<strong>Selby</strong> <strong>District</strong> Submission Draft <strong>Core</strong> <strong>Strategy</strong> – May 2011<br />

1.25 The <strong>Core</strong> <strong>Strategy</strong> is also influenced by the Sustainable<br />

Community <strong>Strategy</strong> 3 prepared by the Local Strategic Partnership,<br />

the Council’s own corporate policies and proposals established in<br />

the Renaissance Programme sponsored by Yorkshire Forward.<br />

The <strong>Core</strong> <strong>Strategy</strong> also takes account <strong>of</strong> North Yorkshire County<br />

Council’s Community <strong>Strategy</strong>. In preparing the <strong>Strategy</strong>, the aim<br />

has been to accommodate the relevant aspects <strong>of</strong> these local<br />

strategies and provide a smooth transition from the <strong>Selby</strong> <strong>District</strong><br />

Local Plan policies which will be progressively replaced by new<br />

style development plan documents.<br />

1.26 Two overarching global issues which influence planning policies at<br />

all levels are the conservation <strong>of</strong> the earth’s finite energy resources<br />

and climate change. These issues are strongly linked through the<br />

production <strong>of</strong> carbon emissions. The strategy aims to reduce<br />

carbon emissions in the <strong>District</strong> by encouraging less travel<br />

particularly by private car, promoting improved energy efficiency <strong>of</strong><br />

buildings and encouraging a switch to the use <strong>of</strong> renewable energy<br />

sources. A further policy strand aims to mitigate and adapt to the<br />

effects <strong>of</strong> climate change, for example in relation to flood risk<br />

minimisation and management which is <strong>of</strong> major importance for the<br />

<strong>District</strong>.<br />

1.27 Promoting a healthy environment and lifestyle is also an issue<br />

which permeates a number <strong>of</strong> policy areas. Healthier Communities<br />

is one <strong>of</strong> the Council’s Corporate Strategic Themes and wherever<br />

possible <strong>Core</strong> <strong>Strategy</strong> policies aim to encourage good health and<br />

well being as well as improved access to health care and other<br />

facilities. The environment policies aim to create a green and<br />

healthy environment and aim to facilitate sustainable access<br />

modes, including walking and cycling. In addition the spatial<br />
