Town Centres and Local Services<br />

6.38 The maintenance and enhancement <strong>of</strong> the role <strong>of</strong> the town centres<br />

within the <strong>District</strong>, as a focus for activities is fundamental to the<br />

achievement <strong>of</strong> sustainable development. As well as providing<br />

shopping facilities, the centres also meet community and visitor<br />

needs with vital services and facilities. The need for diversity and<br />

the ability to <strong>of</strong>fer a range <strong>of</strong> choice in an attractive, locally<br />

distinctive environment is essential for ensuring the vitality and<br />

viability <strong>of</strong> town and other centres in line with national planning<br />

policy.<br />

Context<br />

6.39 Planning Policy Statement 4 (Planning for Sustainable Economic<br />

Growth) sets out detailed policies for town centres and retail<br />

development in both urban and rural areas, which:<br />

• focus economic growth and development in town centres<br />

• aim to remedy deficiencies in provision in areas with poor<br />

access to facilities<br />

• promote genuine choice to meet the needs <strong>of</strong> all the<br />

community, and<br />

• provide a sense <strong>of</strong> place and conserve the historic and<br />

architectural heritage <strong>of</strong> centres<br />

The <strong>Core</strong> <strong>Strategy</strong> is compliant with these policies (which are not<br />

duplicated here), and which will also be taken into account when<br />

determining planning applications.<br />

Local Issues<br />

6.40 The Councils corporate priorities and the Sustainable Community<br />

<strong>Strategy</strong> aim to protect the environment, promote prosperity and<br />

support developing sustainable communities. Developing our three<br />

market towns and surrounding rural areas; revitalising town<br />

centres; diversifying the economy; aiming to achieve smart growth;<br />

and improving the image <strong>of</strong> the area are central to the Council’s<br />

ambitions.<br />
