strategy as a whole aims to reduce the need to travel and minimise<br />

pollution.<br />

1.28 At the heart <strong>of</strong> the <strong>Core</strong> <strong>Strategy</strong> is a spatially focussed approach<br />

to policies which are aimed at developing places and communities<br />

in a sustainable way. This ‘place shaping agenda’ will become<br />

increasingly important as part <strong>of</strong> the Government’s Big Society<br />

initiative and the devolvement <strong>of</strong> power to local communities.<br />

Sustainability Appraisal<br />

1.29 A key national policy requirement <strong>of</strong> the LDF is that it should deliver<br />

sustainable development. In order to assist this process the <strong>Core</strong><br />

<strong>Strategy</strong> has been accompanied by a Sustainability Appraisal,<br />

which also takes account <strong>of</strong> Strategic Environmental Assessment<br />

Regulations 4 , which govern implementation <strong>of</strong> European legislation<br />

on this matter. The Sustainability Appraisal Report is available on<br />

the Council’s website or on request.<br />

Habitats Regulations Assessment<br />

1.30 The Council has also undertaken a Habitats Regulations<br />

Assessment in compliance with the EU Habitats Directive and the<br />

UK Habitats Regulations. The Appropriate Assessment ensures<br />

protection for Natura 2000 sites against deterioration <strong>of</strong><br />

disturbance from plans, projects or activities (alone or in<br />

combination with other plans, projects and activities) on the<br />

features for which they are designated. The Assessment also<br />

considers areas designated as Ramsar Wetlands <strong>of</strong> International<br />

Importance. HRA will be required at the lower tier plan stage for<br />

any plans, projects or activities which may have a significant effect<br />

on Natura 2000 and Ramsar sites. (PC1.5)<br />
