Local Shops and Services Outside Established Town Centres<br />
6.61 The <strong>District</strong> is characterised by a large number <strong>of</strong> villages varying<br />
in size and levels <strong>of</strong> services and facilities. There are also a<br />
number <strong>of</strong> local shops and services located outside the<br />
established town centres in <strong>Selby</strong>, Sherburn in Elmet and<br />
Tadcaster. These provide a range <strong>of</strong> local shops and services for<br />
day-to-day needs to help support sustainable communities 13 .<br />
6.62 The protection <strong>of</strong> the vitality and viability <strong>of</strong> these local centres is<br />
important by restricting the loss <strong>of</strong> retail floorspace and preventing<br />
inappropriate change from existing facilities. PPS4 provides a<br />
range <strong>of</strong> development management policies with that objective and<br />
it is not considered necessary to repeat national policy within this<br />
core strategy. Further detailed local policies may be developed<br />
through future DPDs.<br />
6.63 The <strong>Core</strong> <strong>Strategy</strong> establishes the general direction <strong>of</strong> retail and<br />
town centre policy and the spatial vision for the three town centres<br />
and remaining villages in the <strong>District</strong>. Annual monitoring and<br />
updating <strong>of</strong> town centre health checks will be undertaken to check<br />
progress <strong>of</strong> the implementation <strong>of</strong> the policy.<br />
6.64 The following policy outlines the broad principles for town and<br />
village centres. The <strong>Core</strong> strategy seeks to protect the future<br />
health as well as the existing hierarchy and roles <strong>of</strong> all the <strong>District</strong>’s<br />
centres, including promoting appropriate growth in the town<br />
centres and protecting existing facilities from inappropriate change.<br />
The Council wishes to seek to remedy deficiencies in local<br />
shopping and other facilities to help promote social inclusion.<br />
Policy CP11 Town Centres and Local Services<br />
A. Spatial <strong>Strategy</strong><br />
The health and wellbeing <strong>of</strong> town centres, and local shopping<br />
facilities and services will be maintained and enhanced by:<br />
<strong>Selby</strong> Town Centre<br />
• Focussing town centre uses on <strong>Selby</strong> including retail,<br />
commercial, leisure, entertainment, food and drink,<br />
<strong>of</strong>fices, hotels, indoor sports, recreation, and arts and<br />
cultural uses.<br />
• Promoting the continued renaissance <strong>of</strong> the town<br />
centre through environmental improvements, planned<br />
(PC4.27) floorspace increases, and by diversifying the<br />
range <strong>of</strong> activities present.<br />
