

8.6 To enable the performance <strong>of</strong> the <strong>Core</strong> <strong>Strategy</strong> to be assessed,<br />

additional local targets and indicators have been identified, where<br />

these are not already covered in the existing AMR. All the targets<br />

are set out in Figure 13 below. Where there is some unavoidable<br />

duplication between policy outcomes, the targets are not repeated<br />

for each.<br />

8.7 Monitoring <strong>of</strong> the targets and indicators will enable the LPA to<br />

identify:<br />

• Any significant effects that the core strategy is having on the<br />

delivery <strong>of</strong> sustainable development.<br />

• The extent to which policies within the <strong>Core</strong> <strong>Strategy</strong> are<br />

being implemented.<br />

• Whether the policies are working successfully and if they are<br />

not to explain why not.<br />

• If any <strong>of</strong> the <strong>Core</strong> <strong>Strategy</strong> policies needs reviewing.<br />

8.8 As indicated in both the AMR and government guidance the<br />

development <strong>of</strong> a monitoring framework will take time to fully<br />

establish. Whilst a wealth <strong>of</strong> indicators is necessary to ensure a<br />

robust measure <strong>of</strong> the plan’s performance, it is important to curtail<br />

the number <strong>of</strong> indicators with targets to ensure that it remains<br />

practical to collect the necessary information.<br />

8.9 Additional indicators will be required to measure future<br />

Development Plan Documents and all <strong>of</strong> these will be brought<br />

together in the Council’s AMR.<br />

Implementation and Review<br />

8.10 Should annual monitoring <strong>of</strong> key indicators set out in Figure 13<br />

below reveal any significant failure(s) to meet targets the Council<br />

will take action to rectify the situation as soon as possible. This<br />

could include actions needed either by the Local Authority or its<br />

partners to improve delivery. Alternatively it might identify a need<br />

for a partial or full review <strong>of</strong> the Development Plan Document.<br />

8.11 Given the spatial dimension <strong>of</strong> the <strong>Core</strong> <strong>Strategy</strong> and its policies, a<br />

partnership implementation approach will be required including<br />

public, private and voluntary bodies. The Council has neither the<br />

powers nor the resources to implement the <strong>Core</strong> <strong>Strategy</strong> alone.<br />

8.12 In relation to individual areas or site-specific spatial development<br />

projects the partnership will consist <strong>of</strong> the Council, together with<br />

government bodies, any local regeneration or community<br />

partnership, and the private sector. Other <strong>District</strong> wide or non-<br />
