5.117 Natural England Guidance 31 helps Councils understand what<br />
Green Infrastructure is, its planning value, and how its delivery can<br />
be effectively embedded in plan making.<br />
5.118 The evidence that supported the former supports the (PC4.20)<br />
Regional Spatial <strong>Strategy</strong> places considerable emphasis on green<br />
infrastructure and improving the green infrastructure <strong>of</strong> the <strong>District</strong><br />
forms an integral part <strong>of</strong> the Council’s priorities for creating a<br />
healthy and green environment. Future DPDs will be expected to<br />
embrace the concept and identify opportunities for enhancement.<br />
Priority will be given to maximising opportunities for green<br />
infrastructure in connection with proposals for strategic growth in<br />
<strong>Selby</strong> and other major development proposals, as well as having<br />
high regard to the priorities <strong>of</strong> the Leeds City Region Green<br />
Infrastructure <strong>Strategy</strong>, and supporting the priorities <strong>of</strong> the Delivery<br />
Plan which is currently under development.<br />
5.119 The need to secure developer contributions towards community<br />
needs arising from new development also links with the<br />
‘Developing Sustainable Communities’ and ‘improving the image <strong>of</strong><br />
the area’ themes <strong>of</strong> the <strong>Selby</strong> <strong>District</strong> Sustainable Community<br />
<strong>Strategy</strong>.<br />
Local Issues<br />
5.120 The possibility <strong>of</strong> introducing the Community Infrastructure Levy in<br />
place <strong>of</strong> the current system <strong>of</strong> developer contributions through<br />
Section 106 legal agreements is an issue that needs to be<br />
considered. (PC6.60)<br />
5.121 However, until the arrangements for collecting and administering<br />
the CIL become clearer, the Council has opted to continue with<br />
existing arrangements for the time being. If necessary the current<br />
DCSPD 32 and Recreation Open Space <strong>Strategy</strong> 33 will be refreshed,<br />
to take account <strong>of</strong> more up to date evidence and costs. (PC6.60)<br />
